Department Reports ~~ • ~ • • Meridian Cit Council June 4 1984 Regular meeting of the Meridian City Council called to order by President of Council, Bill Brewer at 7:30 p.m. Council Members Present: Ron Tolsma; Bert Myers; Bob Giesler; Others Present: Kenny W. Bowers; Bruce Stuart; Doug Nichols; Gary Smith; Earl Ward; Jeff Stoffer; Wayne Crookston Jr.; Bob Mitich; Jack Niemann; Minutes of the previous meeting held May 21, 1984 were approved as written. Item 1 FROM TABLE: Model Weed Abatement Ordinance Councilman Giesler requested that the Model Weed Abatement Ordinance again be tabled. Giesler explained that he is in the process of contacting persons involved and working out problems. The Motion was made by Giesler and seconded by Tolsma to table the Model Weed Abatement Ordinance until the next regular meeting of the Meridian City Council, June 18, 1984. Motion Carried: Tolsma, yea; Myers, yea; Giesler, yea; Item 2 Pre-Termination Hearing; Water/Sewer/Trash Delinquencies Mr. Brewer Read: "This is to inform you, if you choose to, you have the right to a pre-termination hearing, at 7:30 p.m. June 4, 1984, before the Mayor and Council, to appear in person to be judged on facts and defend the claim made by the City that your water, sewer and trash bill is delinquent. You may retain counsel. This service will be discontinued June 12, 1984, unless payment is received in full." Brewer: "Is there anyone present that wishes a pre-termination hearing?" There was no response. Brewer: "Due to their failure to pay their water bill or to present any valid reason why the bill has not been paid, their water shall be turned off on June 12, 1984. In order to have their water turned back on, there will be an additional fee of $10.00. They are hereby informed that they may appeal of have the decision of the city reviewed by the Fourth Judicial District Court, pursuant to Idaho Code. Even though they appeal, the water will be shut off." The Motion was made by Tolsma and seconded by Myers to approve of the turn-off list in the amount of $2,997.90. The Motion was made by Tolsma and seconded by Giesler to approve of the bills. Motion Carried: Tolsma, yea; Myers, yea; Giesler, yea; Item 4 Proposal of Fox & Company to perform the Annual Audit FY September 30, 1984 Brewer commented that Mayor Kingsford had phonned him recommending approval of the audit proposal. Brewer said that it is basically the same as last years audit which went very smooth. The Motion was made by Myers and seconded by Tolsma to approve the proposal of Fox & Company to perform the annual audit FY ending September 30, 1984. Motion Carried: Tolsma, yea; Myers, yea; Giesler, yea; The Motion was made by Tolsma and seconded by Giesler to approve of Bill Brewer signing the proposal of the Annual Audit FY Ending September 30, 1984. Motion Carried: Tolsma, yea; Myers, yea; Giesler, yea; Item 5 Department Reports Councilman Giesler commented that he has received complaints on the lighted sign at the insurance office on Meridian Street. Giesler said that the Conditional Use Permit specifically spoke to the fact that the sign would not be lit. Giesler said that he felt this was a hazzard to traffic at night. Brewer commented that there are other problems relating to the Conditional Use Permit issued to the Insurance Office that also need to be looked into. The Motion was made by Giesler and seconded by Myers to instruct the City Clerk with the help of the City Attorney, if needed, to draft a letter in reference to the sign at the Hoalst/Anderson Insurance Office on Meridian Street, reminding them of the stipulations of the Conditional Use Permit. June 4, 1984 Brewer suggested that the City look into the matter at length, and demand that all conditions of the Conditional Use Permit be met, and that the City Building Inspector check into the conditions in the next couple of weeks. The Motion was made by Giesler and seconded by Tolsma that the Building Inspector and City Clerk look into the status of the operation of the Hoalst/Anderson Insurance Office on Meridian Street, go over the stipulations of the Conditional Use Permit, and report back to the Council and what is taking place. Motion Carried: Tolsma, yea; Myers, yea; Giesler, yea; The Motion was made by Myers and seconded by Giesler to authorize Bill Brewer and City Clerk Jack Niemann to sign the authorization to grant Idaho Power an easement at the City Park. Motion Carried: Tolsma, yea; Myers, yea; Giesler, yea; Brewer presented a card of appreciation from Citizens thanking the City for their gift to of Don M. Storey. Steven C. Purvis, will again be responsible for assuring that your manage- ment receives professional and timely services. He will, as desirable, call upon other individuals with specialized knowledge and skills, either in this office or elsewhere in the Firm. Our examination of your annual financial statements will be made in accor- dance with generally accepted auditing standards and, accordingly, will include such tests, including compliance tests, as we consider necessary in the circumstances. The financial statement's, related notes and other information are representations of management of the City of Meridian, which is responsible for their integrity and objectivity. It is the responsibility of the independent auditor to report on the fairness of presentation of these financial statements. Unless unusual conditions not now foreseen make it impracticable for us to do so, we will submit a report on our examination of these financial statements which will express an opinion as to the fairness of their presentation in conformity with generally accepted accounting principles except for the general fixed asset account group. Under generally accepted auditing standards, the independent accountant has the responsibility, within the inherent limitations of the auditing pro- cess, to plan the examination to search for errors or irregularities (as defined in authoritative professional literature) that would have a mate- rial effect on the financial statements. Our search for material errors or irregularities ordinarily is accomplished by performing those auditing procedures that in our judgment are appropriate in the circumstances to form an opinion on the financial statements as a whole. Our examination, which is based on the concept of selective testing of the data being examined, is subject to the inherent risk that material errors or irreg- ularities, if they exist, will not be detected. During the course of our examination, we may observe opportunities for economies in or improved controls over your operations. It is our practice to bring such opportunities to the attention of the appropriate level of management, either orally or in writing. Billings will be made monthly on the basis of time incurred plus our out-of-pocket expenses and are due when rendered. We anticipate that the charges for the aforementioned services will be $6,400 plus expenses. In order to keep our charges to a minimum, we suggest as has been the case in the past that your personnel provide us with assistance in the prepara- tion of various schedules, which we will request prior to our arrival, and locating invoices, statements and other supporting documents, which we will require from time to time. This will enable us to spend a minimum amount of time performing clerical tasks and thus concentrate on audit functions. If at any time during the engagement any extraordinary matters come to our attention and an extension of our services appear to be required, we reserve the right to increase our fee, but only after consultation with you.
