Protection of Existin Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11- 3B-10-C.5. Pazkin~c The proposed pazking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B. Project engineer/architect shall certify that the number and size ofhandicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbing: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective .devices. Handicap-Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap-accessibility requirements. Per ADA standards, 2 standard accessible stalls and 1 van accessible stall is required on the site. ACRD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. ACHD accepts the findings of the individual assessment for the general office land use category for use within the El Dorado Business Center. The individual assessment provided data for two land use types: general office and medical/dental office. Additional infonnafion regazding the medical/dental office surveys has been requested from the Sundande Company. Once that information has been received you will be notified of the status of the individual assessment for this land use category. The individual assessment was started under ACHD Impact Fee Ordinance 198. Impact Fee Ordinance 200 was adopted by the Commission last fall and became effective October 6, 2004. The criteria for the individual assessment did not change with the update to the ordinance. This review will refer to Ordinance 200 but the individual assessment will be valid for both Ordinances 198 and 200. The individual assessment results in an average trip length of 7.81 miles and a network adjustment factor of 0.373. Peak Hour Trin Rate The peak hour trip rates were determined through traffic counts at three general offices and were previously accepted as submitted. The peak hour trip rate for the general office category used in the individual assessment is 0.755 compared to 0.745 used in the impact fee ordinance. New Trin Factor The individual assessment uses the new trip factor from Ordinance 200. Section 7312.2 (c) requires the new trip factor be determined through anorigin-destination survey conducted at the development site or at a similar land use's site(s). Because no reduction to the impact fee through the new trip factor is being proposed in the individual assessment, the new trip factor of 1.00 is accepted as proposed. The impact fee rate for an office under Ordinance 197 is less than the rate established through the individual assessment. Therefore, there is no impact fee refund due on these buildings.
