Present were Bruce Stuart and his assistant from the City of Meridian, Forrest Shads of Stubblefield Construction Company, and Sumner M. Johnson of J-U-B ENGINEERS, Inc. This inspection was made after the construction was completed; therefore, any conclusions have to be made without the benefit of any inspection being made during the construction of the facilities. As a general statement, the construction of the facilities seems to be very adequate and complies with the City of Meridian's regulations. I certify the completion of the works, with the stipulation that the following follow-up work must be completed prior to final acceptance by the City of Meridian for maintenance and operation of the facilities: A. Storm Sewer System 1. During the process of construction, apparently waste water of some nature washed dirt and gravel into a portion of the storm sewer system. A visual inspection with mirror and flashlight from the various manholes and catch basins indicated that operational problems could be encountered unless the material is removed from the storm sewer system in the following sections of pipeline: a. The 10 inch storm drain line running south to the drain ditch from the manhole on Maple Avenue and Linder Road. b. The 8 inch pipeline running from the catch basin on the Southeast comer of Maple Avenue and Linder Road to the manhole at the intersection of Maple Avenue and Linder Road. c.. The, line from the catch basin on the Southeast corner of Elm Place and Linder Road to the manhole at the intersection of Elm Place and Linder Road. d. The 10 inch main line running South from the manhole at North Gate Avenue and Linder Road. The line from the catch basin on the Southeast corner of North Gate Avenue to the manhole at the intersection of North Gate Avenue and Linder Road. f. One of the cross-drain pipes from catch basin to catch basin on the East side of Linder Road at Maple Avenue, Elm Place and North Gate Avenue. 2. Manholes a. In the process of paving, a cast iron grade ring was added to the storm sewer manhole ring at Elm Place and Linder Road. The grade ring and the cast iron manhole lid do not fit correctly. This could be remedied by replacing the lid or by grinding the edge of the lid to fit the new ring. 3. Miscellaneous a. The end of the main pipeline, as it terminates on the North side of Manhole No. 2 on the Southeast corner of the intersection of Linder Road and North Gate Avenue, appears not to have been properly plugged. This would only create a problem if the groundwater table should rise next spring and create a flow into the end of the pipe of sufficient velocity to umdermine the roadway, therefore, causing afailure in the street above the end of the pipeline. If the contractor so wishes, the situation could be observed and corrective actions taken only if it becomes a problem. b. The storm sewer settling basin as required by the Nampa and Meridian Irrigation District to be located at the end of the storm sewer drain on Linder Road had not been constructed at the time of the inspection. The settling basin was not a requirement of the City and is not an item that needs to be accomplished before approval by the City.. of Meridian. B. Sanitary Sewer System 1. Pipelines a. At various manholes throughout the sanitary sewer system, an observation was made of all pipelines using a flashlight and mirror. The pipelines generally appeared to be in good condition. There was evidence of a very small flow of water within the pipelines. The amount observed at the time of inspection was so minor as to be of no sig- nificance. It is possible, however, for the groundwater table to rise next summer and to increase this flow. Therefore, the sewer pipeline should be accepted based on today's data, but aub~ect to review should the groundwater infiltration become excessive during the high groundwater period neat year. b. In the process of shaping the top of the pipe in the manhole at the intersection of Linder Road and Maple Avenue, the rubber .~-U-B ENGINEERS, INC. 212 10th qvl. Sp. • Nampa, IG~ho 83651 Mayor and City Council January 28, 1974 Page 3 gasket was left loose in the upper half of the pipeline. This gasket needs to be cut off and removed. c. The pressure discharge line empties into a manhole at the head end of a gravity flow line that crosses Camellia Lane, approximately 150 feet West of West 8th Street. In inspecting this said line from the manhole on the North side of Camellia Lane, it appears a rubber gasket, stick or some other foreign object is protruding in an approximately vertical position across the pipeline approximately 50 feet South of the manhole. This could be the cause of future obstruction and, therefore, is to be removed from the pipeline. 2. Manholes a. The manhole ring does not fit (in the same fashion as described in A.2.a. above for the storm sewer system) at the intersection of Maple Avenue and Linder Road, at the manhole on Elm Place that is approximately 400 feet East of Linder Road, and possibly at one other location in the sewer system. These are to be corrected. b. There is a small leak at the manhole base on the East side of the manhole which is located at the intersection of Elm Place and Linder Road. c. The manhole approximately 289 feet Eaet of Linder Road on North Gate Avenue shows evidence of past leakage, but based on experience of similar conditions in other sewer projects, it should "heal" itself. This should be observed during high groundwater this summer to see if corrective action is required. 3. Lift Stations a. The lift stations appear to be operating satisfactorily, but the contractor is to pump the lift atation,to its lowest level and remove any and all excessive gravel, dirt or other foreign matter that may have collected in the bottom of the sewer wet well. 4. Miscellaneous a. The sanitary sewer design calla for a change in the pipe size of the pipeline on Linder Road at the manhole for North Gate Avenue. The contractor inadvertently laid the 10 inch pipeline some 30 to 40 feet North beyond the manhole before reducing to the 8 inch pipeline. This doesn't create any .problem but should be noted for the records. b. In the area of the manhole at the discharge end of the 4 inch pressure sewer line as located on the North side of Camellia Lane 150 feet West of West 8th. Street, excessive dirt has been left at the site causing a rise in tt{e ground elevation above the original lawn gradg of the School District. The excessive dirt is to be removed. The domestic water to serve the subdivision connects to the existing 6 inch water main on the Weat end of Camellia Lane near the Southwest comer of the Meridian High School property and extends Northerly across the travel way of Camellia Lane. The pavement patching of this roadway is still to be completed. 2. In accordance with a letter a3 dressed to the City of Meridian from the Stubblefield Construction Company, the various water meter boxes will be raised by the Stubblefield Construction Company to the finished yard grades as the yard grading is completed. 3. A damaged fire hydrant was to be repaired the day following the inspection, and it is assumed that the repair has been made. D. Low Pressure Irrigation Pipeline 1. Any damage that may have been done to the low pressure irrigation pipeline along the Southerly boundary of the subdivision during site grading operations will be corrected as a result of modifications of the system to comply with design requirements of North Gate Second Sub- division. Therefore, no corrective measures are required at this time. It is obvious that the above list is quite extensive, but in reality, many of the situations are minor in nature. The one major problem is the removal of silt out of the storm drain pipelines, but this is primarily under the jurisdiction of the Ada County Highway District. In regards to the possibility of excessive infiltration of water into the sewer pipelines, that possibly could occur when the groundwater table rises next summer, we requested that the Stubblefield Construction Company submit to the City a statement, with a letter from the subcontractor, Sommer Construction Company, saying that they would be responsible for correcting same should it occur. We received such a letter from the subcontractor which was aidressed to J-U-B ENGINEERS, Inc., rather than to the City of Meridian, making a statement concerning this item by Mr. Robert J. Sommer of Sommer Construction Company. The original of the Sommer Construction-Company letter is forwarded for your records and should be referred to the City attorney for his opinion to see if the wording is adequate to protect the City of .Meridian. By a copy of this letter to Elmer E. Soniville, P.E., Director of the Ada County Highway District, I am calling his attention to the matters herein. It is assumed that any further follow up of the storm sewer phase of the work will be taken over by the Ada County Highway District personnel. ~1-U-6 ENGINEERS, INC. 212 10th Ava. We have analyzed the area to determine if it is possible to set that criteria at this point. Our analysis shows that the most probable location for a future sewer outfall is to the South of the proposed subdivision, generally, in the vacinity of and paralleling Ten Mile Creek. For purposes of the Crestwood Estates Subdivision, we found that the governing design criteria for a sewer to serve thisarea is the depth at which the proposed line in West 12th Street might cross Ten Mile Creek, if the trunk line should be located on the South side of Ten Mile Creek. We have, therefore, established the minimum sewer invert elevation for design purposes as being 2685.50 (USGS Reference) at Station 0+00 of Lateral L-1 as shown on Hoffman, Fiske & Wyatt Consulting Engineers Drawing, entitled Crestwood Estates Subdivision No. 1, Sewer Line Profiles. Said drawing is on file at the City Hall. A "dry-line" sewer system designed and constructed for the Crestwood Estates Subdivision to have an invert elevation equal to or above the elevation control point described above will be in accordance with our anticipated long range sewer recommendations for the City of Meridian.
