(APPROVED) MERIDIAN CITY COUt 1 Regular meeting of the Meridian City Council called to order at 7:30p.m. by the Mayor, Grant Kingsford. Council Members Present: Bill Brewer, Ron Tolsma, Bert Myers, Bob Giesler. Others Present: Earl Ward, Doug Nichols, Bruce Stuart, Kenny Bowers,'Wes Weast, Gary Newberry, Gary Schaffer, Moe Aldijani, LeeRoy Nelson, Wayne Crookston, Bob Spencer, Gary Smith. ITEM~~1 - PUBLIC HEARING 1984/85 Budget.. Mayor Kingsford announced the city had set a tentative budget of $2,105,578.00 for all funds for the fiscal year 1984/85 and if the Council had any questions or comments. There were no comments. Mayor Kingsford opened the meeting for public hearing on the 1984/85 budget. There was no response from the public. Public hearing was closed. ITEM ~~2- ORDINANCE ~~ 436 & 437 Mayor Kingsford read an ;ordixiancecsetting forth the total amount of money necessary to be raised from taxes assessed on the tax- able property within bye City of Meridian for the year beginning October 1, 1984 and ending,- September 30, 1985-General Fund $358,183.00, is there anyone in the public who wishes that Ordinance ~k436 be read in it's entirety. There was no response. The motion was made by Tolsma and seconded by Myers that the rules and provisions of 50-902 and all rules and provisions requiring that ordinances be read on different days be dispensed with and that Ordinance ~~436 be passed and approved, Motion Carried All Yea Mayor Kingsford read an Ordinance making an appropriation of money for all the necessary expenses and liabilities for the City of Meridian for the fiscal year c mmenrib: the first day of October 1984 and ending the thirtieth day of September 1985, this ordinance .being known as the Annual Appropriation Biil and declaring an emergancy the total amount of revenues of $2,105,578.00, and the total expenditures of $2,105,578.00, is there anyone present who wishes Ordinance ~~437 read in it's entirety. There was no response. The motion was made by Brewer and seconded by Giesler that the rules of~5 902 d all the rules and prow~ons req ing that Ordinances r~ on three different days D€ dispen~ with and that Ordinance ~k437 $e passed and approved. Motion Carried All Yea ITEM ~k 3- Pretermination Hearing Water/ Sewer/ Trash Delinquencies Mayor Kingsford read, this is to inform you in writing if you choose to have the right to a pretermination hearing at 7:30p.m. September 4, 1984 before the Mayor and Council, to agpear in per- son to be judged on the facts and defend the claim made by .the City that your water/sewer/trash bill is delinquent, you may re- fain council. This ser~iiee will be discontinued Sept. 11,1984 unless payment is received in full. Mayor Kingsford read, due to their failure to pay their water bill or present any valid reason why the bill has not been paid, their water shall be turned off on Sept. 11,1984. In orddr to have their water turned back on there will be an additional fee of " $10.00.. They are hereby informed that they may appeal or have the decision of the City reviewed by the Fourth Judicial District Court, pursuant to Idaho Code, even though they appeal the water will be shut off. The total amount of delinquencies amount to $3,782.85..: The motion was made by Giesler and seconded by Myers to approve of the turn off list. Motion Carried - ALL YEA ITEM ~p4-APPROVE THE BILLS Motion was made by Tolsma and seconded by Brewer to approve the bills. Motion Carried- ALL YEA ITEM ~~5- DEPARTMENT REPORTS AND OTHER BUSINESS Mayor Kingsford advised that a workshop needed to be set to discuss the Rate Study being completed by JUB-Engineers. Gary Smith, City Engineer,. presented a policy statement pertaining sewer and water connection for developers and builders for the Council's review. This is a revised statement from the one presented at a prior meeting. Mr. Smith also presented the Council members and the Mayor with a draft of the rate study being completed by JUB for their review. There was discussion on the need in the near future for repainting of the water tower inside and out. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MERIDIAN, ADA COUNTY, IDAHO: Section 1. That there is hereby assessed upon all the taxable property within the limits of the City of Meridian, Ada County, Idaho, for all purposes for the year October 1, 1984, to September 30, 1985, the following amount: THREE HUNDRED FIFTY EIGHT THOUSAND, ONE HUNDRED EIGHTY THREE AND NO/100 DOLLARS ($358,183.00). General Fund -$358,183.00 Section 2. WHEREAS, there is an emergency therefor, which emergency is declared to exist, this Ordinance shall take effect and be in force from and after its passage, approval and publica- tion as required by law.
