The issuance of this permit does not release the applicant from any previous requirements of the other permits issued for this site. 1) There is an existing home on the site that is not currently being used on the site. If a new use is proposed for the building, the applicant shall submit the appropriate applications (CZC and/or CUP) to establish the new use in accordance with Table 11-2C-2 of the I-L zoning district. 2) The Meridian Planning Department has determined the site anon-conforming use. UDC 11-1B-4 states non-conforming uses may continue as long as the use remains lawful and is not expanded or extended. A non- conforming use may be extended to occupy additional land area only through the approval of a conditional use permit. Furthermore, no existing structure containing a nonconforming use may be enlarged, extended, constructed, reconstructed, moved or structurally altered except through the approval of a conditional use permit or the use of the structure is changed to a conforming use. The applicant is proposing to remodel one of the existing buildings (formerly the two sisters quilting) and expand the existing driveway on the east and west of the building. Both the parking lot and landscaping on the site are non-conforming; therefore any future expansions of the site shall be subject to the requirements of the UDC 11-1B-4 and UDC 11-3B. Site/Landscapin~ The Site/Landscape Plan prepared by Mike Fairchild, on May, 2008, labeled Sheet 1, is approved (stamped "Approved" on May 30, 2008 by the Meridian Planning Department) with the following notes: 1) the decking on the east side of the building shall be relocated outside of the Idaho Power Easement. Landscaping on the site currently exists and changes are not proposed with this CZC application. The existing landscaping shall be retained and protected during the construction period. Further, the applicant is NOT proposing an addition to the existing structure with this approval. Per UDC 11-3B-2D the site does not need to comply with the standards set forth in UDC 11-3B. However, when future additions are proposed the site shall comply with the standards set forth in the Unified Development Code. Elevations: The Elevations prepared by Mike Fairchild, dated May, 2008, labeled 3 are approved with no changes from the Planning Department. Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existin Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section ofthe City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11-3B-10-C.5. Parkin: The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B. Project engineer/architect shall certify that the number and size ofhandicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbing: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Li_ hg ting: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11. Si ng_age: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: The applicant states that trash will be taken to the curb and that a trash enclosure will not be provided on the site. If a dumpster is provided in the future, the dumpster(s) must be screened in accordance with UDC-11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handicap-Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap-accessibility requirements. ACRD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACRD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Certificate of OccupancX: All required improvements must be complete prior to obtaining a Certificate of Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is unlawful to use or occupy any building or structure until the Building Official has issued a certificate of occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building Department (208) 887-2211 after inspections are complete and the field inspection record is returned to the Building Department. Plan Modifications: Except for the changes mentioned above, the approved Site Plan, Landscape Plan stamped "Approved" on May 3 0, 2008, and Elevations, and are not to be altered without prior written approval of the Planning Department. No significant field changes to the site or landscape plans are permitted; prior written approval of all changes is required. Franklin consists of remodeling the interior of the existing vacant 1762 sq. ft. building and recovering the exterior with new siding and paint, new roofing and a small cover over the entry. We also propose to extend the landscape buffer to the west edge of the property. The existing building was used as a quilt shop. The new use will be office space. The rest of the property will remain as is. This property will be Western Sidings office only. We are submitting for Alternative Compliance because of the limited nature of this remodel. The scope of this project is limited to just slight remodel and cleanup of the interior space to use as office space. We also are proposing to add a small cover over the entry and to replace the siding and roofing with new much more attractive and updated materials. The strict adherence to the requirements of new construction would be way out of the price range and would cost many times more than the limited remodel required to use this property. We believe that what we propose will greatly improve the look of this property without causing a great burden on the owners to be able to use this property as intended. There is not a trash enclosure existing and the small nature of this office would not require one. Water rights do not exist for this property, causing a hardship to add very much additional landscaping. Thank you for your review of this project.
