Afterward, at Council request, we prepared alter- nate rate structure schedules and assisted the Ida-Ore Economic Develop- ment and Regional Planning Association with preapplication procedures in pursuit of Economic Development Agency (EDA) and/or Farmers Home Adminis- tration (FmHA) grant-in-aid assistance. The total cost incurred to date for these additional services is $1,363.81. We do not anticipate any further work, other than miscella- neous follow-up,on either of the additional items discussed above. In order to minimize stress on your existing budget, we will bill this amount in 1975 or when the project design is authorized, in accordance with future instructions of the City. Said le being a very shocking piece of news, T^ begin with please consider the following facts which we feel certain that yeu and the City Council are unaware of, that number one, our company negotiated with Mr. Owen Frost, a licsensed Real Estate Broker, far over two years on the negotiation and purchase of the land then owned by Mr. Dwen Frost, which is today known as Meadow View Subdivision number 1. Through these years of negotiation and purchase and including after Mr. Owen Frost revieved his full cash amount which was agreed upon for the sale and purchas has hir, Owen Frost or our company ever mentioned any lot be given back to Mr. Owen Frost at any price ^r even free. In fact Mr, Owen Frost called our office here in Boise, Idaho and asked special consideration towards the purchase of several lots which border on h7r. Owen Frost's remaining property. Mr. Owen Frost specifically asked us to sell him one of the lpts at the rear of the property bordering t^ his property, and he Owen Frost further asked us to sell him one or more lots of ours bordering t^ his property and fronting en Linder Road, and further stated that he, Owen Frost, wanted to purchase these lots to protect his view and keep his feeling of ^penness. Our Co, told Owen Frost, which we have. every intention of keeping our word, that we would give Mr. Frost first choice t^ the lots that Mr, Frost specifically asked to buy, but Mr. Frost would have to pay the same price as anyone else would have to pay. Short dead-end streets with five or less addresses, coming immediately off of a road of arterial or collector statu-, may carry the same street name as the street from arhich they ernerae. However, the names of these short streets shall carry the suffix "circle". Where a street is on the game alignment but is not linked to an existing street, the Commission, upon recommendation of the Ada County Highway District, shall designate a name. 5.27 Where a proposed street dedication unites two differently named streets located on the same alignment, the Commission, upon recorranendation of the Ada County Nighvray District, shall designate one of the existing names. 5.28 Major arterial or collector streets may be given the prefix "north", "south", "east" or "west" if they cross address numbering grid system base lines. 5.29 if a street makes a very obvious change in direction, a new street naive shall be assigned. Whenever this situation occurs, the change of street name should occur at an interser.tion rather than the point where the direction changes. 5.3 Private Streets 5.31 Officially accepted private streets (lanes) shall be listed on the Official Ada County Street Name List with the accompanying designation of 'private'. Applications for private street names must be made and approved by the Ada County Highway District. Names used must not conflict with any existing street names, public or private. 5.32 The Ada County Highway District shall make, install and maintain street signs on private streets at approved locations. The financial obligations for the sign or signs shall be the party(ies) requesting such signs. 5.33 Any private street off of an officially accepted street shall have signs indicating its name and status as "private". 5.4 Subdivisions Proposed street names shall be shown on pre- liminary subdivision plats when submitted to the Planning Commission. 5.41 All half-streets or partial streets shall be named in accordance with the definitions here noted. 5.42 Subdividers shall be encouraged to use an overall theme when naming their streets. • U~lIFORh1 STP.EET NAME AND ADDRESS NUMEER ORDINANCE PAGE 5 5.43 It shall be the decision of the Commission, by recommendation of the Ada County fiinhway District, to determine what name is to be used when two or more roads are in alignment. 5.44 No plat shall be accepted far filing until all provisions of this ordinance have been complied with. Approval of a final plat for filing in the County Recorder's office shall constitute acceptance of all street names shown thereon. 5.45 It shall be the responsibility of any subdivider dedicating a new street to finance street name signs at each and every intersection. 5.5 Changes in Street flames 5.51 4lhere necessary or desirable applications may be made to the Commission to change a street name, or the Commission may do so at its discretion, for reasons of duplication, similar pronunciation, or for other reasons relating to public safety or convenience. 5.52 In the case of street name changes necessitated due to duplication, the Commission, upon recommendation of the Ada County Highway District may determine the street to he changed and select the new name to be used. In so doing, the Commission shall take into consideration the number of existing addresses on the streets in question, the length of time each street has used the name in question, the date of the original dedication of said streets and any other factors pertinent to the changes in question. The Commission may hold public hearings on such changes. 5.53 No existing street name may be changed until it has been checked with the Official Street Name Map and List. 5.54 All changes shall he made in such a manner so as to create the least possible inconvenience to residents and property owners in the area. No change shall bea~me effective for at least 30 days after official action by the Commission. 5.6 All street names shall be located in such manner as to be clearly visible to persons operating vehicles an the road. The lettering of the street name shall be a minimum of three and one-half (3 1/2) inches in height; however, all letters designating north, south, east or west shall be two (2) inches in height. All lettering shall be of such color and width to contrast sharply with the board ar plate upon which the lettering is placed. Said board or plate shall be a minimum of six (6) inches in width. The general standards to be used in developing a street address grid system are as follows: 6.1i 16 grid blocks shall be assigned to the mile and 330 feet between grid lines shall be the standard when establishing the grid system. 6.12 A standard 100 numbers per grid is hereby established. 6.2 All address numbers shad be assigned by the (designated jurisdictional agency). No other person or organization, public or private, shall assign any address number to any residence, business, industry, or use. The following shall be the guidelines in assigning such address numbers by (designated body): 6.21 Only one number shall be assigned to each business, dwelling unit, or lot. 6.22 Numbers shall be assigned to vacant ]ots within platted subdivisions. 6.23 All addresses shall be assigned on the street upon which the structure fronts. When vehicular access is used from a point other than the street frontage, the number shall be placed so as to be visible from the street side of the building. 6.24 All addresses located on the north and east sides of streets shall be even numbers. All addresses on the south and west sides of streets shall be odd numbers. These requirements may be varied in the case of winding streets or circles. When a street has been determined to be running in predominately one direction, the numbering shall not be changed if the street slightly changes direction. 6.25 Addresses shall be assigned in such a manner that adequate numbers are reserved for possible future developments. 6.3 The owner of each structure sha d post the assigned address number in such a manner that it is clearly visible from the street. SECTION 7: VARIANCES AND APPEAL 7.1 The standards and requirements of these regulations may be modified or varied by the (Board/Council) vahere the enforcement of the rules hereunder will result in extraordinary hardship, provided that substantial justice is done and the public interest is secured hereunder. In granting any such variance or modification, the (Board/Council•) may require conditions thereof as will, in its judgement, secure substantial compliance with the general principles hereof. 7.2 Appeals may be had by any persons, firm or corporation from a decision of the Commission to the (Board/Council) within ten days after its decision. SECTION 8: VIOLATIONS AND PENALTIES B.1 fJo person shall erect or install a street name sign which is not in accordance with the Official Street Name Map. 8.2 No person shall remove, alter, change or otherwise deface a street name sign which exists in accordance with the Official Street Flame Map. 6.3 All persor~s shall post the address number of his property as designated by (designated body) and as required by this ordinance. 6.4 Each violation of these regulations shall be a misdemeanor. Each violation for each day it shall continue shall constitute a separate offense, and each violation shall be punishable as provided in Section 18-113, Idaho Code. 8.5 Upon knowledge of a violation, the (Board/Council} may require the prosecuting attorney to commence action to correct the violation and to punish the same.
