P,EGULAR MEETING OF THE MERIDIAN, CITY COUNCIL CALLED TO ORDER
BY THE MAYOR, GRANT KINGSFORD AT 7:30 p.m.
Council members present: Bill Brewer, Ron Tolsma, Bert Myers
Bob Giesler;

Ward, R.C. Spencer, Arthur Harp, Terry Gregory, Gary Smith, Dave
Osgood, P. Allen, Steve Anderson, Kenny Bowers, Leeroy Nelson

Minutes of previous meeting held June, 18th were approved as written
(ITEM ~~1)-VARIANCE REQUEST BY ARTHUR HARP FOR 6 FOOT FENCE ALONG SIDE[dALK.
Arthur Harp was present and explained that he wanted to build the
fence to keep his T8 month child out of the road.
Councilman Giesler stated that the only drawback that he could see
was that with a bft. fence you can't see a child coming from be-
hind the fence and a car would not see that child if he were to
suddenly cross the street.
Mayor Kingsford stated that although this could be a problem a
older child's head can be seen from above the fence and a toddler
would not be able to travel that quickly. He also stated that he
may build out, but if construction or city needed access to the
ground then the fence would be torn down.
OPENED TO PUBLIC- NO RESPONSE- CLOSED
The motion was made by Giesler and seconded by Brewer to approve
the variance request by Arthur and Kim Harp 6 foot fence along
sidewalk.
Motion carried: Tolsma, yea; Myers, yea; Geisler, yea; Brewer yea;
(ITEM ~~2)-REQUEST BY HOALST AND ANDERSON FOR rXTENSION OF TIME TO
COMPLETE PARKING LOT AT 1434 NORTH MERIDIAN STREET.
Mr. Anderson was present. representing Hoalst and Anderson. He
stated that the extra time was needed to finish remodeling.
Councilman Giesler asked if it was a contract of 1 year gravel
2 years asphalt?
Mr, Anderson replied that. he was correct
Councilman Brewer replied that it was a superb job of remodeling
and that they are now working on the basement.
The motion was made by Brewer and seconded by Myers to extend the
time on Hoalst and Anderson to complete parking lot for 12 months
and the pai~ment to follow within 12 months.
Motion carried: ALL IN FAVOR
(ITEM ~p3)-REQUE~BY ~ DAVIS FOR SIX MONTH EXT~ION FO~1SE OF
TRAILE11~tFOR SALES OFFICE AT MERIDIAN PLACE SUBDID~S.ION.
Mrs. Terry Gregory was present .representing O.T. Davis
and she stated that they needed the time due to poor weather
conditions and interest rates, lots weren't selling as fast
or as soon as they thought they would.
Councilman Giesler stated that he had heard good reports.
Councilman Tolsma stated that he saw no problem in extending
the time.
The motion was made by Tolsma and seconded by Giesler to
approve the request by O.T. Davis for a six month extension
for use of trailer for sales office at Meridian Place Sub-
division.
ITEM ~k4)-APPROVE THE BILLS
Councilman Brewer made the motion and it was seconded by Myers
to approve the bills.
Motion carried; ALL IN FAVOR
Mayor Kingsford proposed that the council look over the
possability of upgrading the computer at the cost of $7914.00
Dave Osgod and Don Allen, were present to represent A.C.T.S.
computer company. and stated that his new computer would
increase the speed and the number of terminals and would
help to ease the work load.

(ITEM ~k5)-PRE TERMINATION HEARING, WATER/SEWER/TRASH DELINQENCIES
This is to inform you in writing , if you choose to, you have
the right to pre-termination hearing, at 7:30 p.m.
July 2nd before the Mayor and Council, to appear in person
to be judged on facts and defend the fllaim made by the city
that your water, sewer and trash bill is delinquent. You may
retain council. This service will:be discontinued July 10th
unless payment is recieved in Full.

Gary also stated that he needed input from the council members
for a drafting policy for all inspected work. Builders will
know everything they need to know in this new draft. Amid way
point must be found for upgrading and rehabilitation. All
contractors who want an inspection that afternoon must have
called in by 9:OOa,m, in order for it to be inspected that after-
noon.
The problem of the Fairway at the golf crnirse ~~~a:• 1s;: iscad and
the city clerk is to schedule a meeting with the parties .. involved.
J.J. Recreation- Parking cars east first due to construction
on Franklin. City Clerk is to advise that if he moves to a new
location that he must apply for a conditional use permit.
Upland Industries- wants signature to construct water line in
highway right of way. Mayor asked to allow City Engineer
Gary Smith to sign the necessary fmrms.
The motion was made by Myers and seconded by Brewers to give Gary
Smith the authorization.
Motion Carried; ALL IN FAVOR
The Mayor welcomed Jason Coles from Scout Troop 78 who was working
on a merit badge.

RE: Conditional Use Permit - Hoalst/Anderson
Dear Sirs:
In response to complaints made on our flood light for the sign, we thank
you for bringing it to our attention; as we, too, certainly do not want
to knowingly create a hazard. The light has been removed. In regard to
a flood light to display our flag of the United States of America, we do
take exception to that request. If it is displayed improperly we would
be glad to make any adjustments needed; but we feel to extinguish the
light would be unpatriotic and the flag would be displayed improperly.
Our conditional use correctly states no "neon or electrical signs upon the
property or upon a structure thereon". At no time have we done so or do
we intend to have an electrical sign. However, we need a clarification.
As it was initially agreed, a flood light that was non-offensive, and,
might I add, no more than a night light appropriately positioned that made
the sign readable would be acceptable.
We appreciate Bob Mitich and Jack Niemann making an inspection and we hope
they found our remodeling and landscaping acceptable. We sincerely want
to improve the asthetic and economical value of the neighborhood.
We do have some additional remodeling to be completed in the basement for
our people in our shop to have desk space. As we are doing the remodeling
ourselves and as time permits, we do need to request for an extension of
time for the graveled parking lot to the rear of the building which is
scheduled to be completed by July 18. The garage does have to be removed
to make the roadway to the parking area and the garage is an essential
part of the remodeling as it holds our tools and supplies. A 12-month
extension would be appreciated.
