ORDINANCE NO. 375
AN ORDINANCE AMENDING TITLE VII. CHAPTER 3, ENTITLED SANITARY SERVICE SYSTEM
OF THE REVISED AND COMPILED ORDINANCES OF THE CITY OF MERIDIAN, ADA COUNTY,
IDAHO, BY AMENDING THE DEFINITION OF OWNER AND OCCUPANT AND BY CHANGING THE
METHOD OF COLLECTION SUCH THAT THE OWNER OF THE PROPERTY IS RESPONSIBLI:. FOR
THE PROPERTY SERVED BY THE SANITARY SERVICE SYSTEM.
WHEREAS, the City Council and the Mayor of the City of Meridi'an, Idaho
have concluded that it is in the best interest of said City to amend Title
VII, Chapter 3, by changing certain definitions and by changing the lIIethod
of collection such that the owner of the property is responsible for the
property served by the Sanitary Service System,
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE
CITY OF MERIDIAN, ADA COUNTY, IDAHO,
Section 1. That the fOllowing sections 7-301(F) and 7-312 are hereby
amended to read as follows:
7-301 (F)
The term "owner" shall mean the p~rson owning the real property
where garbage or other refuse is created - or accumulated.

The term "occupant" shall mean the person in possession, charge
or in control of any dwelling, flat, roominghouse, or any eating
place, Shop, place of business, manufacturing or business
establishment where garbage or other refuse is created or
accumulated.
7-132 METHOD OF COLLECTION: Fees shall be billed to arid paid by the
owner of the premises that is served by the sanitary service
system. Fees shall be carried on the water and sewer bills, and the same
shall be paid with water and sewer bills, and the Water and Sewer Departments
are authorized to discontinue their service to the~owner's premises if the
entire water, sewer and garbage bill shall not be paid. Said sanitary"-
service system fees that become delinquent shall be treated the same as
water and/or sewer delinquent fees and shall be subject to the same
penalties, including that the same shall become a lien on the premises
and shall be collected with the taxes. Further. any owner leaving a
delinquency at one location shall not be entitled to service at a new
location until all delinquencies in sanitary service system fees are paid.
Section 2. WHEREAS, there is an emergency therefor, which emergency is
delcared to exist, this Ordinance shall take effect and be in force and
effect from and after its passage, approval and publication as required by
law.
PASSED by the City Council and approved by the Mayor of the City of
Meridian, Ada County, Idaho, this 7th day of July, 1980.
