Landscaping: The Landscape Plan prepared by LKV Architects on 6/5/08, labeled Sheet L1.1, is approved (stamped "Approved" on 7/1/08 by the Meridian Planning Department) with the following changes (see redline changes on plan): 1. Trees shall be planted a minimum of thirty inches (30") from the back of all curbs bordering driveways, parking lots, and other vehicle use areas to protect tree trunks from vehicle damage (UDC 11-3B-51). 2. If a utility easement precludes the required trees, the width of the required landscape buffer shall be increased to accommodate the trees (UDC 11 -3B -5J). 3. If the unimproved street right of way is ten feet (10) or greater from edge of pavement to edge of sidewalk or property line, and street widening project is not in the transportation authority's five (5) year funded plan, developer shall maintain a ten foot (101) wide compacted gravel shoulder meeting the construction standards of the transportation authority and landscape the remainder with lawn or other vegetative ground cover (UDC 11-3B-7C.5a). 4. Landscaping improvements within the right of way shall require a license agreement between the property owner and the transportation authority (UDC 11-3B-7C.5b). 5. Passenger loading area shall be striped as a travel lane and signed, "Passenger loading and unloading only. No Parking." Otherwise, the passenger loading area will be subject to parking spaces design requirements and parking lot landscaping requirements (UDC 11 -3B -8,11-3C-5). 6. Storm water swales shall be designed to accommodate the required landscaping in the landscape buffer or shall be placed elsewhere (UDC 11-3B-11). 7. All future phases and landscape areas of Lot 1, Block 1 shall be kept free of weeds and dry grasses that may constitute a fire hazard. The approved landscape plan is not to be altered without prior written approval of the Planning Department. No field changes to landscape plan permitted; prior written approval of all material changes is required. Prior to final inspection and sign off for this project, a written certificate of completion shall be submitted to the Planning Department, prepared by a landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. The Certificate of Completion shall verify that all landscape improvements, including plant materials and sprinkler installation, are in substantial compliance with the approved landscape plan. Site Plan: The Site Plan prepared by LKV Architects, on 6/5/08, labeled Sheet S1.1, is approved (stamped "Approved" on 7/1/08 by the Meridian Planning Department) with the following changes (see redline changes on plan): 1. Per UDC 11 -3A -19.4a and b, provide a continuous internal pedestrian walkway that is a minimum of eight feet (81) in width from the perimeter sidewalk on N. Locust Grove Road to the main building entrance. Said walkway shall be distinguished from the vehicular driving surfaces through the use of pavers, colored or scored concrete, or bricks. 2. Passenger loading area shall be striped as a travel lane and signed, "Passenger loading and unloading only. No Parking." Otherwise, the passenger loading area will be subject to parking spaces design requirements and parking lot landscaping requirements (UDC 11 -3B -8,11-3C-5). 3. Storm water swales shall be designed to accommodate the required landscaping in the landscape buffer or shall be placed elsewhere (UDC 11-3B-11). 4. Buildings over 30' in height are required to have access roads in accordance with The International Fire Code Appendix D Section D 105. Provide a temporary, secondary access road from N. Locust Grove Road in alignment with where the permanent subdivision entrance to Three Corners Subdivision will be. The roadway shall be able to accommodate an imposed load of 75,000 GVW. 6. Per UDC 11 -3C -5B.1, all parking areas and driveways into and through a parking area shall be improved with a compacted gravel base, not less than four inches (4") thick, surfaced with dustless material, including, but not limited to, asphalt, concrete, pavers, bricks, or recycled asphalt. Other than the above-mentioned changes, the approved site plan is not to be altered without prior written approval of the Planning Department. Elevations: Elevations prepared by LKV Architects, on 6/5/08, labeled Sheet A5.1, are approved with no changes from the Planning Department. Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection ofExistin Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11 -3B -10-C.5. Parking; The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B. See Site Plan comments above. Project engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbing: Per UDC 11-3B-5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. See Site Plan comments above. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Handicap-Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap-accessibility requirements. Locust Grove Road Planning Staff: Foundations Academy respectfully requests Design Review approval for Phase 1 of Foundations Academy / St. Ambrose Christian High School. The building is institutional Tudor in character and designed to reinforce the classical and Christian educational philosophy of the school. Set forth below are descriptions of the facility's design features and how they comply with City of Meridian architectural design and site planning criteria and requirements. Architectural Character Facades The building's front fagade, facing Locust Grove Road, has eight major wall plane modulations created by both wall plane offsets and covered, arched porticos. The wall plane offset distances, perpendicular to the main facade, vary from 2'-8" to 36'. Primary Public Entrance The building's main entrance is the focal point of the front facade. It is accentuated by a large four point (gothic style) arched window set behind and within a 17' wide by 27' high four point portico arch. Windows, doors, portico arcades, stone pilasters, and the focal point double twisted chimney element account for over thirty percent of the area of the front facade. Roof Lines The building's roof line features a combination of sloped roofs and horizontal parapets. There are three roof slopes (12/12, 7/12, and 3/12) and two primary parapet heights. The basic stucco color will be taupe with very light gray stucco accents at window sills, lintels, cornices, and arch surrounds. Stone willbe a cut stone pattern in a third color complementary to the two stucco colors. Mechanical Equipment The building's exterior mechanical equipment will be located on the flat roofed portions of the building set back from and obscured from view by parapet walls and the sloped roof portions of the building. Stucco screen walls to the height of the mechanical units will be constructed at those units where the parapet walls and roofs do not adequately conceal the units as viewed from the property line. Color and Materials As noted above, the building's predominant exterior materials are stucco and stone. Copings, flashings, fascias, and window frames are prefinished metal for durability and longevity. Sloped roofs are architectural grade composition shingles. Parking Lots In Phase 1, 67 percent of off street parking and passenger loading spaces (overflow parking) are located between the front facade of the building and Locust Grove Road. At project build -out, only 32 percent of off street parking and loading spaces will so located. In addition, the parking that is located in front of the building is buffered by 35 feet of trees, shrubs, and lawn. Pedestrian Walkways Pedestrian Entrance Walkways Two, four -foot wide pedestrian walkways (8' total width) are provided at each vehicular entrance driveway for pedestrian use. These sidewalks connect to a minimum 8' wide sidewalk that runs adjacent to the inner edge of the facility's looped passenger loading driveway. In Phase 1, the sidewalk will be constructed on the west, north, and east sides of the Phase 1 Building. Pedestrian Walkway Materials Pedestrian walkways will be constructed of scored concrete with crosswalks identified by scored and painted asphalt. Pedestrian Walkway Extent The 8' wide sidewalk adjacent to the inner edge of the looped passenger loading driveway will be extended around the entire facility in conjunction with the construction of the remainder of the building. This will bring the sidewalk loop to within approximately 200 feet of all future parking spaces. In Phase 1, there are three primary student entrances, one on the west, one on the north, and one on the east. At project build -out, there will be at least three more significant entrances at the south, southwest, and southeast portions of the building. Walkway Weather Protection Each building. entrance is covered and protected from the weather. The main entrance portico is approximately 82' long and the north entrance portico is approximately 17' long. Shallow grass drainage swales are subtly incorporated into the landscape buffers along the north and west property lines. Future phases of the project, to be permitted and constructed as the school grows, will include approximately 25,000 square feet of additional building area, two additional parking areas with a total of approximately 122 spaces, grass playfields, and playground with play equipment for younger children. No lighting is proposed for the playfields or playground. Our builder tells me that you and your staff have been very good to work with throughout the process. At this time, we would like to partially occupy our facility, but we have a few issues that prevent obtaining a full temporary occupancy permit. This is completely understandable if we intended to have students at the facility. We are not requesting that we occupy the building with any students. I understand the one major factor is the lack of our front door system. These were ordered three months ago, but have been held up for various reasons. We had a conference with Custom Glass and the manufacturer on our site during the last week of May. They assure us they will do everything possible to have these doors installed before our ribbon cutting on June 28h. We vacated our other space on May 28h which has resulted in our current need for office space. For the past 4 days, we have attempted to operate from our homes, but our telephone and data systems are required for most of our work. I am requesting permission to occupy just our office suite with a skeletal staff until we can obtain our temporary occupancy permit. Our students have gone home for the summer, so we typically operate with between 2 and 6 staff members in the office suite. We will not be using the rest of the building. The one safety issue remaining should not be an issue since we have three paths of exit from our offices. Directly adjacent to the front doors is a room with two exits and a large pair of swinging doors that will remain swung open, leaving a clear exit view to the outside. Since all security, fire, and sprinkler systems are operational, we will have an added measure of safety. I will instruct our staff in case of emergency to exit first via the south fire exit. If that is blocked, they will be trained to exit via the north exit in the Founders Room (adjacent to the front exit) or the east exit.
