Storey & Meridian City Council City Hall Meridian, Idaho 83642 Gentlemen: Per our conversation on t~tarch 5, you commented that you would accept an outline of the programs and project benefits received by the City of Meridian during 1974 and those which the City will hope to receive during 1975. The Board members of ACOG.recognize how important your membership is and wish. to encourage you to continue to participate in the organization. As you know our primary task and objective is to develop plans for the future development of our region..- This requires participation and decision-making by a71 communities working to- gether to achieve common objectives and resolve our problems that confront us all. This can be done much less costly by working together and with the aid of federal funds. Individual communities who otherwise could not afford planning can work together to solve problems. During 1974 there were severa'I projects from which your City received direct ar indirect benefit. Some of those include: (1) Concept Plan; (2) Fairview Avenue Plan; (3) Flood Plain Resolutions; (4) Street Naming and. Address Ordinance; (5) Surface Storm Drainage Policy and Ordinance; (6) 1975 Program Design; (7) Appli- cations Administration; (8) Land Use Study; (9) Areawide Waste Treatment Plan; Regional Water Quality Study, Septic Tank Study, Community Sewer/Water Coordination; (10) Meridian and U.S. 30 Transportation Study; (11) Transportation Standards and Road Widths; and (12) the Five Year Transportation Plan. CONCEPT PLAN The Concept Plan was designed and created by citizens in Ada County to provide a guide for future development and planning for the County. It gave the Meridian citizens an opportunity to outline regional development with your area needs in mind. As .you know both citizen involvement and comprehensive plans are necessary and required in order to maintain your eligibility for federal funds from HUD and many other agencies. March 6, 1975 Storey & City Council • FAIRUIEW AVENUE PLAN " During 974 a airview Avenue Plan was prepared from Boise City limits to Meridian City limits outlining proposed land "use and zoning. Without it your city has little control or protection on future annexation for development that will occur along Fairview Avenue. FLOOD PLAIN RESOLUTIONS Flood ain eso utions were developed to take advantage of Public Law 92-500. . The Flood Plain Resolution provides insurance against flood damage, disaster relief and financing for properties within the flood plain. Although Meridian does not have a major floodway within the City, future flood protection systems will cost less to the individual citizen of Meridian because agencies partici- gated cooperatively in the development of the program. STREET NAMING AND ADDRESS ORDINANCES The street naming and address ordinance was developed for hleridian and Ada County so that addresses and street names could be coordinated and assigned during 1974. Staff assisted the Meridian Postmaster in assigning new addresses for the City of Meridian and adjacent county areas by providing assistance and the necessary maps. This ordinance was developed at the urging of several fire and police departments throughout the county to standardize addresses so that the 911 emergency system could be implemented. SURFACE STORh1 DRAINAGE POLICIES AND ORDINANCES This project r~ras initiated to resolve surface drainage problems. Early in 1974 several of the irrigation and drainage districts adopted policies that refused to accept any storm ~,vater runoff into their systems from new development. To overcome this problem, the Ada Council of Governments prepared a storm drainage policy and ordinance. The irrigation and drainage districts agreed to it as an interim solution. This relieved a possible moratorium on development in Meridian and Ada County. 1975 PROGRAM DESIGN A five year work program was required to maintain eligibility for federal planning funds in Ada County. These funds make it possible for your area to accomplish more than you could arith local funds only. These funds can be partially allocated to assist Meridian in order to fulfill needed studies in your City. The plans that are prepared along with statistics and data that are collected provide the basis for all grant applications that are submitted by the City of Meridian for federal funds. AREAWIDE WASTE TREATMENT PLAN REGIONAL WATER QUALITY STUDY SEPTIC TANK STUDY COhIMUNITY SEWER/WATER COORDINATION Each of these studies were in response to federal requirements to have plans and documentation for the development of water and sewer systems in Meridian and • • -- ~Page Three Mayor Don M. The areawide waste treatment management plan, a total. of eleven reports, is now completed and fulfills the necessary planning effort so that Meridian and other agencies can receive federal financing for the development of utilities systems, and to help solve pollution problems. The Septic Tank Study is designed to identify the problem areas in installing septic tanks in certain parts of your area. This program element will be completed in early 1975. These types of studies and plans provide the basis to obtain federal funds allowing Meridian and other communities to maintain a low tax base. MERIDIAN AND U.S. TRANSPORTATION STUDY Upon a request from Meridian City Council, staff evaluated five alternative plans for circulation through the City of Meridian. Once the heridian City Council decides which alternative they wish to have implemented, staff will assist Meridian in obtaining road construction and development funds. TRANSPORTATION STANDARDS AND ROAD WIDTHS Staff in association with other agencies developed proposed right-of-way widths and standards for roads within Ada County and Meridian. With common standards for roads, traffic circulation throughout the County can be more effective and safe. This material was designed to provide the City of Meridian a basis for modifying their existing subdivision ordinances and right-of-way requirements for certain roads to insure maximum coordination and development of roads. FIVE YEAR TRANSPORTATION PLAN A transportation pan is sc eduled to be developed over the next five years for the entire Ada County for transit, freeways, highways, arterials, pedestrianways/ bikepaths and airports. A 1967 Transportation Plan did not include the City of Meridian. To •be responsive to high growth areas the transportation study will be expanded to cover the entire northern half of Ada County. The transportation plan is a prerequisite to receiving federal funds for construction aid improvement for streets, highways and other transportation systems in your area. The following projects to be completed during 1975 will be of benefit to the City of Meridian and its citizens. The attached discussion is included for your consideration on each of these projects. Regional Land Use Plan; Mason Creek Plan; Housing Plan; Transportation Plan; Drainage Plan; Regional Water Quality Plan; A-95; Ordinance Amendments; Address Maps; Base Maps; Land Use Inventory; Economic Base Study; Federal Grant Applications; and other items. During 1976 we also plan to assist you, if you so desire, in the development of an updated revised comprehensive plan for the City of Meridian, as well as new ordinance or ordinance amendments necessary to assist your City Council in the development of your City. MARSDEN Executive Director ASM:me Attachment CITY OF MERIDIAN 1975 PROGRAMS AND PROJECTS REGIONAL LAND USE PLAN A regiona and use p an will provide the framework for county-wide community and district planning by defining regionally significant land use areas and policies. The major role of the cities in this planning effort will be to define "urban areas" and the future extent of such areas. MASON CREEK PLAN A ompre ensive Plan for the county area around Meridian has been programmed to be completed during 1975. This plan will outline the future land use and development patterns around Meridian and should be developed in coordination with the City of Meridian. ' HOUSING PLAN In order to meet federal requirements for community development funds, a housing assistance plan is necessary. We are currently developing this information to be submitted along with the application. In addition the Housing Plan is being prepared to meet HUD requirements and to maintain continued eligibility for HUD funds. The Housing Pi an. will identify problems and needs and propose solutions. The Plan will provide the Meridian City Council and the County a means~~to develop Housing policies. FIVE YEAR TRANSPORTATION PLAN A 1967 Transportation Plan developed by BMTS did not include the City of Meridian. A transportation plan is a prerequisite to receiving federal funds for construction and improvement for streets, highways, and other transportation systems in your area. A transportation plan is scheduled to be developed over the next five years for the entire county for transit, freeways, high~,vays, arterials, pedestrianways/ bikepaths, and airports. To be responsive to the high growth areas in the County, the transportation study will be expanded to cover the entire northern half of Ada County. DRAINAGE PLAN ' This project will be initiated upon receipt of 208 planning funds and is designed to prepare a plan that will resolve the long range surface drainage problems. This plan will meet EPA standards for water quality in f+leridian and Ada County. A surface drainage pi an is scheduled to be completed in December 1976. REGIONAL WATER QUALITY PLAN AND ENVIRONMENTAL PLANNING Finalization and adoption of an Areawide Waste Treatment Management Plan." This Plan was prepared through planning grants from the EPA and FHA, and will provide the framework for water quality maintenance and management in Ada County. Initiation of "208 Water Quality Planning." This 2-year study will begin in July. It will provide an accurate means to assign addresses at .the time a building permit is issued in Meridian. BASE MAPS A series of base maps will be prepared during 1975. For the City of Meridian aerial mosiacs, lot and Dlock, topographic and physical feature maps. will be prepared for each square mile at 1" = 200'. In addition 1" = 800' scale aerial maps will be furnished to the City of Meridian. These maps will be updated periodically. These are valuable for zoning and planning decisions and any future development within your City. The Board members of ACOG recognize how important your membership is and wish to encourage you to continue to participate in the organization. As you know our primary task and objective is to develop plans for the future development of our region. This requires participation and decision-making by all communities working to- gether to achieve common objectives and resolve our problems that confront us all. This can be done much less costly by working together and with the aid of federal funds. Individual communities who otherwise could not afford planning can work together to solve problems. During 1974 there were several projects from which your City received direct or indirect benefit. CONCEPT PLAN The Concept Plan was designed and created by citizens in Ada County to provide a guide for future development and planning for the County. It gave the Meridian citizens an opportunity to outline regional development with your area needs in mind. As you know both citizen involvement and comprehensive plans are necessary and required in order to maintain your eligibility for federal funds from HUD and many other agencies. Without it your city has little control or protection on future annexation for development that will occur along Fairview Avenue. FLOOD PLAIN RESOLUTIONS Floo a n eso utions were developed to take advantage of Public Law 92-500. The Flood Plain Resolution provides insurance against flood damage, disaster relief and financing for properties within the flood plain. Although Meridian does not have a major floodway within the City, future flood protection systems will cost less to the individual citizen of Meridian because agencies partici- pated cooperatively in the development of the program. STREET NAMING AND ADDRESS ORDINANCES The street naming and address ordinance was developed for Meridian and Ada County so that addresses and street names could be coordinated and assigned during 1974. Staff assisted the Meridian Postmaster in assigning new addresses for the City of Meridian and adjacent county areas by providing assistance and the necessary maps. This ordinance was developed at the urging of several fire and police departments throughout the county to standardize addresses so that the 911 emergency system could be implemented. SURFACE STORM DRAINAGE POLICIES AND ORDINANCES This project was initiated to reso ve ~urfaee drain~gesproblems. Early in 1974 several of the irrigation and drainage districts adopted policies that refused to accept any storm water runoff into their systems from new development. To overcome this problem, the Ada Council of Governments prepared a storm drainage policy and ordinance. The irrigation and drainage districts agreed to it as an interim solution. This relieved a possible moratorium on development in Meridian and Ada County. 1975 PROGRAM DESIGN A five year work program was required to maintain eligibility for federal planning funds in Ada County. These funds make it possible for your area to accomplish more than you could with local funds only. These funds can be partially allocated to assist Meridian in order to fulfill needed studies in your City. The plans that are prepared along with statistics and data that are collected provide the basis for all grant applications that are submitted by the City of Meridian for federal funds. The areawide waste treatment management plan, a total of eleven reports, is now completed and fulfills the necessary planning effort so that Meridian and other agencies can receive federal financing for the development of utilities systems, and to help solve pollution problems. The Septic Tank Study is designed to identify the problem areas in installing septic tanks in certain parts of your area. This program element will be completed in early 1975. These types of studies and plans provide the basis to obtain federal funds allowing Meridian and other communities to maintain a low tax base. MERIDIAN AND U.S. TRANSPORTATION STUDY Upon a request from Meridian City Council, staff evaluated five alternative plans for circulation through the City of Meridian. Once the Meridian City Council decides which alternative they wish to have implemented,-staff will assist Meridian in obtaining road construction and development funds. TRANSPORTATION STANDARDS AND ROAD WIDTHS Staff in association with other agencies developed proposed right-of-way widths and standards for roads within Ada County and Meridian. With common standards for roads, traffic circulation throughout the County can be more effective and safe. This material was designed to provide the City of Meridian a basis for modifying their existing subdivision ordinances and right-of-way requirements for certain roads to insure maximum coordination and development of roads. FIVE YEAR TRANSPORTATION PLAN transportation p an s sc eduled to be developed over the next five years for the entire Ada County for transit, freeways, highways, arterials, pedestrianways/ bikepaths and airports. A 1967 Transportation Plan did not include the City of Meridian. To ~e responsive to high growth areas the transportation study will be expanded to cover the entire northern half of Ada County. The transportation plan is a prerequisite to receiving federal funds for construction and improvement for streets, highways and other transportation systems in your area. The following projects to be completed during 1975 will be of benefit to the City of Meridian and its citizens. The attached discussion is included for your consideration on each of these projects.
