I. INTRODUCTION
This memorandum is regarding the Meridian City Council's January 8, 2008 agenda
items regarding submission to the United States Department of Housing and Urban
Development ("HUD") planning and application materials to initiate the process of
receiving funds from HUD's Community Development Block Grant ("CDBG") program.
II. SUMMARY OF EVENTS. AUGUST 2007 TO PRESENT
In August 2007, the City of Meridian submitted to HUD the City's Consolidated Plan
(2007-2011) and 2007 Action Plan. Thereafter, HUD advised the City that it would need
to amend the Plans to include further information and to clarify particulaz provisions in
order to comply with applicable HUD regulations. The City worked with HUD to
incorporate these changes, and ultimately made changes constituting a "substantial
amendment" of the plans.
Specifically, a substantial change was made in funding allocation priorities, including: 1)
allocating $110,435 of the City's 2007 CDBG allocation of $230,544 for clearance and/or
demolition activities within Census Tract 10322, Block Group 2 and/or the Meridian
Urban Renewal District, in order to correct a mathematical discrepancy and to further the
goal of economic development by addressing spot slum and blight; and 2) recategorizing
planned activities for the first program year as administrative in nature.
In compliance with the City's Citizen Participation Plan, following the incorporation of
the substantial amendment, copies of the amended plans were placed at the Meridian

Public Library, the Meridian Senior Center, and City Hall, and were posted on the City's
website. A public hearing on the substantially amended plans was held on December 4,
2007, and a public comment period was held from December 4, 2007 to January 4, 2008.
No comments were received on the Consolidated Plan, but on January 4, 2007, one
comment was received regarding the 2007 Action Plan. Per HUD regulations, a
summary of this camment, and the City's response to this comment, must be included in
the Action Plan. This information was incorporated into the final draft.
Further, HUD informed the City of four regulatory references and administrative codes
that must be changed prior to approval of the Consolidated Plan. These changes were
incorporated into the final draft.
III CIiANGES INCORPORATED. DECEMBER 4.2007 TO PRESENT
The following list enumerates changes that have been made to the final drafts of the
plans, to be submitted to HUD following City Council's approval thereof.

neither at the public hearing on December 4, 2007, nor during the public

1. Page 7: Three paragraphs added, reading:
In response to the draft of the substantially amended 2007 action plan,
one written comment was received during the 30-day public comment
period, December 4, 2007 -January 4, 2008. No oral comments were
received at the December 4, 2007 public hearing kicking off the public
comment period or during the public comment period
The comment was from Deanna Watson, the Executive Director of the
Boise City/Ada County Housing Authority (BCACHA), and maybe
summarized thusly: BCACHA is pleased that the City is initiating CDBG-
funded programming, particularly given Meridian's unprecedented
growth and accompanying challenges. BCACHA is encouraged to see the
plans for the formation of the Affordable Housing Task Force, and is
looking forward to working with Meridian to address affordable housing
needs. BCACHA offered any assistance to the City that it may need as it
moves forward, and will send a letter to provide to City staff and off cials
an overview of the statutory nature of the housing authority to help the

City better understand how it can work with BCACHA to serve the people
of Meridian. Ms. Watson noted.• "The start up funds that are being
provided in this first year will enable the City to begin to chart a course
starting with making some critical public service improvements. In
succeeding years, we will look for ways to assist you with meeting the
needs of affordable housing and in addressing the needs of those without
housing. "
This written comment was accepted and taken into consideration as the
substantially amended 2007 action plan was finalized; though it did not
suggest any addition or change to the plan itself, it reiterates that the City
is undertaking CDBG funded programming in partnership with a
Ia~iowledgeable, experienced, and cooperative community partner.

IV. CONCLYJSION
Both city staff and the public have been afforded adequate opportunity to review and
provide comment on the plans. It is my recommendation that the plans, as substantially
amended and with the changes set forth herein, should be submitted to HUD on January
9, 2008 in application for CDBG funds to support the programming set forth in such
materials.
