No signage is permitted in ACHD right-of--way. Li htg ins: Shall conform with the following conditions: 1. Site illumination masts may be no higher than 35 feet per 11-13-4.C. Lighting shall not cause glare or impact the traveling public or neighboring development. Lighting adjacent to residential uses may require shrouds or "forward throw" lighting to reduce excessive lighting or glare on adjacent properties. 2. Increased height allowances (80') for the field illumination masts have been addressed and approved in Variance # 01-001. Height Restrictions: Shall conform with the following conditions: 1. Goalposts are approved without a Variance from height limitations per Ordinance 11-9-2. 2. Flagpoles are approved without a Variance from height limitations per Ordinance 11-9-2. 3. Variance # 01-001 has increased the maximum building height to 57 feet from 35 feet. Parkin :Shall conform with the following conditions: The submitted site plan depicts 1220 parking spaces; 1180 standard stalls, 16 compact stalls and 24 accessible stalls. The minimum parking requirements are as follows: 1070 standard stalls and 21 accessible parking stalls (over 1000 spaces requires 20 spaces, plus one additional space per 100 standard parking stalls). Parking shall be installed as submitted on the site plan and must meet ADA size and accessibility requirements. Alternative Compliance Issues: The following issues have been addressed through alternative • • compliance provisions: Landscape Buffer: The proposed landscape buffer requires a modification of Ordinance 12-13- 12-3, which requires a buffer between land uses to provide a barrier such that 60% or more of the vertical surface is closed. Staff agrees to the submitted alternative compliance based on the following findings: a. The Meridian Police Dept. has issued a letter dated January 9, 2001 stating that open vision is needed into the site for safety and crime prevention. b. The buffer meets the required width at all locations. c. A mixture of classes I, II, and III trees will be planted with canopies touching at maturity. d. Proposed berm heights do not exceed 3:1. 2. Site Fencing: The proposed fencing plan requires a modification of 12-13-12-3.D, which prohibits chainlink fencing within required buffers. Staff agrees to the submitted alternative compliance based on the following findings: a. The Meridian Police Dept. has issued a letter dated January 9, 2001 stating that open vision is needed into the site for safety and crime prevention. b. The fence is placed 20 feet off of the actual property line to allow for the Hunter Lateral easement, which is the actual distance of the original buffer requirement. 3. Parking Lot "D": The proposed parking lot on the south side of the high school requires a modification of 12-13-12, due to the proximity of the parking lot to the property line, eliminating the landscape buffer provided elsewhere on site. Staff agrees to the submitted alternative compliance based on the following findings: a. The Meridian Police Dept. has issued a letter dated January 9, 2001 stating that open vision is needed into the site for safety and crime prevention. b. The edge of the parking lot is placed 20 feet off of the property line, which is the width of the required buffer. No trees can be planted within the 20 feet per the existing Nampa & Meridian Irrigation District easement along the Hunter Lateral. c. Trees are provided in planters, with no more than 4 parking spaces between planters where the parking lot is on the easement line. d. Four-foot-high solid panels are provided in front of the parking spaces to prevent headlights from shining on adjacent residential properties. Landscapin~Landscaping shall be installed as submitted on the site plan. No substitutions shall. be permitted without consent of the Planning and Zoning staff. All dead or diseased plants shall be replaced. Underground Irri ation: The underground irrigation system shall be designed to provide adequate coverage and shall be installed as submitted. Trash Enclosure: The location and screening of the trash enclosure, as noted on the approved site plan, shall meet minimum requirement for trash enclosures and be approved for construction by SSC. Handicap Accessibility: All construction and development shall be in compliance with all Federal handicap accessibility and usability requirements. Portable Classrooms: The future portable classrooms, depicted on the submitted site plan, will require a Conditional Use Permit prior to construction or set-up. Certificate of Occupancy: All required improvements must be completed or installed prior to obtaining a Certificate of Occupancy. A Temporary Certificate of Occupancy may be obtained by providing surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the remaining improvements (including paving, striping, landscaping, and/or irrigation). A bid must accompany any request for Temporary Occupancy. Plan Modifications: The approved Site Plan and Landscape Plan are not to be altered without prior written approval of the Planning & Zoning Department. No field changes to the site or landscape plans are permitted; prior written approval of all material changes is required. The Site Plan & Landscape Plan stamped 03/06/01 is approved with the comments noted above.
