DEPARTMENT REPORTS: • • MERIDIAN CITY COUNCIL MAY 19, 1986 Regular Meeting of the Meridian City Council called to order by Mayor Grant Kingsford at 7:30 p.m.: Members Present: Bill Brewer, Ron Tolsma, Bert Myers, Bob Giesler: Others Present: Wayne Crookston, Bob Mitich, Bob Spencer, Bob Wherry, Jim Shearer, W. N. Schweers, Ronda Lowe: The Motion was made by Myers and seconded by Tolsma to approve the minutes of the previous meeting held May 5, 1986 as written: Motion Carried: All Yea: Mayor Kingsford read a Proclamation declaring May 22, 1986 as Poppy Day. Item #1: American Legion, V.F.W: Wyeth Schweers from the V.F.W. Post 4000 and the American Legion Post #113 was present and advised the Mayor & Council of the upcoming Memorial Day Services to be held on May 26 at 11:00 A. M. at the Field of Honor at the Meridian Cemetary and urged the Mayor & Council as well as the Public to be present for these ceremonies. Mr. Schweers also advised that this would be the last year that the World War I Barracks 1056 would participate as they were disbanding. Item #2: Resolution # 105: Mayor Kingsford read, a Resolution by the City of Meridian authorizing the reserving of funds from the General Fund and the Water & Sewer Enterprise Fund from the fiscal year 1985-86 and said reservation being effective when funds become available and authorizing the transfer of funds reserved from the General Fund and the Water & Sewer Enterprise Fund to the Special Building Fund for the construction of a new City Hall, is there anyone present who wishes Resolution #105 read in its entirety? There was no response. Are there any questions of the Council? There were none. The Motion was made by Tolsma and seconded by Myers that Resolution # 105 be approved. Motion Carried: All Yea: Item #3: Approve Engagement of Architect: Mayor Kingsford, The Architect has made up an agreement as per our discussion and I am seeking Council approval for myself and the City Clerk to execute this agreement. r The Motion was made by Myers and seconded by Tolsma to authorize the Mayor & City Clerk to sign the agreement with Architects Incorporated. • • MERIDIAN CITY COUNCIL MAY 19, 1986 PAGE # 2 Motion Carried; All Yea: Item # 4: Department Reports: Mayor Kingsford, Councilman you need to get your Department started on their budgets for the upcoming fiscal year.we will need these completed before the end of June. Also if you plan on attending the AIC Convention you need to get your registration completed. Attorney, I have the pictures that will be submitted to the Court on the problem at the Creamery Building showing it cleaned up and they will be for the record. This will be the basis for any future problems. We had a couple of hearings and the judge gave ~Qr. Amyz until May 14, 1986 to have the place cleaned up and then he came out to inspect and had Mr. Myers take photos of the premises showing the way it should be. If there is any future problems we probably would have to file an action but the pictures would be on file for the record. Mayor Kingsford, I wish to thank the Attorney, City Clerk and Mr. Myers for their efforts in this matter. Giesler, after the last meeting the Engineer, Sergeant Robertson and I went to where Mr. Pinkley was building the fence and did some meas- uring and Mr. Pinkly agreed to do the 45 angle on the fence and we felt this solved the problem and advised him the Variance was approved. We still feel there should be a stop sign and are in the process of trying to get one installed. Myers, we still have not heard anything on the other q~xate on the Insurance so we went ahead and renewed with Safeco as the Insurance expired on May 15, 1986. Tolsma, I also wish to thank Attorney & City Clerk for their efforts in getting the old Creamery Building cleaned up. Box 427 Meridian, Idaho 83842 Telephone 8884481 A RESOLUTION BY THE CITY OF MERIDIAN AUTHORIZING THE RESERVING OF FUNDS FROM THE GENERAL FUND AND THE WATER AND SEWER ENTERPRISE FUND FROM FISCAL YEAR 1985-1986 AND SAID RESERVATION BEING EFFECTIVE WHEN FUNDS BECOME AVAILABLE AND AUTHORIZING THE TRANSFER OF FUNDS RESERVED FROM THE GENERAL FUND AND THE WATER AND SEWER ENTERPRISE FUND TO THE SPECIAL BUILDING FUND FOR THE CONSTRUCTION OF A NEW CITY HALL. WHEREAS, by Resolution No. 96 a special building fund for the construction of a new City Hall was authorized. WHEREAS, there are insufficient funds to presently construct a new City Hall; WHEREAS, the City has authority to establish reserves and funds and to budget for necessary improvements and expenses; WHEREAS, there are sufficient funds to make a reservation from the General Fund and from the Water and Sewer Enterprise Fund; NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF MERIDIAN, IDAHO: That there is hereby reserved from the General Fund the sum of ONE HUNDRED TWENTY THOUSAND AND NO/100 DOLLARS ($120,000.00) and there is hereby reserved from the Water and Sewer Enterprise Fund the sum of THIRTY THOUSAND AND NO/100 DOLLARS ($30,000.00); and That there is hereby transferred from the General ~u • • Fund ONE HUNDRED TWENTY THOUSAND AND NO/100 DOLLARS (120,000.00) and from the Water and Sewer Enterprise Fund THIRTY THOUSAND AND NO/100 DOLLARS ($30,000.00) to the Special Building Fund. That said reservation and tranfer shall be effective when presently invested funds become available such that premature liquidation penalties are not incurred.
