Alternative Compliance• The applicant has requested alternative compliance from UDC standard 11- 3B-8, which requires each interiorparking lot planter that serves a double row ofparking be planted with a least two trees. However, an existing irrigation easement for the. Snyder Lateral prevents the planting of all the required trees, as a result six trees have been omitted from the parkin lot landscaping plan. The applicant has requested to improve the landscaping within the vicinity of the six-story building by providing attractive plaza areas with sitting areas on the north side and south side of the proposed building. In addition, the applicant has requested to construct afive-foot wide pedestrian pathway from the SEC of the building to the perimeter sidewalk located on Brooklyn Avenue to enhance pedestrian accessibility and connectivity. The five-foot wide pedestrian pathway shall be constructed of stam ed concrete or avers. UDC 11-SB-52a allows for the director to approve an alternative if full compliance is impossible or impractical. Because the proposed alternatives are equal or superior to meeting the requirements of UDC 11-3B-8, the Director has approved the applicant's alternative compliance request. Site Plan: The Site Plan prepared by Horrocks Engineers on March 28, 2008, labeled Drawing X, is approved (stamped "Approved" on April 14, 2008 by the Meridian Planning Department) with the following changes/notes (see redline changes on site plan): 1) Add two additional standard ADA parking stalls and 1 additional van accessed ADA parking stall to the site. Except for the changes mentioned above, the approved site plan is not to be altered without prior written approval of the Planning Department. Elevations: This project complies with the Design Review requirements of UDC 11-3A-19.The Elevations prepared by VCBO Architecture (Sheets A2.1, A2.2, and A2.3 dated March 21, 2008) are approved with no changes from the Planning Department. Irri ation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existing_Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B- 10, coordinate with the parks Departrrrent Arborist (Elroy Huff, 888-3579) for approval of protection/relocationrneasures for the existing trees prior to constructiori. Any severely damaged tree must be replaced in compliance with UDC 11-3B-10-C.5. Parking The proposed parking areas shall be paved and striped in accordance with UDC 11-3 C and 11-3B. Project engineer/architect shall certify that the number and size ofhandicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. C bins: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Dralna~e: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Handicap-Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap-accessibility requirements. ACHD Accentance• All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. I have done a detailed review and have quite a few comments. I will list them below and if you would like we can meet too. Design Review: dt/ In your narrative, you state there will be not an 8-foot wide pathway to the perimeter of the site from the main entrance of the building. But, code (UDC 11-3A-19) does require this connection. Further, because the building is so large I would recommend more than one and there are multiple locations that /will work; ~r/ Can you please specify the color and texture of the 8XSX16 CMU for the mechanical equipment? I need to verify the design will be consistent with the building. I am pretty sure it will be, but I just need something for my file. CZC Landscape plan: Y/ There are many interior planter islands not showing trees. I understand the trees are not shownbecause of the irrigation easement. But, you need to apply for alternative compliance and receive approval. I think an amenity for the building (i.e. gazebo, sitting area, small plaza, fountain, etc.) would be a great alternative; There is a strip of parking adjacent to the 30-foot drive aisle on the west side of the building that needs a 5-foot wide landscape buffer per UDC 11-3B-BC and designed in accordance with 11-3B-8Cla, these parking stalls will also require wheel stops to prevent the cars from /overhanging beyond the stall dimensions; ~/ There are 4separate parking areas with 12 or more spaces that do not have an interior parking islands. These areas will need to be designed to meet the standards set forth in 11-3B-B. Site lan: The site plan does not show the required bike park spaces - revise plan / accordingly; gyp/ The entrance located on Louise Drive shall be signed one-way or with entrance and exit only signs. We do not want people driving in the wrong direction and the. two drive aisles do not meet the required 25 /feet for a 2-way drive aisle. b~ There is a drive aisle located near the SWC of the site that is only 24 feet wide. This drive aisle shall be revised to be a minimum of 25 feet wide.
