Department Reports: • • MERIDIAN CITY COUNCIL JANUARY 20, 1986 Regular Meeting of the Meridian City Council called to order by Mayor Grant Kingsford at 7:30 p.m.: Members Present: Bill Brewer, Ron Tolsma, Bert Myers, Bob Giesler: Others Present: Roy Porter, Kenny Bowers, Gary Smith, Bob Mitich, Steve Wherry, Steve Anderson, Bob Spencer, Moe Alidjani, Wayne Crookston, Ronda Lowe: The Motion was made by Myers and seconded by Brewer to approve the minutes of,the previous meeting held January 6, 1986 as written: Motion Carried: All Yea: Item #1: Hoalst & Anderson: Request for extension on Parking Lot: Mr. Steve Anderson from Hoalst & Anderson was present to represent this request: Anderson, we would like to request that we not have to put this parking in for another one or two years. The demand we have for parking there seems to be served with the space we now have. Most of the work we do is by appointment so we do not have a bunch of traffic at one time. Brewer, I would like to &lude to the orginal. agreement again but I have talked with Mr. Anderson and we have to rememberthat they are start- ing out a new business not an existing business and I believe they feel they are not financially able to make that improvement at this time. I will go along with the rest of the Council on this. Tolsma, I have a question, are we going to have a problem later on if we grant this? Mayor Kingsford, my view is everything the Council does has a precedence setting nature and I think this is possibly of that nature. Brewer, I might make one more statement, Mr. Anderson if you should get an extension tonite we want to know your sincerity as far as completing that project and putting a parking lot as orginally planned. Anderson, we feel the requirement stands, it was a condition of our approval, we would just like a little more time to complete, it presents no problem there with that, if things grow the way they have the last year, I think another year would be about right. The Motion was made by Brewer to extend the requirement of the parking lot for one more year. Motion died for lack of second. The Motion was made by Tolsma and seconded by Giesler to grant a six months extension on the requirement of completion of the parking lot for Hoalst and Anderson. Porter, I have checked this out and found nothing derogatory. The Motion was made by Giesler and seconded by Brewer to transfer the beer and wine license of the Farmers Club from Pat Rogers to Authur Moore: Motion Carried: All Yea: Item #3: Audit Report: Mayor Kingsford, I would like to defer this item until the next meeting. We visited with the auditor tonite and believe it would be in the best interest of the City to have an explanatory note added to the report. The Motion was made by Brewer and seconded by Giesler to table this item until the February 3, 1986 meeting. Motion Carried: All Yea: Item #4: Amended Ordinance #459: Mayor Kingsford, this is a amended Ordinance on the Terteling Trust Annexation , Mr. Smith will you explain the correction? Smith, the ending of the description did not end up back at the point of beginning. Mayor Kingsford, an Ordinance amending Ordinance #459 which Ordinance annexed and zoned a part of the Southwest Quarter, Section 18, Township 3 North, Range 1 East, Boise -Meridian, Ada County, Idaho:. and providing an effective date, is there anyone in the audience who wishes Amended Ordinance #459 read in its entirety? There was no response: The Motion was made by Tolsma and seconded by Brewer that the rules and provisions of 50-902 and all rules and provisions requiring that Ordin- ances be read on three different days be dispensed with and that Amended Ordinance #459 be passed and approved: Motion Carried: Roll Call Vote: Brewer, Yea: Tolsma, Yea: Myers, Yea: Giesler, Yea: Item #5: Ordinance #461: Rezone of Faye Brewer Property: Mayor Kingsford, An Ordinance amending and changing the zoning of certain real property which is part of Blocks 2 and 3 of the amended plat of F.A. Nourse's third addition to Meridian, Ada County, Idaho, also known as 1303 East First Street, Meridian, Idaho., is there anyone in the audience who wishes Ordinance #461 read in its entirety? There was no response. MERIDIAN CITY COUNCIL • • JANUARY 20, 1986 PAGE # 3: The Motion was made by Tolsma and seconded by Myers that the rules and provisions of 50-902 and all rules and provisions'requiring that Ordin- ances be read on three different days be dispensed with and that Ordinance #461 be passed and approved: Motion Carried: Roll Call Vote: Myers, Yea: Giesler, Yea: Tolsma, Yea: Brewer, Abstained: Department Reports: Chief Porter, the City of Meridian does not have a Pawn Shop Ordinance and I believe we should have something to cover this. I would like to review some other Cities Ordinance and meet with Mr. Giesler and the City Attorney to draft up an Ordinance to cover Pawn Shops.
