WHEREAS, the City Council and the Mayor_ of the City of Meridian have concluded that i:t is in the best interest of said City to amend TITLE 5, CHPATER 1, by the revision of Sections 5-119 entitled Water Service Connections and Water Service Lines increasing the fee for connection and hook-up to 'City Water Service and section 5-127 deletting therefrom the double monthly user charges to users onside the City Limits and Section 5-131 entitled Monthly Rates increasing the fees for mothly water usage. That Title 5, Chpater 1, Departments, Water System, be and the same hereby is amended by the recision of Section 5-131 and which shall read as_follows: MONTHLY RATES: All owners who receive or have the right to receive the benefit of the City's municipal water system shall, in return for said benefit pay monthly user charges as described below. The monthly user charge shall be based on~the amount of water .used and the aount of fire and health protection provided by the municipal water supply .system. The o~mers of all property within the Corporate Limits, which propery is within one hundred feet (100') of the municipal water supply system, and all waters users outside the Corporate Limits shall pay a minimum monthly user charge. The minimum monthly user charge for all users shall be based or. one equivalent connection per single family resident. All other water service connections shall be prorated as to the number of equivalent ervice connections assigned to that water user by this Ordinance or as determined by the Board of Appraisers and will be computed on an individual basis. Any user having more than one classification of used"'"~~' shall be charge for the sum of classifications. Each o~,mer shall pay, as full compensation for the benefits derived from the municipal water supply system, the minimum monthly user fee or the monthly user fee, ~,~~hichever is greater: Should an owner request a City Water service line to be dis- connected, for any reason, there shall be paid to the City a disconnection fee of ten dollars ($10.00). The owner must request the City to place the nine back in service. There will be a charge associated with the reactivation of the existing service line. All monthly water rates will be charged against the Property for which the City water service line is installed The ocaner of record is liable for that amount, wr~ich must be paid before water service is resumed. In the event an owner leaves an unclaimed balance in his accoount, that amount shall be kept for six (h) months after which time it shall revert to the General fund of the City. The owner of the property serviced shall pay for the monthly user charge and such owner will be billed for such monthly user charge. Each request for such service must be approved by the Cite Council and all regulations of this Ordinance must be complied with by such special water users. The water user will be considered a special user as long as t being served remains outside the Corporate Limits of the City. The special water user shall be charged an installation charge, connect. charge and a monthly user charge which shall be the same as a user within the City Limits, however, the hookup fees shall be double the fees charred a user within the Cite Limits.
