Meridian Comprehensive Plan Public Hearing August 28, 1978
Mayor Don Storey opened the Public Hearing for the Meridian Comprehensive Plan at 7:50 P.M.
The Mayor then turned the Chair over to Planning and Zoning Chairman, Willard Rowley.

Rowley stated that this is a hearing for the City Council on the Meridian Comprehensive
Plan. "It has been turned over to the City Council by the Planning and Zoning Committee
and it is a guideline to grow by."
Rowley read the Forward to the Comprehensive Plan, Page 1, and stated"that a
Comprehensive Plan is never finished, it is an instrument to be changed as time changes."
Rowley presented the Format for the meeting. He stated,"anyone speaking please give
name and address clearly so it can be recorded. The Comprehensive Plan will be covered
one page at a time. Those who have documents and are prepared to speak on a certain
segiment speak up at that time."

Henry 0. Persons, 10409 Estate Drive, Boise, representing himself stated~~in
reference to Page 28 #7, he would like it to stand as written in the Rough Draft
and not as appears on the aud'ndum sheet. It does not take into consideration
planned developments with complete sewer systems and water systems that are
conducive to the City of Meridian'if the City Council and Mayor are for it.
The change states Municipal Sewer System.If you put Municipal in instead of
public you are locking the door until you change the complete plan. If you
put public then it can be tied in with the City Fathers at their discussion.
Would like to see Municipal struck."
Page 43, POLICIES (Water Supply) 1. Mr. Person stated that he would like
to see it stand as written in the rough draft.
Rowley stated that it has been recorded in the minutes and the Council will
take it into consideration when they review it.

Mayor Storey restated that we appreciate the comments and action will take place next
Tuesday at the regular Council meeting. They have until Tuesday morning to get
comments in.
Norman Fuller, 1103 W. Camellia stated that on Page 19, Policy 3 on Adendum.
He questioned what the definition of urban services is.
Art Collins pointed out the definition of Urban Services is on Page 5 of the plan.
Fuller inquired if that meant municipal or public..
Rowley stated that it said public and read the definition, Page 5.
Fuller stated that under Municipal there could be circumstances that if some industry
came in or something the City wanted and if they did not have a sewer plant there are
other ways of treating the sewage. The City would probably like to be able to accept
it without changing the Comprehensive Plan and is in agreement with Mr. Person's
statement.
Rowley stated that he believed that municipal is the way the City would like to go but
there may have to be some deviation from it at some time.
Gordon Harris, 2825 S. Eagle Rd., stated that he wanted to follow up on Mr. Fuller
and Mr. Person's statements and would like to see municipal taken out and go back to
the original.
Gene Martin, 2680 E. Victory, stated that he felt the same way and municipal should
be left out.
Rowley asked for comment on Mobile Homes.
Hazel Ryska, Rt. 1 Box 4, Star, stated that they own property on N. Ten Mile Road
and also on Ustick Road and inquired if she would be able to replace her home on
either place with a Mobile Home.
Rowley stated that the Ordinances covering Mobile Homes has not been written and the
Ordinances will have to be written and this brought out.
Storey stated that he doubted if Mrs. Ryska would be granted permission to place
the Mobile Home there. It would have to come before the Council. The City has
ordinances to cover that situation. Mobile Homes will only be allowed in Mobile
Home Parks and explained the situation.
Glen H. Scott, 6242 Arlington Drive, Boise, referred to .Page 21, Policy 2
Addendum in relation to evaluation of the Regional Shopping Center (Page 2 Addendum)
He inquired what the Air Ouality of northern Ada County is. He felt"Air Quality of
northern Ada County"should be crossed out and leave in the"Comprehensive Plan of
Ada County."
Storey stated that there will be an air quality study test.
Williams commented that the reason this is in is because we are in a non-attainment
area, under that we have to live within the guidelines. Environmental Impact things
that are done in Meridian will address this question of Air Quality for eonsistancy
in the plan. It should also include the air quality plan of Northern Ada County if
adopted.
Storey stated that this Plan will be reviewed by EPA this Fall.
Scott stated that we could add this at a later time and we should wait until we know
what it is.
Norm Fuller agreed.
Rowley asked for comments on Transportation. There were no comments.

FUNCTIONAL DEFINITIONS:
Williams stated that the intersection on Fairview should be added.
Rowley agreed and speaking of Fairview, from East First through to Locust Grove,
Planning and Zoning talked many times of Gruber Street being a through street to
relieve traffic for any commercial that wanted to be close to Fairview Avenue.
Our Comprehensive Plan calls for no-strip commercial so to make a safer, faster
traveling road. Gruber street should have been brought into the plan to keep it open.
This would relieve a lot of traffic on Fairview.

Mayor Storey stated that Planning and Zoning has spent hours and hours on the plan
once or more per week and deserve recognition. Also, Art Collins of APA deserves
recognition for a fine job well done. The Comprehensive Plan has not been
accepted by the Council. There are several things we are going to look at closely.

Re: City of Meridian Comprehensive Plan
Dear Mr. Cox:
The above referenced comprehensive plan has been examined
by this office for the Boise Project Board of Control and on
behalf of the New York Irrigation District. This reply shall
be for both entities.
The plan appears very comprehensive and of excellent
quality so it is quite acceptable to us in principle. Any
shortcomings in our area of authority and responsibility in
irrigation and drainage can be covered by positive action
during implementation. We would expect full consultation in
any action that might concern us and stand willing to coop-
erate in any manner permissible to effectively gain and/or
retain the greatest possible benefit from the existing surface
water rights.
Much of the philosophy in the plan takes a positive stand
against any radical change in surface water runoff and further
degradation of water quality. We subscribe to that belief but
can only be of service if we are kept informed and are allowed
our input.

RE: City of Meridian Comprehensive Plan
The following are comments on the proposed comprehensive plan for the City
of Meridian:
On Pages 31 and 32 under the functional definitions, (minor arterials) -
presently Meridian Street north of Cherry and Linder Street north of
Franklin have been classified as minor arterials.
Page 57 - Functional Plans - when you are doing your design studies and
standards for streets, we would like to discuss this with you so that you can
meet our minimum standards.
On Page 58 - "Transportation Improvement Program" - you may give some
consideration to Cherry Lane as a priority. The Ada County Highway
District and Idaho Transportation Department have planned a program
at least for the intersection at Meridian either direction for a block
in our 1978-79 construction season. If Meridian does not consider this
as one of their high priorities, we will re-analyze our committment to
this project.

The Meridian Public Library merged in 1975 with the Meridian
Free Library District. Since that time the City has had no
city library. The District is governed solely by the its own
elected five member Board of Trustees.

We are concerned that Twelfth Street will be extended south to
Pine Street as further development occurs in our area. This will
in all probablility increase the traffic flow between Twelfth and
Camilla considerably, therefore, creating an unsafe condition
for the children in our neighborhooal.
We would like to recommend that a culdesac at the end of Twelfth
be adapted into the Comprehensive Plan.
After speaking with Burl Pipkin we feel that it is important to
bring this matter to the attention of the planning board and
gourself, for your immediate consideration.
We are very concerned for the safety of our children and their
friends and feel this is in the best interest of all concerned.

I have completed my analysis of the proposed Meridian Comprehensive
Plan. I am pleased with the presentation and commend the Meridian
Planning and Zoning Commission and those organizations that provided
the valuable input for the plan.
I would however, strongly suggest four changes be made within the
plan. The following are my recommendations.
First concerns the priority of the Technical Industrial Review Area
over the Eastern and Western Review Areas. (Page 59 - other projects).
It is my contention that the plan itself addresses and encourages orderly
growth and discourages unplanned growth ;within or adjacent to the City
and Urban Service Planning Area. The plan also sites unimproved or un-
realized land within the Meridian City Limits and Urban Service Planning
Area should be utilized in order to maximize public investments, curtail
urban sprawl and protect existing agricultural lands from unnecessary
infringement.
The industrial policy section states the development considerations
for each of the Industrial Review Areas should be phased and priortized
to provide for orderly growth and development, minimize the cost of pro-
viding utilities and transporation services and promote unified develop-
ment within the Urban Service Planning Area. It is further stated in-
dustrial development within the city limits should receive the highest
priority.
It is therefore rqy recommendation to omit the priority ratings and
simply state what has already been addressed in the plan - curtain
sprawl and develop lands already within the city limits.
My second area of concern rests with the density classifications.
The densities suggested by the addendum to the plan are not consistant
with the policy of Meridian to encourage the overall residential density
to 3.5 dwelling units per acre within the Urban Service Planning Area.
Higher density is normally of low and moderate income housing. The plan
addresses this problem by stating Meridian has more than its share of

this type of housing and that Meridian's tax base is predominately
residential and presently does not have the diversification to
support additional low and moderate income households.
The plan provides-and encourages the implementation of Planned
Development techniques. Variations in density can be permitted when
various design and development ob3ectives are met.
I would also suggest-the following variation in planned Development
be omitted from the plan: "When provisions have been made to provide
a variety of housing types for all income age groups as part of the
overall residential development and such developments provide approxi-
mately ten percent (10%} of their total housing units within low and
moderate income rental or purchase standards."
It is my recommendation the density classifications remain as was
originally presented in the Comprehensive Plan and the above quoted
variation in Planned Development be omitted from the plan,
MY third area of concern centers on the mixed use ared west of Kuna-
Meridian Road, north of I-80N and south of Waltman Lane. It is my con-
tention that this mixed use area should be phased with the development
of the planned Frontage Road and west to Linder Road. This concept
meets the plan requiremnets that industrial areas should not have access
from collector and local streets.
My fourth recommendation stresses the use of the word Municipal
Services instead of Public Services.
I would hope the Council would ve serious consideration to my re-
commendations. The changes are eta to our future sucesses.
