C. 20410 Dear Mr. Krimm: December 7, 1976 We are concerned about the Flood Hazard Boundary Map ZZ-O1-02 for the City of Meridian, Ada County, Idaho (Community No. 160180) dated May 28, 1976 that your agency has prepared. We certainly want to take reasonable precautions to protect our residents from any financial losses as a result of flood, but cae also want to protect our residents from insurance costs which may not be necessary. Ive are not aware of any single instance of flooding in the past of any area within or around the City of Meridian and do not anticipate any flooding in the future. We have been in communication with the consulting firm of Micheal Baker, .Jr., Inc., who we arc advised are evaluating the Flood Hazard Boundary Maps for this area. To assist there in their analysis we have provided them with aerial topographic maps of the area being studied, special channel cross-sections, and other miscellaneous informa- tion about channel conditions and restrictions. We do not feel it appropriate for the residents of Meridian to be required to have flood plain insurance and to restrict federal lending practices for homes in these areas because there are no known instances of any floods ever occuring in the community. Qur engineers wrote to your office on i3ay 1.3, 1976, en behalf of the City, requesting your re-evaluation of the flood hazardous areas at that time. In addition theMeridian City Council has instructed me to request that the existing maps not be adopted, but if they have been adopted that such action be rescinded. This recreational development and the support facilities will be located at the Senior high School, South of the entrance street that fronts on Linder Road. Users of these tennis courts will park vehicles in the school parking lot that adjoins the develop- ment. As previously agreed to, the completed project will be maintained and operated jointly by the city and the school ,district; and made available to all the public as a park and recreation facility. The purpose of this letter is to enlist the city's assistance in providing water and sewer service to the restroom facility that will be a part of this recreational development. Amain water line is on Linder Road and within a year or so, a main sewer line will also be there. Is it permissible to have the water service to this restroom faci- lity hooked up directly to city water without the cost of installing a separate water meter? Could this facility be dry-lined so that when sewer is available, it is hooked up directly to the main sewer line, rather than going through the Senior High service lines? It might be noted that we have received permission to keep these restrooms locked up until city sewer is available.
