Public comment will be received on the environmental effects of three proposed alternate projects consisting of treatment and dis- charge into the Boise River, treatment and discharge onto land, and treatment and discharge onto land for reclamation. A detailed draft Environmental Assessment statement and draft Facilities Plan will be available for the public's inspection after August 13, 1975 at Meridian City Hall, Meridian, Idaho. Interested persons and the public in general are invited to attend and be heard at such hearing. BOISE, IDAHO 83720 August 7, 1975 The Honorable Don Storey Mayor of Meridian 728 Meridian Street Meridian, ID 83642 Dear Mayor Storey Following the presentation of your application for BOR funding the Review Committee discussed and the staff evaluated your proposal. The Technical Review Committee voted not to recommend your appli- cation for approval by the State Board. Their recommendation was the result of considerable concern over the extent and location of roads and parking proposed for the site. Additionally, the plan- ning of ball fields located so that outfields overlap was a concern. Ball activities such as softball for adults and little leagues are rapidly growing and the construction of al.~. such facilities need to be adequate for maximum public use. The staff was concerned about the actual use of the grant monies. ;Application materials submitted were contradictory. On the cost breakdown sheet a request of $117,000 is made, yet on the resolution a $40,000 figure is stated. This conflict results in vagueness as to the development which is actually going to be accomplished if the $40,000 official request becomes approved. As stated earlier the Technical Review Committee recommended the application not be approved by the Board. At the~Board~s July meeting the staff made a special request of the Board. That request was, in Iightof the special joint effort between City of Meridian and Western Ada Recreation District to develop the site for recreation that the application be neither disapproved or approved at this time. Also contingent upon site development plans being redone to the 'satisfaction of department staff that the Board then consider approval of the Meridian request if grant monies are available.
