Storey, Mayor f City of Meridian 728 Meridian Street Meridian, Idaho 83642 Dear Mayor Storey: As requested by the Council on August 23, 1976, a copy of the Idaho Water and Wastewater Operators Certification Program has been furnished to .the City. It explains the Operators program and lists suggested salary ranges on page 14 .for-Wastewater Treatment Operators. To briefly summarize how the program relates to the City, the new treatment facility will probably require a Clasa IV Operator and at a minimum a Class ICI Operator. A Class IV Operator must have 16 years formal education and four (4) years operating experience. The sug- gested salary ranges are $700-$900 per month for a Class IZI Operator and $800- $1200 per month for a Class IV Operator. Based on these requirements we recommend the City Council authorize the advertising for an Operator who is currently a Class III Operator and. who could qualify for a Class IV Operator when the new plant is completed. Also we recom- mend the City advertise at trade schools, treatment facilities, and professional journals. such as the Journal Water Pollution Control Federation. Causes of Noncompliance: _ The probable cause .of non- compliance from discharge 001 was due to a plugged return line of the 'secondary clarifier, there appears to be no cause of noncompliance of discharge 002 by-pass, except the nature of untreated .sewage. 3. Continuance of Noncompliance: Noncompliance of both discharges could continue until the causes and corrective actions have been established. ~ , ,4. Steps to be Taken: The City has sta:cted testing .and. investigating their operational problems. The secondary clarifier return line has been unplugged.
