SECTION 02810 — IRRIGATION SYSTEM
PART 1 - GENERAL
1.1 GENERAL
Bidding Requirements, Conditions of Contract, aid Division One are part of this Section and Contract and
apply to this Section as if fully repeated here.
1.2 SUhflvIARY
A. Work included;
1. Provide and install a complete and operating automatic irrigation system for all planting
areas.
2. Pump system shall provide water from the adjacent ditch. The main football field will have a
back-up connection to domestic water.
3. Slecvingunder paved areas (coordinate with other trades).
4. Obtain and pay for all permits and fees for Work of this Section.
5. Winterize system at completion of first season.
1.3 SUBMITTALS
A. Within 30 days after Contractor's receipt of Notice to Proceed, submit:
1. Manufacturer's printed product information and catalog cut sheets for all system
components; six copies.
B. Shop Drawings. Submit shop drawings for underground irrigation system including plan layout and
details illustrating location and type of heads, type and size of valves, piping circuits, circuit GPM,
pipe size, controls, and accessories.
C. Record Drawings: At completion of this work, submit to the Contractor.
1. Record Drawings; reproducible and five prints.
2. Operations and Maintenance information, including:
u. Manufacturer's printed product information including descriptive details, parts lists,
specifications, and maintenance: schedules and procedures for all installed system
components.
b. Instructions for operation and adj ustmrnt of the system and all components.
c. Winterization procedures.
d. Schedule indicating required open valve time to produce given precipitation
amounts and seasonal adjustments.
C. Warranties and guarantees.
f. Submit five copies.
1.4 GUARANTEE,
A. Cnrarantce in writing all materials, equipment and workmanship furs slued to be free of all defects of
workmanship and materials. Within one year after date of Substantial Completion repair or replace
all defective parts or workmatslt p that may be found at no additional cost to Owner.
B. Fill and repair all depressions and replace all necessary plantings which result Irom the settlement of
irrigation tranches for one year after date of Substantial Completion.

1.5 QUALITY ASSURANCE
A. Contractor shall be licensed in the State in which work is performed.
B_ Contrtwtor shall have at least two years prior experience in projects of equal or larger scope.
C. Contractor shall employ on site at all times a foreman who is thoroughly experienced and competent
in all phases of the work of this Section.
1.6 SYSTEM DESCRIPTION
A. Design requirements:
1. Mittimum water coverage:
a. Lawn arid shrub area.-, - 100%
2. Layout system to obtain optimum coverage utilizing manulireturer's standard heads. Spray
onto walls or asphalt areas is not acceptable. Space heads in slu-ub/perennial beds a
maximum of eight to ten fcct apart.
3. Zoning shall be designed for optimum use of available pressure and efficient distribution for
the types of plantings and shapes of planting areas. Planting areas shall be zoned separately
from lawn areas. Each head type shall also be zoned separately. Zones shall be sized for
maximum 100 GPM each.
4. Design pressures: Install pressure regulation valves for all spray head zones.
5. Provide/install approved fixed tee or coupling device for air blow winterization. Location
shall be on main supply line downstream from main shut off valve.
6. Install approved backflow prevention device itt conformance with local or prevailing codes,
and in approved site location. Provide for drainage without erosive damage.
7. Pump system shall be designed to deliver a minimum of 300 GPM and 80 PSI at outlet of
pump. It shall have a variable f7cquency drive. Back-up connection to domestic water shall
be to water line in nearby drive.
1.7 EXTRA EQUII'M)rNT
A. In addition to installed system, lurnish owner with the following:
I . Two (2) sprinkler head bodies of each size and type.
2. Two (2) nozdcs for each size and type used.
B. Store above items safely until Substantial Completion.
C. Deliver above items at Substantial Completion.
1.9 SYSTEM PROTECTION
A. As part of the guarantee under this contract, the Contractor shall be responsible for the deactivating
and draining of the system prior to the onset of the fr=ing season and for rcactivating the system at
the onset of the spring growing season. Winterization shall be accomplished by air blow method.
PART 2 - PRODUCTS

2.2 SPRINKLER HEADS

2. Mid range: Rainbird 3500 series rotor head.
3. Mid/long range: Rainbird 5000 series rotor head.
4. Long range(all athletic fields): Rainbird 7005 series rotor head.
2.3 AUTOMATIC CONTROL SYSTEM
A. Rainbird ESP -SAT controllers shall be used.
2.4 VALVING
A. Manual valves: brass or bronze for direct burial, gate valves, 150 lb., threaded connection with cross
type handle to receive operating key.
D. Automatic circuit valves: high impact plastic with corrosion -resistant intcmal parts. Low power
solenoid conu•ol, normally closed, with manual flow adjustment; same manufacturer as control unit.
L Standard sprinkler valve shall be Rainbird PE SB -PRS -B.
C. Water filter: Manufacturer's standard, to suit sprinkler system and removal of particulates.
D. Quick coupler valve: braes or bronze construction with (tinged tor.
E. Manual drain valves:
I . Bronze construction, straight type, 150 pound class, thrcadcd connections, with cross

PART 3 - EXECUTION
3.1 GENERAL
A. Install system to permit adequate drainage and protection against freeze damage.
B. Install system in accordance witlt approved Contractor design drawing. All deviations iTom the plans
trust be approved, and clearly recorded on record drawing.
C. Install system and components in strict accordance with manufacturer's rucommcndations.
D. Install quick coupler(s) on train supply line, approximate equal spacing, intervals of
approximately 200 ft. Locate adjacent to paved surfaces, at valve boxes where practical.
3.2 SURFACE CONDITIONS
A. Examine areas and conditions under which work will be perrormcd. Notify Contractor detrimental
conditions to timely and proper completion of work. Do not proceed until unsatisfactory conditions
are currecicd.
13. Locute all underground utilities and structures and promptly notify Architect of any conflict with the
work of this Section. Protect said structures and utilities. Repair or replace said structures or utilities
damaged by this work at no cost to the Owner.
3.3 SLEEVING
A. Sleeving installed prior to paving, Size so that sleeve is two sizes larger than lateral line. Provide
separate sleeve for valve wires. Coordinate with other trades.
3.4 TRENCIIING AND BACKFILLING
A. Trenching and back filling shall be per Section, Earthwork,

requirements for complete operation. Install backflow provision and connect to controller.
3.6 CIRCUIT VALVES
A. Install in valve box, arranged for easy adjustment and removal.
I . Provide union on downstream side.
2. Adjust automatic control valves to provide flow rate of rated operating pressure required for
each sprinkler circuit.

3.7 PIPE INSTALLATION
A. Lay PVC pipe in accordance with standard and acceptable practice. Thrust blocks to be used at
points of intersection and change of direction in main line pipe ac per manufacturer's recommended
specifications
D. PVC pipe joints, solvent welded except as indicated. Cut pipe square, deburr, wipe from surface all
saw chips, dust, dirt, moisture and any foreign matter which may contaminate the cemented joint.
Apply cleaner/primer and solvent cement, make joints in accordance with manufacturees
recommendations. Use Teflon thread sealant (tape) at all threaded joints.
C. Contractor shall size pipe according to schedule provided. Flow velocities shall not exceed 5
feet/second in all cases. Lnteral lines shall be laid out and installed per zone to balance pre&%mre loss
and provide minimwn fluctuation in .system operating pressures.

3.8 SPRINKLER HEADS
A. Flush circuit lines with full head of water prior to head installation.
Tnstall heads at level with mulch.
Locate pari -circle heads to maintain a minimum distance of six inches (611) from walls and
four inches (4") from other boundaries unless otherwise indicated. Keep overspray to a
minimum.
3.9 CONTROL WIRE INSTALLAT10N
A. Bury wires beside or below pipe in same trench.
B. Bundle multiple wires together with tape at ten feel (10) maximum intervals.
C. Provide 36 inch loop in wires at each valve where controls are connected and at 100" maximum
intervals between.
D. Make all electrical joints (splices) in boxes only. Make electrical joints waterproof. Scotch -Lock
connectors, or approved.
3.10 AUTOMATIC CONTROLLER
A. Install convoller(s) in pump area,Provide complete hookup and wire runs to valving. Coordinate with

Do not allow or cause any work of this Section to be covered up or enclosed until it has been
inspected and tested.
Pressure testing:
1. Make necessary provision for thoroughly bleeding line of air and debris.
2. Before testing, cop all risers, and install all valves.
3 _ Fill all main supply lines with water to 100 psi. Close air supply and test for leakage. Test
shall be approved if no greater than 5 psi loss occurs in 30 minutes.
4. Fill all zone lines with water to static pressure. Inspect for leakage.
5. Contractor shall provide all required testing equipment and personnel. Test shall be
performed in presence of Architect. Contractor shall make notice of test (48) hours in
advance.
6. Provide required testing equipment and personnel.
7. Repair Ieaks. and retest until acceptance by the Architect.
Coverage inspection: upon completion of all systems, perform a coverage test to determine if
coverage of water afforded all arcus is complete, adequate and uniform. Change heads, nozzles,
orifices and/or adjusslmcnt as directed to provide uniform coverage.
Final inspection:
Clean, adjust, and balance all systems. Verify that:
I Remote control valves are properly balanced;
b. Heads are properly adjusted for radius and are of coverage;
C. The installed system is workable, clean and efficient.
Winterization: Winterize system at the end of first season of system operation.
Review procedures with Owner Representative.

Please route a copy of the site plan through Planning & Zoning so that we can get at least a conceptual

As we have discussed previously, we also need to review and approve a drainage facility O & M manual.
There seem to be some questions regarding the water and sewer on this project, too. Please call us with
questions. Due to the complexity of this site plan and the non-standard process it is following, we would

Subject: Call from Don Carnahan (PP -00-006)
Bill, I had a telephone discussion with Mr. Carnahan regarding the above file number, which is Overland 16, L.L.C. and
Joint School District No. 2, owners and G.L. Voigt Development, Applicant. This is for the preliminary plat for Resolution
Business Park. Apparently, the new school is within part of Resolution Sub. The PP Findings were approved last year.
The problem is this, within the Findings in the Decision and Order for the Central District Health Recommendations at 2.30
it reads as follows;
2.30 Stormwater shall be pretreated through a grassy swale prior to discharge to the subsurface to
prevent impact to groundwater and surface water quality.
Mr. Carnahan has spoken with Brad and Gary in the Public Works Department, and they have no problem with
removing this requirement, as they say it is a Recommendation and not a requirement. This one section, if they have to
follow it, is causing a site design problem. The school is to open up next summer 2002. They want to submit their
plans to the Public Works by February 23rd to keep everything on track, but this section needs to be addressed
quickly. Since they are conditions of approval do they have to follow this secti on, or can the Findings be amended to
delete this section on the school? The C/C would have to approve wouldn't they to delete this section, so it would
have to come back before the C/C. Don Carnahan's number is 288-1992, and he should be back from lunch
sometime after 1:00, if you want to call him. Otherwise, if you give me some answer for him, I will call to delete this
matter off your back.

Clarification of Preliminary Plat Approval (PP -00-006)
Dear Mr. Nichols:
I am requesting clarification regarding item 2.30 of the referenced subject. This item
states that storm water shall be pretreated through a grassy swale prior to discharge to the
subsurface to prevent impact to groundwater and surface water quality.
In conversations and meetings with Meridian City Engineer Brad Watson it is my
understanding that item 2.30 was intended to be a recommendation not a requirement of
preliminary plat approval. It is my understanding the City of Meridian does not have an
ordinance, policy or requirement for storm water to be pretreated though a grassy swale
prior todischarge to the subsurface to prevent impact to groundwater and surface water
quality. If you have any questions regarding Public Works point of view please contact
Brad Watson.
We have looked at using grassy swales as part of the site storm water facilities using
Idaho Division of Environment Quality Catalog of Storm Water Best Management
Practice number 38, vegetate swale (biofiltration) and number 48, dry extended detention
pond. The preliminary design for the grassy swale concept requires additional acreage
and physical site improvement impracticalities than the design utilizing the infiltration
beds.
We respectfully request the intent of item 2.30 be clarified and feel that it should be
modified from a requirement to a recommendation as originally intended. This matter is
of utmost importance as school is scheduled to opeli in August of 2002 with site drainage

Reference: Mountain View High School Project
After a review of the proposed plans for the Mountain View High School project with
paid llnoghk rk of Hummel Architects and discussion ol'the new City of Meridien
landscaping ordinance requirements, which would impact the project, I would
recommend the City of Meridian and the City Planting & Zoning department consider an
alternative compliance allowing for a chain-link style fence in lieu of the opaque twenty
(ZO) feet wide vision block requirement.
The reason for the recommendation is based on relative safety and crime prevention
¢dors involving potential line of sight in and out of the high school complex, especially
firom the irrigation easementlaccess. This is bemuse the required opaque vision block
would further invite the potential for small crimes (vandalism, graffiti, tobacco and drug
Use, cu.) by teenagers attending the highschool and other juveniles or young adults in
contact with students at the school. This potential exits because an opaque will (vision
block), as required, would effectively create an open public arca without a significant
sense of ownership or control within the easement boundaries. Traditionally, these types
of open public areas have been associated with small crime activity because the nature of
the vision block provides a space not open to view. This results in a distinct lack of a
guardian presence, which has been found to be an integral element in passive crime
prevention within the environmcntal design of large complexes such as the high school.
I'he sight access that a chain-link style fence would provide would allow fir the direct
and passive viewing of such an open public arca.
Additionally, an access with an open view along the irrigation easement would also allow
for bettor perimeter view Rod tactical control in the advent of a critical incident willim the
aIchoul complex. This has become e a point of concern given the recent violent incidents
involving schools in the past few yeam
I have discussed my recommendation with Chief Gordon, and he is in agreement with my
recommendation for the alternative compliance for the Mountain View High School
Project.

Parking requirement per 1999 Zoning Ordinance of the City of Meridian, Idaho, division
11.13.5.6, High Schools, which states:
"10 parking spaces for each classroom plus 1 for each 10 seats in an auditorium or gymnasium"
Teaching stations: 81
Gymnasium seating capacity: 2600
Auditorium seating capacity: 1000
Parking space calculation:
Teaching stations: 81 x 10= 810 spaces
Auditorium: 1000/10 = 100 spaces
Gymnasium: 2600/10 = 260 spaces
Therefore total parking requirement is:
either 810 + 100= 910 spaces
or 810 + 260 = 1070 spaces
Handicapped parking space requirement:
For 910 spaces: 2% = 18.2 =
19 handicapped spaces out of 910 total spaces
(van accessible 1 per 8 = 3 out of 19)
For 1070 spaces: 20 spaces plus l for every 100 over 1,000 spaces

Dear Paul,
ACHD has reviewed the site plan for the proposed Meridian High Sool located off Overland and
Locust Grove Roads. I understand that you are applying
to conform with all ACHDIng policies pelabng toliance
need confirmation from ACHD. The site plan appear
access to the site. ACHD does not have any concern with the City of Meridian issuing a CZC at this
time, as long as the City is aware that ACHD will again review these plans prior to issuance of a
building permit. We would also like the City to take a look at the concerns we have stated in the
remainder of the letter. You must submit a completed set of civil site plans to ACHD before you
submit for a building permit at the City of Meridian.
I do have some concerns with the proposed site access to Blue Tick Street. I understand that the
immediate lot that takes access to Blue Tick Street is for faculty, however, there is nothing in place
that will restrict students from utilizing an easy way in from Locust Grove Road while avoiding the
traffic jam at the main entrance on Overland Road. I also think that as the neighbors learn of this
site plan they will have a lot of input regarding such an access. ACHD staff would offer a few
suggestions to deal with this problem:
1. Make this a gate restricted entry and exit that can only be utilized n faculty using f
entry
electronic card or key pad to activate the gate both coming and going. This type of
would also prohibit students from using this lot for after school extra -curricular activities (i.e.
tennis, volleyball and soccer) with facilities right near the lot. This type of restriction would
prohibit inexperienced drivers from traveling through a residential area before and after
school hours.
2. Seeing the need for emergency access through the entire site, I understand that this lot could
not be a "stand alone" lot with no other form of vehicular access. Bollards could be installed
to isolate this faculty lot from the rest of the site. This would not prevent after school use of
the lot, but would force all students to use the main entrance during school hours. The lot
would be utilized after hours for extra -curricular activities.
3. Do not utilize Blue Tick Street for a vehicular access at all.
I would also like to point out a possible problem on Brandys Jewel Avenue. You have provided a
pedestrian connection at this point, which is great, but other than the faculty parking lot, there is no
immediate parking for the tennis courts and soccer field. At the Columbia Village sports fields,
spectators will avoid having to walk from a parking lot by parking on the closest street to the playing
field. This results in unhappy neighbors! I anticipate that would happen here as well. It is probably
inevitable that ACHD will have to sign this street for "NO PARKING" when the neighbors are unable
to get into their own driveways during practice and event times. The school district should probably
install a sign at the pedestrian gate stating that parking for school events is prohibited on Brandys
Jewel Avenue and the vehicles will be towed.
Again, your site plan conforms with all ACHD policies. We just bring up these issues for matters of
safety and neighborhood concern. Please submit your civil site plans as soon as possible when
they are ready, to prevent delay in receiving a building permit. If you have any further questions,

access is acceptable provided a knox box is added and the hasp has two locks (one for district personal and
one for the fire dept.).
This design has also been approved by Captain Musser from the Police Dept, with a request to have the
hasps designed to "break -away" for their access.

I visited the site today (9/11/03) to review the completiod of landscape and irrigation punchlist
items. I met with Mel from CM Company and Thad from Sterling. Below are my obvrvg4ons;
L No purer materials identified on the previous punch list have been replaced. Sterling has
requested replacing material in the spring_ I agree that this would be best since water is
available for just a couple more creels. I m9gest we schedule another visit a$er all the

SECTION 02810 — IRRIGATION SYSTEM
PART 1 - GENERAL
1.1 GENERAL
Bidding Requirements, Conditions of Contract, and Division One are part of this Section and Contract and
apply to this Section as if fully repeated here.
1.2 SUMMARY
A. Work included:
1. Provide and install a complete and operating automatic irrigation system for all planting
areas.
2. Pump system shall provide water from the adjacent ditch. The main football field will have a
back-up connection to domestic water.
3. Sleeving under paved areas (coordinate with other trades).
4. Obtain and pay for all permits and fees for Work of this Section.
5. Winterize system at completion of fust season.
1.3 SUBMITTALS
A. Within 30 days after Contractor's receipt of Notice to Proceed, submit:
Manufacturer's printed product information and catalog cut sheets for all system
components; six copies.
B. Shop Drawings: Submit shop drawings for underground irrigation system including plan layout and
details illustrating location and type of heads, type and size of valves, piping circuits, circuit GPM,
pipe size, controls, and accessories.
C. Record Drawings: At completion of this work, submit to the Contractor:

Record Drawings; reproducible and five prints.
Operations and Maintenance information, including:
a. Manufacturer's printed product information including descriptive details, parts lists,
specifications, and maintenance schedules and procedures for all installed system
components.
b. Instructions for operation and adjustment of the system and all components.
C. Winterization procedures.
d. Schedule indicating required open valve time to produce given precipitation
amounts and seasonal adjustments.
e. Warranties and guarantees.
f. Submit five copies.
A. Guarantee in writing all materials, equipment and workmanship furnished to be free of all defects of
workmanship and materials. Within one year after date of Substantial Completion repair or replace
all defective parts or workmanship that may be found at no additional cost to Owner.
B. Fill and repair all depressions and replace all necessary plantings which result from the settlement of
irrigation trenches for one year after date of Substantial Completion.

1.5 QUALITY ASSURANCE
A. Contractor shall be licensed in the State in which work is performed.
B. Contractor shall have at least two years prior experience in projects of equal or larger scope.
C. Contractor shall employ on site at all times a foreman who is thoroughly experienced and competent
in all phases of the work of this Section.
1.6 SYSTEM DESCRIPTION
A. Design requirements:
1. Minimum vyater coverage:
a. Lawn and shrub areas - 100%
2. Layout system to obtain optimum coverage utilizing manufacturer's standard heads. Spray
onto walls or asphalt areas is not acceptable. Space heads in shrub/perennial beds a
maximum of eight to ten feet apart.
3. Zoning shall be designed for optimum use of available pressure and efficient distribution for
the types of plantings and shapes of planting areas. Planting areas shall be zoned separately
from lawn areas. Each head type shall also be zoned separately. Zones shall be sized for
maximum 100 GPM each.
4. Design pressures: Install pressure regulation valves for all spray head zones.
5. Provide/install approved fixed tee or coupling device for air blow winterization. Location
shall be on main supply line downstream from main shut off valve.
6. Install approved back-flow prevention device in conformance with local or prevailing codes,
and in approved site location. Provide for drainage without erosive damage.
7. Pump system shall be designed to deliver a minimum of 300 GPM and 80 PSI at outlet of
pump. It shall have a variable frequency drive. Back-up connection to domestic water shall
be to water line in nearby drive.
1.7 EXTRA EQUIPMENT
A. In addition to installed system, furnish owner with the following:

1.8 SYSTEM PROTECTION
A. As part of the guarantee under this contract, the Contractor shall be responsible for the deactivating
and draining of the system prior to the onset of the freezing season and for reactivating the system at
the onset of the spring growing season. Winterization shall be accomplished by air blow method.
PART2-PRODUCTS
2.1 PIPE AND FITTINGS
A. PVC 1120, ASTM D-1784, permanently marked with manufacturer's name, schedule rating, size,

1. Pipe: Class 200 PVC
2. Fittings: Schedule 40 PVC, solvent -weld type. Install threaded joints where required at
valves, risers, etc.

b. Rotor heads: Triple swing joints of same size as inlet of head.
4. Solvent: NSF approved solvent for Type I & II PVC.
2.2 SPRINKLER HEADS
A. Description: Appropriate for application in throw, pressure and discharge. Each type of head shall be
of a single manufacturer.
I . Short range: Rainbird 1800 series spray head.
2. Mid range: Rainbird 3500 series rotor head.
3. Mid/long range: Rainbird 5000 series rotor head.
4. Long range(all athletic fields): Rainbird 7005 series rotor head.
2.3 AUTOMATIC CONTROL SYSTEM
A. Rainbird ESP -SAT controllers shall be used.
2.4 VALVING
A. Manual valves: brass or bronze for direct burial, gate valves, 150 lb., threaded connection with cross
type handle to receive operating key.
B. Automatic circuit valves: high impact plastic with corrosion -resistant internal parts. Low power
solenoid control, normally closed, with manual flow adjustment; same manufacturer as control unit.
1. Standard sprinkler valve shall be Rainbird PESB-PRS-B.
C. Water filter: Manufacturer's standard, to suit sprinkler system and removal of particulates.
D. Quick coupler valve: brass or bronze construction with hinged top.
E. Manual drain valves:
1. Bronze construction, straight type, 150 pound class, threaded connections, with cross
type operating handle designed to receive operating key. Calco, Champion 100 or
approved equal.
2. Provide at main supply connection.
3. Size: 3/4 inch.
2.5 MISCELLANEOUS
A. Chemicals: primer and solvent glue as required by pipe manufacturer.
B. Valve box - high impact plastic, green in color.

C. Valve cover/frame - compatible with valve box, provision for locking.
D. Drainage backfill - clean gravel or crushed stone, graded from 3" maximum to 3/4" minimum.
PART 3 - EXECUTION
3.1 GENERAL
A. Install system to permit adequate drainage and protection against freeze damage.
B. Install system in accordance with approved Contractor design drawing. All deviations from the plans
must be approved, and clearly recorded on record drawing.
C. Install system and components in strict accordance with manufacturer's recommendations.
D. Install quick coupler(s) on main supply line, approximate equal spacing, intervals of
approximately 200 ft. Locate adjacent to paved surfaces, at valve boxes where practical.
3.2 SURFACE CONDITIONS
A. Examine areas and conditions under which work will be performed. Notify Contractor detrimental
conditions to timely and proper completion of work. Do not proceed until unsatisfactory conditions
are corrected.
B. Locate all underground utilities and structures and promptly notify Architect of any conflict with the
work of this Section. Protect said structures and utilities. Repair or replace said structures or utilities
damaged by this work at no cost to the Owner.
3.3 SLEEVING
A. Sleeving installed prior to paving. Size so that sleeve is two sizes larger than lateral line. Provide
separate sleeve for valve wires. Coordinate with other trades.
3.4 TRENCHING AND BACKFILLING
A. Trenching and backfilling shall be per Section, Earthwork.
B. Cut trenches straight and without abrupt grade changes to allow the following minimum cover:
1. Main lines: 18 inches.
2. Laterals: 12 inches.
C. Surround lines with 2 inches of clean rock -free material on all sides.
3.5 MISCELLANEOUS VALVES
A. Install manual drain valve up stream. Install device at mainline tap in accordance with manufacturer
requirements for complete operation. Install backflow provision and connect to controller.
3.6 CIRCUIT VALVES
A. Install in valve box, arranged for easy adjustment and removal.
I . Provide union on downstream side.
2. Adjust automatic control valves to provide flow rate of rated operating pressure required for
each sprinkler circuit.

3.7 PIPE INSTALLATION
A. Lay PVC pipe in accordance with standard and acceptable practice. Thrust blocks to be used at
points of intersection and change of direction in main line pipe as per manufacturer's recommended
specifications
B. PVC pipe joints, solvent welded except as indicated. Cut pipe square, debuir, wipe from surface all
saw chips, dust, dirt, moisture and any foreign matter which may contaminate the cemented joint.
Apply cleaner/primer and solvent cement, make joints in accordance with manufacturer's
recommendations. Use Teflon thread sealant (tape) at all threaded joints.
C. Contractor shall size pipe according to schedule provided. Flow velocities shall not exceed 5
feet/second in all cases. Lateral lines shall be laid out and installed per zone to balance pressure loss
and provide minimum fluctuation in system operating pressures.

3.8 SPRINKLER HEADS
A. Flush circuit lines with full head of water prior to head installation.
Install heads at level with mulch.
Locate part -circle heads to maintain a minimum distance of six inches (6") from walls and
four inches (4") from other boundaries unless otherwise indicated. Keep overspray to a
minimum.
3.9 CONTROL WIRE INSTALLATION
A. Bury wires beside or below pipe in same trench.
B. Bundle multiple wires together with tape at ten feet (10') maximum intervals.
C. Provide 36 inch loop in wires at each valve where controls are connected and at 100" maximum
intervals between.
D. Make all electrical joints (splices) in boxes only. Make electrical joints waterproof. Scotch -Lock
connectors, or approved.
3.10 AUTOMATIC CONTROLLER
A. Install controller(s) in pump area.Provide complete hookup and wire runs to valving. Coordinate with
electrical trades.
3.11 TESTING

A. Do not allow or cause any work of this Section to be covered up or enclosed until it has been
inspected and tested.
B. Pressure testing:
1. Make necessary provision for thoroughly bleeding line of air and debris.
2. Before testing, cap all risers, and install all valves.
3. Fill all main supply lines with water to 100 psi. Close air supply and test for leakage. Test
shall be approved if no greater than 5 psi loss occurs in 30 minutes.
4. Fill all zone lines with water to static pressure. Inspect for leakage.
5. Contractor shall provide all required testing equipment and personnel. Test shall be
performed in presence of Architect. Contractor shall make notice of test (48) hours in
advance.
Provide required testing equipment and personnel.
Repair leaks, and retest until acceptance by the Architect.
C. Coverage inspection: upon completion of all systems, perform a coverage test to determine if
coverage of water afforded all areas is complete, adequate and uniform. Change heads, nozzles,
orifices and/or adjustment as directed to provide uniform coverage.
D. Final inspection:
Clean, adjust, and balance all systems. Verify that:
a. Remote control valves are properly balanced;
b. Heads are properly adjusted for radius and are of coverage;
C. The installed system is workable, clean and efficient.
E. Winterization: Winterize system at the end of first season of system operation.

Dear Paul,
ACHD has reviewed the site plan for the proposed Meridian High School located off Overland and
Locust Grove Roads. I understand that you are applying for a Certificate of Zoning Compliance and
need confirmation from ACHD. The site plan appears to conform with all ACHD policies relating to
access to the site. ACHD does not have any concern with the City of Meridian issuing a CZC at this
time, as long as the City is aware that ACHD will again review these plans prior to issuance of a
building permit. We would also like the City to take a look at the concerns we have stated in the
remainder of the letter. You must submit a completed set of civil site plans to ACHD before you
submit for a building permit at the City of Meridian.
I do have some concerns with the proposed site access to Blue Tick Street. I understand that the
immediate lot that takes access to Blue Tick Street is for faculty, however, there is nothing in place
that will restrict students from utilizing an easy way in from Locust Grove Road while avoiding the
traffic jam at the main entrance on Overland Road. I also think that as the neighbors learn of this
site plan they will have a lot of input regarding such an access. ACHD staff would offer a few
suggestions to deal with this problem:
1. Make this a gate restricted entry and exit that can only be utilized by faculty using an
electronic card or key pad to activate the gate both coming and going. This type of entry
would also prohibit students from using this lot for after school extra -curricular activities (i.e.
tennis, volleyball and soccer) with facilities right near the lot. This type of restriction would
prohibit inexperienced drivers from traveling through a residential area before and after
school hours.
2. Seeing the need for emergency access through the entire site, I understand that this lot could
not be a "stand alone" lot with no other form of vehicular access. Bollards could be installed
to isolate this faculty lot from the rest of the site. This would not prevent after school use of

the lot, but would force all students to use the main entrance during school hours. The lot
would be utilized after hours for extra -curricular activities.
3. Do not utilize Blue Tick Street for a vehicular access at all.
I would also like to point out a possible problem on Brandys Jewel Avenue. You have provided a
pedestrian connection at this point, which is great, but other than the faculty parking lot, there is no
immediate parking for the tennis courts and soccer field. At the Columbia Village sports fields,
spectators will avoid having to walk from a parking lot by parking on the closest street to the playing
field. This results in unhappy neighbors! I anticipate that would happen here as well. It is probably
inevitable that ACHD will have to sign this street for "NO PARKING" when the neighbors are unable
to get into their own driveways during practice and event times. The school district should probably
install a sign at the pedestrian gate stating that parking for school events is prohibited on Brandys
Jewel Avenue and the vehicles will be towed.
Again, your site plan conforms with all ACHD policies. We just bring up these issues for matters of
safety and neighborhood concern. Please submit your civil site plans as soon as possible when
they are ready, to prevent delay in receiving a building permit. If you have any further questions,

Dear Steve,
I understand that there is no official application for a Certificate of Zoning Compliance
from the City of Meridian. Please accept this letter in lieu of such, for the new Mountain View
High School.
As you are aware, our office applied for and was granted two Variances (VAR 01-001
and VAR 01-002) from the City of Meridian, relative to this project.
One of these was for the height of the building, and another was relative to the ordinance
regarding landscape islands within the interior of the parking lots. Playing field illumination
masts, height = 80 feet, were also discussed at the Public Hearing. The documents attached
herein reflect the findings of those Variance Public Hearings.
I appreciate all of the time and patience that you and the City staff have given us in
helping us understand and prepare for the requirements and procedures for the approval process.
Please let our office know immediately if you are in need of any further documentation or
clarification.
Our intention is to submit for a building permit for the first phase of the project, on
March 15, 2001. We understand that we will be in need of the Certificate of Zoning Compliance

This memo is in response to the letter from Paul Hooghkirk, dated January 11, 2001, regarding
alternative compliance and other general zoning compliance issues for the proposed Mountain
View High School site.
A. Accessory Uses
1. Site illumination masts (typical height 50') must be reduced to 35 feet per 11-13-4.C.
Lighting shall not cause glare or impact the traveling public or neighboring development.
Lighting adjacent to residential uses may require shrouds to reduce light on adjacent
properties.
2. Field illumination masts (typical height 80') must be addressed at a public hearing due to
their impact on adjacent properties. We will address this issue as part of the upcoming
height variance submitted for the February 6, 2001 hearing with City Council.
3. Goalposts are approved without a Variance from height limitations per Ordinance 11-9-2.
4. Flagpoles are approved without a Variance from height limitations per Ordinance 11-9-2.
B. Parking Requirements
Staff concurs with the submitted parking calculations. 1070 spaces shall be the minimum
number of required parking spaces (810 + 260). The architect is responsible for determining
compliance with federal handicap -accessibility requirements; however, staff agrees that the
submitted calculations appear to meet such requirements.
C. Alternative Compliance
1. Landscape Buffer: The proposed landscape buffer requires a modification of Ordinance
12-13-12-3, which requires a buffer between land uses to provide a barrier such that 60%

Dear Steve,
Per our previous discussions, here is a list of items concerning zoning compliance and
alternate compliance issues relative to Mountain View High School.
The purpose of this communication is to identify and describe those items which will be
considered "accessory uses", to determine the amount of parking required for the project per
Zoning Ordinance, to address those items which meet zoning compliance through "alternate
compliance" provisions of the Ordinance and to address zoning compliance in general.
Due to the limited timeline available for this project, it is our intention to obtain Planning
Department approval on these items to be certain of an accurate interpretation of the Ordinance
and to avoid any unforeseen delays to the permitting process.

In the interest of putting our concerns at rest that we have addressed all the principal
issues that could delay the permitting process, I would like to make a request that the Planning
Department issue a written statement of acceptance of the interpretations represented in these
documents.
There are a couple of other things I would like to discuss. First, can we get a written
confirmation that we are on the schedule for the February 6, 2001 hearing date, including the
time and location? Also, my intention is to post the property on Monday, January 29, which is
one week and one day before the hearing. Then I will get the notarized form that the property

was posted and deliver it to Planning and Zoning by Tuesday, January 30. Is that the proper
procedure?
I have not yet received a copy of any letter from the Meridian Police Department
(Captain Bill Musser) relative to the irrigation ditch easement area. If that letter should come to
you, would you please copy me on it?

After a review of the proposed plans for the Mountain View High School project with
Paul Hooghkirk of Hummel Architects and discussion of the new City of Meridian
landscaping ordinance requirements, which would impact the project, I would
recommend the City of Meridian and the City Planning & Zoning department consider an
alternative compliance allowing for a chain-link style fence in lieu of the opaque twenty
(20) feet wide vision block requirement.
The reason for the recommendation is based on relative safety and crime prevention
factors involving potential line of sight in and out of the high school complex, especially
from the irrigation easement/access. This is because the required opaque vision block
would further invite the potential for small crimes (vandalism, graffiti, tobacco and drug
use, etc.) by teenagers attending the high school and other juveniles or young adults in
contact with students at the school. This potential exists because an opaque wall (vision
block), as required, would effectively create an open public area without a significant
sense of ownership or control within the easement boundaries. Traditionally, these types
of open public areas have been associated with small crime activity because the nature of
the vision block provides a space not open to view. This results in a distinct lack of a
guardian presence, which has been found to be an integral element in passive crime
prevention within the environmental design of large complexes such as the high school.
The sight access that a chain-link style fence would provide would allow for the direct
and passive viewing of such an open public area.
Additionally, an access with an open view along the irrigation easement would also allow
for better perimeter view and tactical control in the advent of a critical incident within the
school complex. This has become a point of concern given the recent violent incidents
involving schools in the past few years.
I have discussed my recommendation with Chief Gordon, and he is in agreement with my
recommendation for the alternative compliance for the Mountain View High School
project.
