We find that the road (and right of way) suggested in the plan is not in conformance with existing subdivision ordinance. We recommend that the City require the road and right of way to extend completely through the property. This could be accomplished by simply extending the road to the North boundary either directly between the proposed administration building and the employee parking lot or in a curv-a-linear manner by jogging the road to the East boundary diagonally through the proposed Lot H. One of the above described routes should be made a condition of the first phase of development. Also, the developer to the North must also be required to correlate with the said through street. Please note that there is no east-west through street across the Northern portion of the property as would be required by the subdivision ordinance. There is a proposed east-west through street in the proposed subdivision to the North. We feel that if the said east-west street is made a requirement of the subdivision to the North, then another one in this pro- posed development would not be necessary. Therefore, we recommend that a variance be granted allowing the developer to deviate from the ordinance. In .addition to the matter of street patterns, there are some ele- ments of the comprehensive plan that should be considered. We feel that the ditch along the South boundary (Fairview Avenue frontage) should be tiled for aesthetics and auto safety at the Fairview Avenue entrance. The compre- hensive plan includes three areas marked "future". We feel that the "future" designation should be defined. After planning matters have been acted upon, then the detailed problems of site development for the first phase can be worked out.
