Jordan/Avent & Associates 1407 East Madison Street Seattle, Washington 98122 Dear Mr. Avent: Nampa, Idaho 83651 Telephone: 467-5252-888-2321 November 29, 1976 Response to Meridian, Idaho, Waste Treatment Facilities Subcontract Engineering proposal Please forgive me for the delay in responding to your letter proposal, dated November 3, 1976, for providing subcontracting engineering services on the design,bidding, construction administration and resident engineering for a portion of the City of Meridian, Idaho, waste treatment facilities project. As detailed in your supporting data, a summary of your proposal is as follows: 1. Design Phase: $50,570.00, which included $5,010.00 for expenses. 2. Bidding: $2,258.00, which included $500.00 for expenses. 3. Construction and Resident: $43,786.00, which included $4,100.00 for expenses. This amounted to a total lump sum engineering fee of $96,614.00 for the portion of the project as programmed to have a construction cost of $455,000.00. For comparison purposes, charges for that portion of the engineering would amount to approximately 21-1/4% of the construction cost. In addition to the phases of the work covered in your proposal, we have projected approximately 3% for facilities planning, 1/2% for following services and 1-1/4% for field surveys. This would amount to a total engineering cost equal to approximately 26% of the construction costs. We did not make a specific manpower cost breakdown for the portion of the work considered in your proposal, but of course did prepare such an analysis for the total sewer project for the City of Meridian. This tabulation of our total engineering costs was included with the overall agreement with the City, a copy of which we have given you previously. By reviewing this data, as well as the construction costs as projected for the various components of the project, the following analysis was developed. Sludge Treatment Facilities --------------- 797,000.00 Total Projected Construction Costs -------- $4,964,870.00 As a straight line projection, we made the following allocation for the engineering items of work to be done under your proposal: $486,4$4 - $67,132.22 $4964,870.00 x 100 = 8.45% as the amount of our engineer- ing charges for the said elements of work as a percentage of construction. When converted to dollars, then, (0.0845 x $455,000.00 =) $38,447.50 is the prorated amount of our engineering fee for the element of work included ,in your proposal. We realize that the smaller project by its very nature would justify some increase in fee and also the $9,610.00 you have listed as expenses appear to be realistic for those items which we would not have since we are in close proximity to the project. They were both very emphatic that they would not consider any such increases to be a legitimate project cost. We have discussed all the ramifications with the Board of Directors of J -U -B ENGINEERS, Inc. It was their opinion and decision that since the amount of your proposal was far beyond the amount of money that could be allotted for the work as outlined, it would be impossible to mediate a satisfactory solution. Therefore, we reluctantly advise you that J -U -B ENGINEERS, Inc. has declined your offer and have removed your firm for further consideration on this project as is outlined in the recommended procedures for pro- fessional negotiations by all nationally recognized professional organiza- tions `of_which we are members. Our examination will be made in accordance with generally accepted auditing standards and will include tests of the accounting records and such other auditing procedures as we consider necessary to enable us to render an opinion on the fairness of your financial statements. It is not comtenplated that we will make a detailed examination of transactions nor that we will necessarily discover fraud should any exist. We will, however inform you promptly of any findings that appear unusual or abnormal Idaho Code prohibits a Certified Public Accountant from making a voluntary disclosure. concerning his client's affairs. It was formerly held by Idaho Land Developers of Boise and is generally lm owiras the Gibson place. Our reasons for buying this place are both business and personal. Personal, in the fact we both grew up in the Kuna Mora area, when coming to Meridian to a show was a major event. iVe are and have been residents of the Pferidian Community for some time and as such do sincerely desire quality growth. This can only be accomplished by a governing body's supervision of certain standards to be followed in plat design, and restrictive covenants, that create attractive ways of life for the future. YYe feel that what we propose will meet and in some ways excede these standards. { At this time the preliminary plat designated as Country Terrace Subdivision has received a 2 zoning and approval as such from A.C.C.G. It is my understanding (from seller) that the plat has also received approval by the Meridian planning and zoning commission. Imoressions have also been received that our community is resisting y growth due to the impact on such services as schools, police protection, fire protection and other assorted reasons, which we call. growing pains. Allow us to examine this impact as it relates to our particular plans only. 1. R 2 zoning allows single family or duplex construction. he would propose a quality duplex unit with a minimum of 2000 square feet and larger. The selling price would range from 860,000 to '$70,000 each. A 860,000 purchase with 45000 down leaves a balance of $55,000. Payments on this amount would be 81428 each month plus insurance and taxes. Our experience and statistics also proves this is not the type of housing sought by yowig families. Most are eliminated by economics alone and those who aren't will put their money in a home. As a result this project's impact on schools would be neglegible. 2. By the same token the adult group living in Country Terrace Subdivision would be in an income bracket which would contribute considerable cash flow to all the merchants of our city. 3. In the event of eventual annexation "to which we would not object" the city's tax base would increase accordingly. 4. Adequate fire protection meeting Meridian's requirements can be provided from the proposed central water system. 5. Sewer line extensions are proposed south of the fraeway. I understand the route would parallel Ten Mile Creek. If so it becomes apparent that the more hook—up charges and monthly service charges assessed against this extension would be a benefit toward its cost. 6. We would install dry lines if grade points can be provided. 7. The freeway access from this subdivision would carry vehicular traffic away from the more congested areas or schools such as Cherry Lane. To sum it up, taking in the points mentioned above what we propose t is a Planned Unit, Developement of only 28 lots, catering primarily to an older age group, who have raised children and now would appreciate another choice, separate from the family orienated subdivision. We fall in this category and plan to build our own personal home on Lot 1 of Block 1 and retain al?. ^f Lot 12 in its natural state. We plan to present the Country Terrace Subdivision to the Council at your next scheduled meeting December 6, 1976.
