M/S 443 NEGATIVE DECLARATION To All Interested Government Agencies and Public Groups: As required by guidelines for the preparation of environmental impact statements (EIS), an environmental review has been undertaken on the following proposed EPA action: Public Law 92-500 grant to: City of Meridian 728 Meridian Street Meridian, Idaho 83642 For construction of: Interceptor Sewer and Wastewator Treatment Plant. Project Number: C-160183 Funding: Total estimated eligible cost: $4,984,440 (EPA 75% $3,738,330; State of Idaho 15`/ $747,666; Local 10% $498,444) The proposed project involves the construction of an interceptor sewer line and a sewage treatment plant consisting of 'primary screening; a ' biological tower; aeration basin; secondary clarification; sand filtra- tion and disinfection. Discharge will be to Five Mile Creek after post-aeration when there is sufficient flow and when the plant effluent is of high enough quality to meet prescribed effluent limitations. When these conditions cannot be met, the effluent will be pumped and dis- charged to the Boise River. The existing City of Meridian sewage treatment plant is currently over- loaded and discharges inadequately treated sewage into Five Mile Creek. This has created a water quality and potential public health hazard problem. The proposed project will alleviate these problems. • • 2 The proposed project is consistent with local zoning, the Ada County Comprehensive Plan and the Sewer and Water Plan for Meridian, Idaho. Primary adverse environmental impacts associated with the proposed project include construction inconveniences such as dust, disruption of traffic flows and utility services and an increase ih noise -levels. The contractor will be required to minimize these impacts through contract specifications. Efforts will be made to schedule work during daylight hours to minimize noise impacts and road watering will be used to minimize dust problems. The treatment plant site will require 40 to 50-acres of what is termed "currently unproductive agricultural land"; The loss of-this land.:is ,_, considered to be the major primary adverse impact. Beneficial primary impacts include enhancement of the water quality of . Five Mile Creek and elimination of a potential public health hazard. The proposed project will also eliminate the need for septic tanks in the newly sewered portion of the service area resulting in the enhance- ment of.groundwater and reducing the chance of well :contamination. Moving the present treatment plant and associated odor problems away from existing and proposed residential areas will improve the aesthetic; value of those areas. The project will not adversely affect any wet- lands, flood plains, fish or wildlife habitat or rare or endangered species. Construction of the proposed will not be allowed to begin un- less the grantee demonstrates, to the satisfaction of the State Historic Preservation Officer that the project will not adversely affect sites of archaeological, historical or cultural significance.. Secondary environmental impacts are associated with growth. The estimated; Phase I 1976 population for the Meridian area is 6,510 with an estimated 1987 population of 16,125. This includes additional Phase I capacity of 1,115. Phase II population prediction for the Peridian Service Area is 21,500 for the year 1993. This predicted growth agrees with the Ada County Comprehensive Plan, the population projections of the-Ada Council of Governments and those of the Ada/Canyon 208 Waste Treatment, Planning Cononittee. Environmental impacts associated with this growth include some land use changes from agriculture to residential. It is very likely, however, that if the sewerage facility is not constructed and development con- tinues in tfie random pattern of the past, urban sprawl will eliminate'` far more agricultural acres than will be eliminated in the service area by the proposed project. The assessment process, which:included a public meeting on-March 15 and 16, 1976, did not indicate that a significant environmental impact will ` result from the proposed action. Consequently, ~~ a preliminary decision not to prepare an environmental impact statement has been made. An environmental impact appraisal, summarizing the assessment and ex- plaining why an EIS is not required, is on file at the above office and is available for public scrutiny. Copies of the environmental impact appraisal will be mailed upon request. Comments supporting or disagreeing with this decision may be submitted to EPA for consideration. After evaluating the comments received, the Agency will make a final decision; however, no administrative action will be taken on the project for at least fifteen (15) working days after release of this negative declaration. Based on this review, we recommend that the City require the following ..information. approvals and/or documents before we make a detailed review of any documents a`a may be resubmitted. 1. The development needs to be platted providing for dedication of required rights of way: (a) on Meridian Street; (b) the East and West street to meet the maximum of 1,000 feet for a cross arrest from Franklin Road; (c) Che interconnecting street as hoe been reserved from Rose Park; and, (d) easements for utilities. 2. The development needs to provide permanent easements and rights of way for the water mains and sewer latersl lines.' It would be logical for these to be shown and included on the subdivision plat. The water and sewer lines, along with easements or rights of way for same, need to be pro- grammed and constructed to the various boundary 1lmita of '- the development so as to permit future expansion of the proposed public systems to serve undeveloped land to the '~ South and West of the proposed development. 3. The development needs to include an independent water supply (with agency approval of same) until a - municipal supply is available and also need to include a separate sewage disposal system (again ~~ with agency approval) to serve the development until public sewage treatment capacity is avail- able. ' 4. The plans calling for the construction inspection to be provided by the City of Meridian are not in accordance with City policy. All construction inspection and ~~' certifications must be provided by the developer's engineer and the water and sewer system must have the 5 6. additional certification ae required by Section 39-118, Idaho Code. The development must obtain approval of public streets, ae well as all surface water runoff, from the Ada County Highway District. The specifications for the construction bf facilities to be turned over to the public needs to be more than a ~ two-line note written on the print of the development plans. 7. The City needs to have assurance that the Developer will pay the regular water and sewer connection costs and will agree to pay normal monthly .user charges to the City, once central facilities are available. When final plane and specifications for the development are avail- ,:able, we will review them 1n detail. At that time, detailed drawings of the interconnection to the city water system will have to be prepared to show and to verify how the conversion to the public supply will be implemented.. Also .the size, location and elevation of the existing sewer system as installed in _, Rosa Park must be supplied as part of the detailed sewer plane. Aa a last Item, we would suggest that the Meridian Fire Chief and Police Chief review the preliminary documents to verify if provision has been made for emergency service access.
