Regular Meeting of the Meridian City council called to order at 7:30
p.m. by Mayor Grant Kingsford.
Members Present: Bill Brewer, Ron Tolsma, Bob Giesler
Members Absent: Bert Myers
Other Present: Gary Smith, Earl Ward, Kenny Bowers, Lloyd Howe, Bruce
Stuart, Kirby Vickers, Doug Nichols, ~ary Schaffer, Bob Spencer, Walt
Morrow, Wayne Crookston, Bob Mitich, Members of Unit #83 of Scouts.
The Minutes of Previous Meeting held November 5, 1984 were approved
as written.
Item #1: Renewal of Beer/Wine/ Licr~c;x Licenses:
Mayor Kingsford, Chief Nichols do you have any problems with the
renewals?
Chief Nichols, no problems.
The Motion was made by Tolsma and seconded by Giesler to approve the
renewal of Beer/Wine/I~iq~r~r .Licenses for 1985.
Motion Carried: All Yea:
Item #2. Department Reports:
There were no Reports.
The Motion was made by Tolsma and seconded by Giesler for the Council
to have Executive Session concerning personr~E~I at 7:35 P.M.
Motion Carried: All Yea.
Motion was made by Brewer and seconded by Tolsma to reconvene the
Regular Meeting at 7:50 p.m.
Motion Carried: All Yea.
Mayor Kingsfard welcomed Unit #83 of the Scouts who were in attend-
ance at the meeting.
Mayor Kingsford asked the Council if they wanted to act on the rate
schedule which had been prepared for the Building and Electrical
Inspector?
Council asked that this be deferred until the December 3, 1984
Meeting.

Item #3: Water & Sewer Rate Study:
Mr. Kirby Vickers, JUB Engineers was present to explain the procedures
used in completing this study and how their final recommendations
were arrived at.
The Council and other m~m~~rs of the City Staff questioned Mr. Vickers
on various items included in the Rate Study.
Mr. Walt Morrow made several comments as to how various items are
handled in other areas where he had been involved in construction.
There was further discussion and additional questions of Mr. Vickers
and also the City Attorney in regards to this study.
It was the consensus of the Council after this discussion that a
Public Hearing be held before the Rate Study be adopted and the
fees be increased as recom.mended. (Tape on File)
The Motion was made by Brewer and seconded by Tolsma to hold a Public
Hearing on December 17, 1984 before any further action is taken on the
Rate Study and the recommendations.
Motion Carried: Al1 Yea:
Department Heads asked that an~ action on Policy Statement be deferred.
Being no further business to come before the Council the Motion was
made by Tolsma and seconded by Giesler to adjourn at 8:55 P.M.
