Close air supply and test for leakage. Test shall be approved if no greater than 5 psi loss occurs in 30 minutes. 4. Fill all zone lines with water to static pressure. Inspect for leakage. 5. Voigt Development, Applicant. This is for the preliminary plat for Resolution Business Park. Apparently, the new school is within part of Resolution Sub. The PP Findings were approved last year. The problem is this, within the Findings in the Decision and Order for the Central District Health Recommendations at 2.30 it reads as follows; 2.30 Stormwater shall be pretreated through a grassy swale prior to discharge to the subsurface to prevent impact to groundwater and surface water quality. Mr. Carnahan has spoken with Brad and Gary in the Public Works Department, and they have no problem with removing this requirement, as they say it is a Recommendation and not a requirement. This one section, if they have to follow it, is causing a site design problem. The school is to open up next summer 2002. They want to submit their plans to the Public Works by February 23rd to keep everything on track, but this section needs to be addressed quickly. Since they are conditions of approval do they have to follow this secti on, or can the Findings be amended to delete this section on the school? The C/C would have to approve wouldn't they to delete this section, so it would have to come back before the C/C. Don Carnahan's number is 288-1992, and he should be back from lunch sometime after 1:00, if you want to call him. This item states that storm water shall be pretreated through a grassy swale prior to discharge to the subsurface to prevent impact to groundwater and surface water quality. In conversations and meetings with Meridian City Engineer Brad Watson it is my understanding that item 2.30 was intended to be a recommendation not a requirement of preliminary plat approval. It is my understanding the City of Meridian does not have an ordinance, policy or requirement for storm water to be pretreated though a grassy swale prior todischarge to the subsurface to prevent impact to groundwater and surface water quality. If you have any questions regarding Public Works point of view please contact Brad Watson. We have looked at using grassy swales as part of the site storm water facilities using Idaho Division of Environment Quality Catalog of Storm Water Best Management Practice number 38, vegetate swale (biofiltration) and number 48, dry extended detention pond. The preliminary design for the grassy swale concept requires additional acreage and physical site improvement impracticalities than the design utilizing the infiltration beds. We respectfully request the intent of item 2.30 be clarified and feel that it should be modified from a requirement to a recommendation as originally intended. The reason for the recommendation is based on relative safety and crime prevention ¢dors involving potential line of sight in and out of the high school complex, especially firom the irrigation easementlaccess. This is bemuse the required opaque vision block would further invite the potential for small crimes (vandalism, graffiti, tobacco and drug Use, cu.) by teenagers attending the highschool and other juveniles or young adults in contact with students at the school. This potential exits because an opaque will (vision block), as required, would effectively create an open public arca without a significant sense of ownership or control within the easement boundaries. Traditionally, these types of open public areas have been associated with small crime activity because the nature of the vision block provides a space not open to view. This results in a distinct lack of a guardian presence, which has been found to be an integral element in passive crime prevention within the environmcntal design of large complexes such as the high school. I'he sight access that a chain-link style fence would provide would allow fir the direct and passive viewing of such an open public arca. Additionally, an access with an open view along the irrigation easement would also allow for bettor perimeter view Rod tactical control in the advent of a critical incident willim the aIchoul complex. This has become e a point of concern given the recent violent incidents involving schools in the past few yeam I have discussed my recommendation with Chief Gordon, and he is in agreement with my recommendation for the alternative compliance for the Mountain View High School Project. I understand that you are applying to conform with all ACHDIng policies pelabng toliance need confirmation from ACHD. The site plan appear access to the site. ACHD does not have any concern with the City of Meridian issuing a CZC at this time, as long as the City is aware that ACHD will again review these plans prior to issuance of a building permit. We would also like the City to take a look at the concerns we have stated in the remainder of the letter. You must submit a completed set of civil site plans to ACHD before you submit for a building permit at the City of Meridian. I do have some concerns with the proposed site access to Blue Tick Street. I understand that the immediate lot that takes access to Blue Tick Street is for faculty, however, there is nothing in place that will restrict students from utilizing an easy way in from Locust Grove Road while avoiding the traffic jam at the main entrance on Overland Road. I also think that as the neighbors learn of this site plan they will have a lot of input regarding such an access. ACHD staff would offer a few suggestions to deal with this problem: 1. Make this a gate restricted entry and exit that can only be utilized n faculty using f entry electronic card or key pad to activate the gate both coming and going. This type of would also prohibit students from using this lot for after school extra -curricular activities (i.e. tennis, volleyball and soccer) with facilities right near the lot. This type of restriction would prohibit inexperienced drivers from traveling through a residential area before and after school hours. 2. Seeing the need for emergency access through the entire site, I understand that this lot could not be a "stand alone" lot with no other form of vehicular access. Bollards could be installed to isolate this faculty lot from the rest of the site. This would not prevent after school use of the lot, but would force all students to use the main entrance during school hours. The lot would be utilized after hours for extra -curricular activities. 3. Do not utilize Blue Tick Street for a vehicular access at all. I would also like to point out a possible problem on Brandys Jewel Avenue. You have provided a pedestrian connection at this point, which is great, but other than the faculty parking lot, there is no immediate parking for the tennis courts and soccer field. At the Columbia Village sports fields, spectators will avoid having to walk from a parking lot by parking on the closest street to the playing field. This results in unhappy neighbors! I anticipate that would happen here as well. It is probably inevitable that ACHD will have to sign this street for "NO PARKING" when the neighbors are unable to get into their own driveways during practice and event times. The school district should probably install a sign at the pedestrian gate stating that parking for school events is prohibited on Brandys Jewel Avenue and the vehicles will be towed. Again, your site plan conforms with all ACHD policies. We just bring up these issues for matters of safety and neighborhood concern. Space heads in shrub/perennial beds a maximum of eight to ten feet apart. 3. Zoning shall be designed for optimum use of available pressure and efficient distribution for the types of plantings and shapes of planting areas. Planting areas shall be zoned separately from lawn areas. Each head type shall also be zoned separately. Zones shall be sized for maximum 100 GPM each. 4. Design pressures: Install pressure regulation valves for all spray head zones. 5. Provide/install approved fixed tee or coupling device for air blow winterization. Location shall be on main supply line downstream from main shut off valve. 6. Install approved back-flow prevention device in conformance with local or prevailing codes, and in approved site location. Provide for drainage without erosive damage. 7. Pump system shall be designed to deliver a minimum of 300 GPM and 80 PSI at outlet of pump. It shall have a variable frequency drive. Fill all main supply lines with water to 100 psi. Close air supply and test for leakage. Test shall be approved if no greater than 5 psi loss occurs in 30 minutes. 4. Fill all zone lines with water to static pressure. Inspect for leakage. 5. Contractor shall provide all required testing equipment and personnel. Test shall be performed in presence of Architect. Contractor shall make notice of test (48) hours in advance. Provide required testing equipment and personnel. Repair leaks, and retest until acceptance by the Architect. C. Coverage inspection: upon completion of all systems, perform a coverage test to determine if coverage of water afforded all areas is complete, adequate and uniform. I understand that you are applying for a Certificate of Zoning Compliance and need confirmation from ACHD. The site plan appears to conform with all ACHD policies relating to access to the site. ACHD does not have any concern with the City of Meridian issuing a CZC at this time, as long as the City is aware that ACHD will again review these plans prior to issuance of a building permit. We would also like the City to take a look at the concerns we have stated in the remainder of the letter. You must submit a completed set of civil site plans to ACHD before you submit for a building permit at the City of Meridian. I do have some concerns with the proposed site access to Blue Tick Street. I understand that the immediate lot that takes access to Blue Tick Street is for faculty, however, there is nothing in place that will restrict students from utilizing an easy way in from Locust Grove Road while avoiding the traffic jam at the main entrance on Overland Road. I also think that as the neighbors learn of this site plan they will have a lot of input regarding such an access. ACHD staff would offer a few suggestions to deal with this problem: 1. Make this a gate restricted entry and exit that can only be utilized by faculty using an electronic card or key pad to activate the gate both coming and going. This type of entry would also prohibit students from using this lot for after school extra -curricular activities (i.e. tennis, volleyball and soccer) with facilities right near the lot. This type of restriction would prohibit inexperienced drivers from traveling through a residential area before and after school hours. 2. Seeing the need for emergency access through the entire site, I understand that this lot could not be a "stand alone" lot with no other form of vehicular access. Bollards could be installed to isolate this faculty lot from the rest of the site. The lot would be utilized after hours for extra -curricular activities. 3. Do not utilize Blue Tick Street for a vehicular access at all. I would also like to point out a possible problem on Brandys Jewel Avenue. You have provided a pedestrian connection at this point, which is great, but other than the faculty parking lot, there is no immediate parking for the tennis courts and soccer field. At the Columbia Village sports fields, spectators will avoid having to walk from a parking lot by parking on the closest street to the playing field. This results in unhappy neighbors! I anticipate that would happen here as well. It is probably inevitable that ACHD will have to sign this street for "NO PARKING" when the neighbors are unable to get into their own driveways during practice and event times. The school district should probably install a sign at the pedestrian gate stating that parking for school events is prohibited on Brandys Jewel Avenue and the vehicles will be towed. Again, your site plan conforms with all ACHD policies. We just bring up these issues for matters of safety and neighborhood concern. The purpose of this communication is to identify and describe those items which will be considered "accessory uses", to determine the amount of parking required for the project per Zoning Ordinance, to address those items which meet zoning compliance through "alternate compliance" provisions of the Ordinance and to address zoning compliance in general. Due to the limited timeline available for this project, it is our intention to obtain Planning Department approval on these items to be certain of an accurate interpretation of the Ordinance and to avoid any unforeseen delays to the permitting process. There are a couple of other things I would like to discuss. First, can we get a written confirmation that we are on the schedule for the February 6, 2001 hearing date, including the time and location? Carlton, Suite 201 Meridian, Idaho 83642 Reference: Mountain View High School Project PHONE: (208) 888-6678 FAX: (208) 884-5077 January 9, 2001 After a review of the proposed plans for the Mountain View High School project with Paul Hooghkirk of Hummel Architects and discussion of the new City of Meridian landscaping ordinance requirements, which would impact the project, I would recommend the City of Meridian and the City Planning & Zoning department consider an alternative compliance allowing for a chain-link style fence in lieu of the opaque twenty (20) feet wide vision block requirement. The reason for the recommendation is based on relative safety and crime prevention factors involving potential line of sight in and out of the high school complex, especially from the irrigation easement/access. This is because the required opaque vision block would further invite the potential for small crimes (vandalism, graffiti, tobacco and drug use, etc.) by teenagers attending the high school and other juveniles or young adults in contact with students at the school. This potential exists because an opaque wall (vision block), as required, would effectively create an open public area without a significant sense of ownership or control within the easement boundaries. Traditionally, these types of open public areas have been associated with small crime activity because the nature of the vision block provides a space not open to view. This results in a distinct lack of a guardian presence, which has been found to be an integral element in passive crime prevention within the environmental design of large complexes such as the high school. The sight access that a chain-link style fence would provide would allow for the direct and passive viewing of such an open public area. Additionally, an access with an open view along the irrigation easement would also allow for better perimeter view and tactical control in the advent of a critical incident within the school complex. This has become a point of concern given the recent violent incidents involving schools in the past few years. I have discussed my recommendation with Chief Gordon, and he is in agreement with my recommendation for the alternative compliance for the Mountain View High School project. Sincerely, Capt. Wm.
