Conditions of Approval: Project is subject to all current City of Meridian ordinances. Issuance of this permit does
not release the Applicant from any previous requirements of other permits issued for this site.
Site Plan: The Site Plan prepared by Architecture Designs Plus and revised on February 29, 2008, labeled A-1.0
through A- 3.0, is approved (stamped "Approved" on March 25, 2008 by the Meridian Planning Department) with
no changes from the Planning Department. The approved site plan is not to be altered without prior written
approval of the Planning Department. No field changes to the plan are permitted; prior written approval of all
material changes is required.
Specific Use Standards for Wireless Communication Facilities: The following provisions shall apply to any
construction, installation, addition to or increase in the height of said tower.
• All climbine pees within the bottom twenty feet (201 of the tower shall be removed except when the
tower is beine serviced.
• No tower shall have constructed thereon, or attached thereto, in any way, any platform, catwalk,
crow's nest or like structure except durine periods of construction or repair. No siens or banners
shall be attached to any portion of a wireless communications tower.
Alternative Compliance: Per UDC 11-4-3-43H.5, the requirement for landscaping buffers surrounding a tower
facility may be waived in situations where the visual impact of the tower is minimal. In accordance with the
alternative compliance section in chapter 5, requests are allowed if topography, soil, vegetation or other site
conditions are such that full compliance is impossible or impractical. The area is located in the northwest corner of
an industrial yard used by a fencing company for chain link fence operations. The base of the leased area is greater
than 500 feet north of Franklin Rd, behind the fencing company's existing warehouse and building operations and
obscured from public view. Applicant asserts it will be difficult to provide irrigation to the site to maintain the
landscaping and that adding landscaping may interfere with the fencing company's operation. UDC 11-513-5E
allows the director to grant approval for alternative compliance if staff finds that (1) strict adherence or application
of the requirements are not feasible and (2) The alternative means will not be materially detrimental to the public
welfare or impair the intended uses and character of surrounding properties. As mentioned above, the subject
property where the monopole is to be constructed is designated "Light Industrial." All properties surrounding the
monopole are also designated "Light Industrial." The monopole is located in the northwest corner in the fencing
yard behind a storage area. Industrial manufacturing occurs to the east and north and outside storage units are
located to the north and west. Due to the high traffic and industrial use of the fencing yard, staff finds the
Applicant's request to construct a six (6) foot cedar fence around the leased area rather than provide a landscape
buffer at this location reasonable, as no residential properties appear to be affected by the construction of the
monopole; Additionally, Staff believes the 6 -foot tall sight -obscuring fencing to surround the facility is sufficient to
lessen the visual impact of the base of the tower.
Li htin An accordance with UDC 11-4-3.43H-7 all lighting on the tower, other than maybe required by the
FAA shall be prohibited.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with UDC 11-3D.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes
must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the
City of Meridian Planning staff for approval prior to the issuance of a building permit.
Elevations: The Elevations prepared by Architecture Design Plus and revised on February 29, 2008, labeled A- 4.0
through A- 4. 1, are approved with no changes from the Planning Department.
Plan Modifications: The approved Site Plan, stamped "Approved" on March 25, 2008, and Elevations are not
to be altered without prior written approval of the Planning Department. No significant field changes to the
site plans are permitted; prior written approval of all changes is required.

Insite Towers, LLC is a company that specializes in locating, building, and developing cellular
tower sites throughout the United States. We have contracts with every major carrier to locate their
equipment on our towers and within our ground shelters. Insite Towers, LLC takes great pride in the
fact that we only locate towers where our clients need either additional coverage or expanded coverage
in order to meet the demands of their customers.
Insite Towers, LLC has leased ground at 702 W. Franklin Road to build a communication site.
Our proposal will be to construct a 130' monopole within a 50'x 50' (2500 square feet) fenced area
(cedar fencing 6' tall). We would also like to be zoned for the future addition of an exposed aggregate
concrete shelter to be no larger than 12' x 28' in size. The shelter will provide space for our carriers to
locate equipment on the ground.
The site is surrounded by I -L zoning on all sides with some commercial to the south. There is
industrial manufacturing to the east, north and storage units to the north and west. There is light
industrial to the north as well. The current use of the site, and it will remain this, is a lav down yard for a
fencing r. mpany that deals primarily in chain link fencing. Our proposed facility will be located in the
northeast corner of the property. Power and telephone will be run underground from a utility pole
located approximately 200' to the south of the property along the east side of the property. Per the City
of Meridian Wireless ordinance 11-4-3-43-6 this site is located in an I -L zone and is a permitted use. The
zone allows for cellular towers due to the nature of the light industrial business area; fencing company,
storage units, light manufacturing type building directly to the east, and other similar business `
surrounding the proposed site.
Per the City of Meridian wireless ordinance; 11-4-3-43-6 (a); description of the surrounding area;
the topograpby is flat in all dirartinnc with a two -to ry build' on the east side of the property, a
storage unit facilify -the north and west and two commercial buildings to the south that block the view
of the base of the site from Franklin Road.
Engineering reports will provided which show that the proposed tower will be able to handle
at least 3 carriers. This site is needed in order to provide both wireless cell coverage but wireless
internet to the surrounding area. The propagation charts provided are for AT&T Wireless and show the
need for a site to provide needed coverage to the west and east; in particular to a dip in the terrain to
the east near 1-84. Other clients upon their signing leases to collocate on our tower will provide these
maps as part of their zoning process.
The closest towers are located to the southeast, Republic Storage area, and to the east on
Bower Street. Both of these towers have 3 to 4 collocations on them and will not meet the needs of our
proposed clients due to lack of space at heights they request due to coverage limitations.
The City of Meridian Wireless ordinance; 11-4-3-43 6 (d) ; technical limitations of the system
that limit siting options is relevant in selecting of any site for a carrier or a tower builder such as Insite
Towers, LLC for several reasons. One, both of the above towers mentioned are to capacity, as
mentioned; two, AT&T Wireless who is our client going on this proposed site has a tower located at
Treasure Valley Vet Hospital on Meridian Road that is to the south of the tower at Republic Storage and
the two sites are too close together and the signal would overlap and cause drop calls, poor reception,
and other problems due to that reason. Three, the Republic storage tower is not tall enough to meet
the coverage objectives of AT&T Wireless; which is to cover to the west of the proposed site and a slight
dip in the terrain to the east near 1-84. (Ordinance 11-4-3-43-6 (b)).
Our site will be built using a tower that will not emit any odor, glare, or noise of any kind (except
the air conditioning unit running to cool the indoor equipment). The tower will be a monopole design
and will be a dull gray in color with antennas mounted at designed intervals according to our
engineering specifications.
The leased area will have a cedar fence surrounding it that will further block the view of anyone
who was to drive back into the laydown yard of Meridian Fence. The bottom portion of the site will not
be visible from Franklin Road due to the two commercial buildings to the south of the site.

Insite Towers, LLC requests alternative compliance on the following section of the Meridian
Wireless Ordinance: Section 11-4-3-43-H-5; that reads as follows:
5. All tower facilities shall include a landscape buffer. The buffer shall consist of a
landscape strip of at least five feet (5') wide outside the perimeter of the compound. A
minimum of fifty percent (50%) of the plant material shall be of an evergreen variety. In
locations of where the visual impact of the tower is minimal, the director may waive this
requirement through the alternative compliance procedure in accord with chapter 5,
"Administration", of this title.
We propose that the surrounding area is industrial and is surrounded by industry on all
sides. The proposed lease area is within a laydown yard used by Meridian Fence for their chain
link fencing operation. We will endure a hardship to get water to the landscaping and with the
amount of activity in the area with trucks and other equipment it would definitely interfere
with the fencing companies operation.
We will gladly use s in our fenced area to obscure the ground equipment from view
if requested by the City of Meridian Planning Department to do so, although we do feel this is
not needed due to the site being obscured already from Franklin Road by a large building along
with the fencing companies own shop.

Dear Ms. Scozia,
Our airspace analysis results for Meridian Fence, ID site are as follows:
1. The proposed site is 5.474 nm ENE from the nearest public landing facility - Nampa Muni (S67). At an
overall height of 2708.0 ft AMSL, it does not exceed FAR 77.13 (a) (1) or FAR 77.13 (a) (2) Notice
Criteria for S67 airport. This airport has both Circling and Straight -In Instrument approach procedures. It
does not exceed any glide slopes of S67 airport. Nampa Muni (S67) is an airport type landing facility and
is associated with the city of Nampa, ID.
2. The proposed site does not exceed any of the instrument approach procedures of S67 airport.
3. The nearest private landing facility is Nampa Valley (ID58), which is a heliport type landing facility not
eligible for study under FAR Part 77 sub -Part C. It is 5.549 nm East from the proposed site.
4. The proposed 105.0 ft AGL tower would not adversely affect low altitude en route airways and/ or VFR
routes in the area.
5. There is an AM tower within 0.62 mi (1.0 km) for omni AM stations and 1.99 mi (3.2 km) for directional
AM stations of the proposed site. The nearest AM tower is NEW, which is 1.73 mi (2780 meters) away
bearing 210.01°. NEW AM is operating a directional type antenna pattern. FCC regulations require a
"Proof of Performance" measurement study before and after construction.
6. Filing an FAA Form 7460-1 is not required for the proposed tower height of 105.0 ft AGL (2708.0 ft
AMSL). The maximum allowable height for not filing an FAA Form 7460-1 is 199 ft.
7. Wireless Applications Corp. generally recommends filing an FAA Form 7460-1 for tower heights of 180 ft
to 199 ft at this location.
8. The FAA time frame for the proposed 2708.0 ft AMSL overall height will be +30 days analysis.
9. Marking and lighting are not required for the proposed tower height of 105.0 ft AGL and it was not
requested.
10. There is an FCC -registered 120 ft AGL (2730 ft AMSL) structure located 0.76 mi East of the proposed site.
Its FAA number is 96-ANM-1119-OE and its ASR number is 1013948. T -Mobile West Corporation owns
the structure.
11. The FAA Form 7460-1 for Meridian Fence, ID at 105.0 ft AGL was filed on January 28, 2008.
12. DOT Notification is required for the State of Idaho. It was filed on January 28, 2008.
