Regular Meeting of the Meridian City Council called to order by Mayor
Grant Kingsford at 7:30 p.m.:
Members Present: Ron Tolsma; Bert Myers; Bob Giesler:

The Moti.on was made by Myers and seconded by Tolsma to approve the
minutes of the previous meeting held April 7, 1986 as written:

Item #1: Marty Broom: Fireworks Permit:
Marty Broom, 450 South Locust Grove , I have had a permit for a fire-
works stand at Northview Center for the past six years and realize
that the deadline was March 31 for obtaining this permit. I have had
some serious family problems including two deaths in the family and
would ask the Council to approve a permit even though the deadline
has passed:
The Motion was made by Tolsma and seconded by Myers to approve a
Fireworks Permit for Marty Broom at the Northview Center:

Mr. Jim Higgins, Candidate for Ada County Commissioner was present to
introduce himself to the Mayor & Council and give a brief statement
on his views for Ada County. Mr. Higgins is a candidate for poyle
Miners position.
Mayor Kingsford announced that the Health Fair scheduled by Central
District Health would be this coming Saturday & Sunday at the Western
Idaho Fair Grounds and urged all residents of Meridian to take part.
Department Reports:
Tolsma, Gary Smith and I had a meeting with Mr. Wayne Forrey, JUB
Engineers on April 17, 1986 regarding the possibilities o~ applying
for Grant to do some improvements to the City Parks and for a
Recreational Dump Station. You have a copy of the items we arrived
at that might be funded under this program. Is there any other
suggestion as to what we might include?
There was discussion and it was the consensus to include fencing of
the Tot Lot at the Storey Park and also the parking at the Eighth
Street Park:
The Motion was made by Giesler and seconded by Myers to have Mr.
Wayne Forrey, JUB Engineers to prepare an application for a Grant
for the Park improvements including fencing of the Tot Lot at the

Storey Park and the parking improvements at Eighth Street Park:

The Motion was made by Giesler and seconded by Myers-to have Mr.
Wayne Forrey, JUB Engineers make application for a Grant for a
Recreational Dump Station.
Motion Carried: Al1 Yea:
The Motion was made by Myers and seconded by Tolsma to approve the
necessary "front-end" financing for the Park Grant as required in
the grant program criteria:

Giesler, I wish to publically thank the City Engineer and the other
people involved in the problem in Meridian Manor for their efforts
in arriving at a solution.
The Mayor concurred with this.
Being no further business to come before the Council the Motion was
made by Myers and seconded by Tolsma to adjourn the meeting at 7:55

MINUTES OF RECREATION MEETING
APRIL 17, 1986
Meeting attended by Councilman Ron Tolsma, Gary Smith, and Wayne S. Forrey.
Wayne S. Forrey e~lained that the State Recreation Fund contained $400,000
to $600,000 for projects. Competition was extremely keen, and only multi-use
projects would be seriously considered for funding. Multi-use recreation
projects include activities or facilities for children, young adults, and
seniors alike.
Ron Tolsma indicated that the Eighth Street Park needed i.mprovements.
Gary Smith suggested a softball backstop and picnic shelter to meet the needs
of young and older residents. Forrey suggested a tot lot to include facilities
for toddlers.
After much discussion regarding the Eighth Street Park and the type of
facilities that will likely be funded in the LWCF program, the following
recommendations were made:
Improvements to Eiqhth Street Park:
o Chain Li.nk Perimeter Fence $ 3,200
o Party Picnic Shelter 25,000
o Baseball Backstop 2,000
o Tot Lot Facilities 5,000
TOTAL $35,200
Necessary Actions by Meridian City Council:
1. Approve a motion to file an application for the "Land and Water
Conservation Fund" grant program.
2. Select a location for improvements.
3. Select the type of improvements.
4. Approve necessary "front-end" financing to meet grant program
criteria.
