Mroval: Project is subject to all current City of Meridian. ordinances previous conditions of
approval of the Planned Development approved for Gemtone in 1991, which contained this property. The
issuance of thi's CZC does not release the applicant from any previous requirements ofthe other permits issued
for this site.
Alternative Compliance: The Applicant has requested Alternative Compliance to LTDC 11 -3A -19C.4 & 5
pertain ing to parking and pedestrian walkways. Staff has approved the Alternative Compliance request per the
approved plans.
Landscqp The Landscape Plan prepared by Encompass Inc., on October 1, 2007, labeled Sheet A-5, is
approved (stamped "Approved" on October 30, 2007 by the Meridian Planning Department) with the
following changes/notes (see red -lines on plans):

Per UDC Table 11-3C-5,_ALL 2 -way dn*ve aisles shall be a minimum of 25 feet in width; widen

Other than the above-mentioned changes, the approved landscape plan is not to be altered without prior
written approval of the Planning Department. No field changes to landscape plan permitted; prior written
approval of all material changes is required. Prior to final inspection and sign off for thi's project, a written
certificate of completion shall be submitted to the Planning Department, prepared by a landscape architect,
landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the
landscape installation. The Certificate of Completion shall verify that all landscape improvements,
including plant materials and sprinkler installation, are in substantial compliance with the approved
landscape plan.
Site Plan: The Site Plan prepared by Encompass Inc., on October 2, 2007, labeled Sheet Al, is approved
(stamped "Approved" on October 3 O'�, 2007 by the Meridian Planning Department) with the following changes
(see redline changes on site plan):
1) Per UDC Table 11-3C-5, A_LL 2-wM drive aisles shall be a minimum of 25 feet in width-, widen
the southern drive a&le accordingly,;
Except for the change mentioned above, the approved site plan is not to be altered without prior written
approval of the Planning Department.
Elevations: This project complies with the Design Review requirements of UDC 11-3A-19.The Elevations
prepared by Encompass Inc. (Sheets A3 & A4, dated October 1, 2007) are approved with no changes from the
Planning Department.
IrrigLtion: An underground, pressurized im'gation system must be installed to all landscape areas per the
approved specifications and in accordance with UDC 11-3A-15.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with
the Tree Preservation section of the City's Landscape Ordinance. Per UDC I 1-3B- 10, coordinate with the
Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the
existing trees prior to construction. Any severely damaged tree must be replaced 'in compliance with UDC I I -
3 B- I O -C. 5.
Parking: The proposed parking areas shall be paved and striped in accordance with LJDC 11 -3 C and 11 -3 B.
Pro ect engm*eer/architect shall certify that the number and size of handicap -accessible spaces conforms to the

Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA
and signed accessible.
CU : Per UDC I 1-3B-51, all landscape areas adjacent to driveways, parking lots, or other vehicle use
areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to
allow for stonn water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with 11 -3A- 17. Sidewalks shall be constructed
prior to occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and
shall be designed in compliance with UDC 11 -3 B- I I and UDC 11 -3 A- 18.

Liahting: Lignnng shall not cause glare or impact the traveling public or neighboring development and
comply with lighting standards as defined in UDC 11-3A-11.
Sigpay
,e: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with UDC 11 -3 D.
Trash Enclosure: All dumpster(s) must be screened "in accordance with UDC -I 1-3A-12. Trash enclosures
must be built in the location and to the size approved by SSC.
HandicW-A cessibifily: The structure, site improvements and parking areas must be in compliance with all
federal handicap -accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any
changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be
submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit.
Certificate of Occupana: All required improvements must be complete prior to obtaining a Certificate of
Occupancy. All changes in occupancy need to comply with the requirements ofthe Building Department. It is
unlawful to use or occupy any building or structure until the Building Official has issued a certificate of
occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building
Department (208) 887-2211 after inspections are complete and the field inspection record is returned to the
Building Department.
Plan Modifications: Except for the changes mentioned above, the approved Site Plan, Landscape Plan stamped
"Approved" on October 30, 2007, and Elevations, and are not to be altered without prior written approval of
the Planning Department. No significant field changes to the site or landscape plans are permitted; prior
written approval of all changes is required.
Note: If the plat for the subdivision in which this property lies has not been recorded, all subdivision
improvements shall. be installed prior to occupancy of the first structure in the subdivision.

The project use is an office building for multiple tenants. The
occupancy is Business. The zoning is Light Industrial.
There have been no previous submittals for this specific project;
however, the use has been approved as part of the original
Gemstone Center #2 (Lot #9).
PLANNING DEPARTMENT
DESIGN REVIEW* Application Checklist
Statement:
1, Architectural Character
The facade is are visible from the public streets (West) have modulations
in the fagade with recessed wall lines and curved Porte Cochere The roof
lines vary in parapet height as well as roof types including parapet and
curvilinear.
The Primary Public Entrance is defined by the Porte' Cochere and
gateway. This exceeds the 30% requirement facing the interior entry
access street.
Roof lines utilize:
a) Overhanging Eaves
b) Sloped and Curvilinear roof lines
c) Varying parapet heights
Pattern Variations includes:
a) Color variation stucco colors plus roofing materials and window
colors
b) Texture and materials (Stucco and Roof)
Mechanical equipment is roof mounted and screened by parapets when
viewed from the property lines.
2. Color and Materials
The exterior utilizes a combination of stucco and metal roofing and trim.
3. Parking Lots
All parking is screened by landscaping the full length of the frontage as an
alternative to the 70% rule. (See alternative Compliance Statement).
4. Pedestrian Walkways
An interior walkway is provided connected by the paved parking and
circulation areas to the public sidewalk on North Hickory as an alternative
to the 8' sidewalk rule. (See alternative Compliance Statement).
The Porte' Cochere provides weather protection in excess of 20' at the
building entrance. No displays, equipment etc. impede circulation.

ALTERNATIVE COMPLIANCE
Narrative:
I. Requirement to be Modified
a) (ITEM 3) The requirement for no more than 70% of the
parking to between the from fagade and the abutting street
b) (ITEM 4) The requirement is that an 8'wide sidewalk be
extended from the public walkway to the front door of the business.
2. Reason for Non, -Strict Compliance
a) (ITEM 3) The parking as laid out in the most efficient
manner to accommodate the requirement of the developer as to
number maximum number of required parks. The size of the
approved lots do not allow for the passage of automobile to a rear
or side parking area. Further, adjacent buildings within the same
subdivision have not been required to comply with this requirement.
b) (ITEM 4) The project is not located or a major arterial
and this requirement does'not apply. The proposal is to access the
site from the public walkways through the paved parking to the
internal walkway system.
3. Alternative
The Alternative is to both items a) and b), above is to enhance the
street frontage and parking lot by:
9 First, we have provided an walled gateway with lighting to
provide a "doorway' to the project site, which we have tried
to create as a more intimate site than a normal pad in a sea
of asphalt.
0 This through extensive landscaping and quantity and size of
the initial materials.
We have also varied the layout of the parking to avoid the
large single expanse of parking.
We are providing innovative and personal lighting for the
parking and walkways.
We have v;aried the route of the interior sidewalks for interest
and allowance of landscaping and have not paved tight to
the building or in a racetrack straight design.

Provide in a narrative letter, how the proposal meets the following standards:
1. Architectural Character:
a. Facades: Facades visible from a public street shall incorporate modulations in the facade, roof
line recesses and projections along a trunirman of twenty percent (20%) of the length of the
facade.
b. Primary public entrance(s): The primary building entrance(s) shall be clearly defined by the
architecturat design of the building. Windows, awnings, or arcades shall total a Mimmum of
30% of the facade length facing a public street
c. Roof lines: Roof design shall demonstrate two or more of the following: a) overhanging eaves, b)
sloped roofs, G) two or more roof planes, d) varying parapet heights, and e) cornices
d. Pattern variations: At least two changes in one (or a combination) of the following shall be
incorporated into the building design: color, texture and/ materials.
e. Mechanical equipment: All ground -level and roottep mechanical equipment shall be screened to
the height of the unit as viewed from the property fine.
2. Color and materials: Exterior building walls shall demonstrate the appearance of high-quality
materials of atone, brick, wood or other native materials. Acceptable materials include tinted or
textured masomy block textured architectural coated concrete panels, tinted or textured masonry
block, or gtucco or stucco -like synthetic materials. Smooth -faced concrete block, tilt -up concrete
panels, or prefabricated steel panels are prohibited except as accent materials.
3. Parking Lots: No more than 70% of the off-street parking area for the structure shall be located
between the front fKade of the structure and abutting streets� unless the principal building(s) and/or
parking islare screened from view by other structures, landscaping and/or berms.
4. Pedestrian walkways:
a. A continuous internal pedestrian walkway that is a minimum of eight feet in width shall be
provided from the perimeter sidewalk to the main building entrance. The walkway width shall
be maintained clear of any outdoor sale displays, vending machines, or temporary structures.
b. The internal pedestrian walkway shalt be distinguished from the vehicular driving surfaces
through the use of pavers, colored or scored concrete, or bricks.
c. Walkways at least eight fed in width, shall be provided for any aisle length that is greater than
150 parking spaces or 200 feet away from the main building entrance.
