The Elevations prepared by Johnson Architects, dated June 20, 2008 are approved (stamped "Approved" on June 26, 2008, by the Meridian Planning Deparlment) with no changes from the Planning Departmen~ Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Ezistin~ Trees: Any ezisting trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the ezisting trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11-3B-10-C.5. Parkin~: The proposed parking areas sha11 be paved and striped in accordance with UDC 11-3C and 11-3B. Project engineer/architect shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Parking for this site is subject to approval of CUP-08-020. Curbin~: Per UDC 11-3B-SI, all landscape azeas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Second~ Street, in downtown Meridian. This project is being developed. in a coopera.tive effort between Lightyeaz Development and the Meridian Development Corporation (MDC) with the initial phase consisting of a 26,000 s.f.(+/-) 3- story mixed-use building, streetscape improvements along E. Second Street and Broadway, and temporary on-site surface parking of 57 stalls. In addition, the Applicant is pursuing LEED (Gold) certification for this proj ect. The following narrative highlights the key components of this application. M'z.~ed-Use Building.• The Hub building will provide a healthy mixture of tenants to the growing downtown d.istrict. Grround level uses may include resta,urants, boutique shops, and coffee bazs to name a few. The second aud third floors are programmed for office space for a variety of professional uses (ie. architects, engineers, accountants, etc.). This initial phase of development will include the removal of all existing structures and trees on site. See atta.ched aerial map for existing site conditions. The architectural character of this proposed building follows the standards set forth for the downtown district. The proposed building design incorporates modulation in the street facing facades as well as variation in the materials and colors employed. The building's parapet varies in, height throughout the perimeter of the building, and is accompanied with a consistent cornice detail. This continuous parapet shall provide the necessary screening (as viewed from the property line at street level) of any rooftop 'equipment as required by the City Code. Proposed buildin.g materials include smooth textured azclutectural concrete at the ground level base with a balanced mix of brick and siding materials throughout the second and third level facades. An exterior plaster (stucco) finish is proposed at rear and side facades as indicated on the elevations. Because we are pursuing LEED Certification, no buildi.ng lighting is proposed. Second Street and Broadway. Both E. Second Street an.d Broadway are lined wi.th street trees and lighting as well as purposefully placed site furnishings (trash receptacles, planter pots, benches, etc.). We are proposing an 11'-0" wide (min.) outdoor eating area along E. Second Street for a potential restaurant user. In add.ition, we anticipate the inclusion of public art (by others) most likely at the corner of the intersection. No variances to the "Guidelines" are proposed. TempoYayy On-Site SuYface PaYking: We are proposing under this initial development phase, temporazy surface pazking along portions of Broadway and E. Third Street to meet the City's parking requirements. Under a separate application, the Meridian Development Corporation has submitted for a Conditional Use Permit to allow for temporary on-site parking. It is the Applicant's intent to develop the balance of this site (consistent with the Downtown Meridian Design Guidelines) once MDC is in a position to provide su.fficient off-site public parking for the Downtown District as stated in the Guidelines. For your reference, we have provided phasing renderings for current and proposed future development of this site.
