APA Budget (Hilgenberg, Collins and Gross) (Membership Approved) 7. Bud Persons - Mobile Home Parks. Meridian City Hall - Special Meeting .2. Agenda Hilgenberg, Collins, Gross were present representing APA. 6 The Mayor inquited as to what the City will get for the assessment September 25, 1978 Bob Hilgenberg outlined the APA Budget. The Staff did not prepare the Budget. The Board prepared the Budget with Staff input. Hilgenbert presented the APA Work Budget and outlined the features. The staff is stable, the change in dollars is reduction from Federal Funds - around $50,000 and normal increases affect the dollar increases. He explained the Formula. Meridian's share is 1.74 of total $308,300. Storey stated of Meridian's past history with APA and complimented APA on the Comprehensive Plan and inquired if Meridian was going to get their share. Williams outlined the Budget and the small Cities Budget on a cost effective basis. Meridian comes out ahead. Williams outlined the future of a Long Range Transportation in the area. Storey stated that he wants to get Meridian it's dollars worth. Harvey Gross outlined the Task Force approach and Small Communities Planning Assistance Program. It is up to Meridian how they use their man days. A major thrust could be in enabling ordinances. They will be getting with the City on a man days budget for fiscal year 1979. Setting up a City budget and process with APA was outlined and the ordinances in the process. Collins presented Small Communities Planning Assistance Program Draft. (See Evidence) The Motion was made by Richard Williams and seconded by Marvin Bodine to accept membership in APA. Motion passed: Williams, yea; Bodine, yea; Kingsford, yea; Glaisyer, yea. Collins outlined the Areas of Impact Negotiation and the Land Use Map. Negotiations were discussed. The Sewer Study in the southwest area was discussed. enda Bud Person addressed Mobile Home Park. 7 Bodine stated that we have a lot of building to do before we look at Mobile Home Parks. Mayor and Council present: Storey; Williams; Kingsford; Glaisyer; Bodine Agenda Carl Burke represented United Cable (U.C.) 1 The ordinance was reviewed with the City's Legal Council. Two short changes;(1) providing for Bonds. Bonds were discussed. A Security Bond was discussed. Section 14, Page 13. creak of contract was outlined. The size of the bonds were discussed-$5,000 to a higher level. (2) Section 19, line 3. Indemnif.~ation Bond was outlined. Would read "Proof of insurance"(eliminated "indemnification bond") AIC no longer has a interest in the Cable TV. Franchise. Page 21, Line 3: Changes to CITY OF MERIDIAN and manditory for a toll-free numbers "which shall be a toll-free number" Mayor Storey stated Attorney FitzgeraldS.p~ition. The Motion was made by Joseph Glaisyer to approve the amended Ordinance with a $50,000.00 Bond. Agenda Carl Ellsworth reportedon thePark and his meeting with Lloyd Black, BOR. Three (3) 2 alternative plans from which the Council is to select one (1). Ellsworth explained the plans. Bodine suggest that the City pave all parking areas that they can. Williams stated that we need lighting at the same time as pavings. Ellsworth asked concerning the Councils desire to pave as much as possible. The Motion was made by Marvin Bodine and seconded by Richard Williams to proceed with Plan 2 with modifications in paving. Agenda Pat Joy read AMENDED ORDINANCE N0. 317 Entitled: AN ORDINANCE ANNEXING AND ZONING CERTAIN q REAL PROPERTY WHICH IS DESCRIBED AS FOLLOWS: A PART OF THE E 1/2 OF THE W 1/2 OF SECTION 2, T/ 3N., R. 1W., B.M.; ADA COUNTY IDAHO, TO THE CITY OF MERIDIAN, WHICH PROPERTY IS ADJACENT AND CONTIGUOUS TO THE CITY OF MERIDIAN, ADA COUNTY, IDAHO. The Motion was made by Grant Kingsford and seconded by Richard Williams that the rules and provisions of 59-902 and all rules and provisions requiring that Ordinances be read on three different days be dispensed with and that Amended Ordinance Number 317 as read be passed and approved.
