MERIDIAN CITY COUNCIL JUNE 2, 1986
Regular Meeting of the Meridian City Council called to order by Mayor
Grant Kingsford at 7:30 p.m.
Members Present: Ron Tolsma; Bert Myers; Bob Giesler:
Members Absent: Bill Brewer:
Others Present: Gary Smith, Roy Porter, Kenny Bowers, Wayne Crookston,
Bob Spencer, Bob Wherry, Ronda Lowe;
The Motion was made by Tolsma and seconded by Myers to approve the
Minutes of the previous meeting held May 19, 1986 as written:
Motion Carried: All Yea:
Item # l: Pre-Termination Hearing, Water/Sewer/ Trash Delinquencies:
Mayor Kingsford, you have been informed in writing, if you ehoose to,
you have the right to a pre-termination hearing before the Mayor & Council
to appear in person to be judged on facts and defend the claim made by
the City that your water, sewer and trash fill is delinquent, You may
retain Counsel: Is there anyone present who wishes a hearing? There was
no response. Due to their failure to pay their water bill or to present
any valid reason why the bill has not been paid, their water shall be
turned off on June 10, 1986. In order to have their water turned back on,
there will be an additional fee of $10.00. They are hereby informed that
they may appeal or have the decision of the City reviewed by the Fourth
Judicial District Court, pursuant to Idaho Code. Even though they appeal
the water will be shut off.
The Motion was made by Myers and seconded by Giesler to approve the turn-
off list.
Motion Carried: All Yea:
Mayor Kingsford, the amount of the delinquencies is $4,248.20.
Item #2: Approve the Bills:
The Motion was made by Tolsma and seconded by Myers to approve the bills:

Item #3: Pending Legal Matter:
The Motion was made by Giesler and seconded by Tolsma that the Council
go into Executive Session at 7:35. p.m. to discuss a pending legal
matter:
Motion Carried: All Yea:
The Meeting reconvened at 7:45 p.m. and the Mayor advised that no action
was taken on the pending legal matter.

Department Reports:
Gary Smith, City Engineer, I have been contacted by Mr. Amyx regarding
the vacating of the alley bewteen the buildings at the old creamery
site. He asked to find out if the Council would approve or have any
recommendation in this matter.
It was the consensus of the Mayor and Council that if this was to be
a plaza in conjuction with development of the building they would
probably not have any problems with this request but would want to see
some de~elopment plans and have design review before any decision was
made.
Mayor Kingsford, has the patching been completed in the alley?
Smith, Ada County has requested this be patehed back with concrete and
I believe this is an unfair request as there is not the heavy traffic
as in the past. I have been working with them trying to get approval
to patch with asphalt.
Mayor Kingsford, we need to have this completed as soon as possible.
Smith, one other item is a sign at the Park on Franklin Road and the
possibility of closing the exit on Meridian Street and making a culdesac.
The Park Commissioner, Mr. Tolsma and City Engineer, Mr. Smith were
advised to check with other Cities and also the State Parks Department
in regards to these items.
Tolsma, advised the Council that the Grant for the Park Department was
not funded by the State.
Mayor Ringsford advised the Department they needed to complete their
budgets for the upcoming year.
Being no further business to come before the Council the Motion was
made by Myers and seconded by Tolsma to adjourn at 8:05 p.m.:
