Prior to final inspection and sign off for this project, a written certificate of completion shall be submitted to
the Planning Department, prepared by a landscape architect, landscape designer or qualified nurseryman
responsible for the landscape plan upon completion ofthe landscape *installation. The Certificate of Completion
shall verify that all landscape improvements, including plant materials and sprinkler installation, are in
substantial compliance with the approved landscape plan.
Elevations: The Elevations prepared Larson Architects on March 28,, 2007, Sheet Number A-2, is approved
(stamped "Approved" on April 6, 2007, by the Meridian Plannifig Department) with no changes from the
Planning Departnient. The approved elevation plan is not to be altered without prior written approval of the
Planning Department.
Cu Per UDC 11 -3C -5B, all landscap'e areas and sidewalks adjacent to driveways, parking lots, or
other vehicle use areas, must be protected by curbing, and wheel stops or other approved protective
devices. Overhang is allowed and wheel stops / protective devices not required when two feet (21) is
added to the width of the adjacent sidewalk or landscaped area. Curbing may be cut to allow for storm
water runoff.
Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-3B. Project
engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the
Americans with Disabilities Act (ADA). Handicap accessible- stalls must have signage in accordance per ADA
and signed appropriately.
Sidewalks: All sidewalks shall be constructed in accordance with I 1-3A-1 7. Sidewalks shall be constructed
prior to occupancy.
11717 : An underground, pressurized irrigation system must be installed to all landscape areas per the
approved specifications and in accordance- with UD C 11-3 A- 15.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with
the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11 -3B-1 0. coordinate with the
Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the
existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11 -
3B-1 O -C.5.
Drainage-.. Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and
shall b e designed in compliance with UDC 11 -3 B - I I and UDC 11 -3 A- 18.
Lig Lighting shall not cause glare or impact the traveling public or neighboring development.
Comply with all lighting standards as defined in UDC 11-3A-11.
S4,rnaae: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with UDC 11 -3 D.
Trash Enclosure: Alt dumpster(s) -must be screened in accordance with UDC -1 1-3A-12. Trash enclosures
must be built in the location and to the size approved by SSC.
Handicap-Acces : The structure, site improvements and parking areas must be in compliance with all
federal handicap -accessibility requirements.
ACHD Acce-ptance: All impact fees, if any, shall be -paid prior to the issuance of a building permit. If any
changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be
submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit.
Certificate of Occupana: All required improvements must be complete prior to obtaining a CertiEcate of
Occupancy. A written certificate of completion shall be prepared by the landscape architect, landscape designer
or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. The
Certificate of Completion shall verify that all landscape improvements, including plant materials and sprinkler
installation, are in substantial compliance with the approved landscape plan. A Temporary Certificate of
Occupancy may be obtained by providing surety to the City in the form of a Letter of Credit or cash in the
amount of I 10% of the cost of the remaining improvements.,A bid must accompany any request for Temporary
Occupancy.
Plan Modifications: Except for the changes mentioned above, the approved Site Plan and Landscape Plan
stamped "Approved" on April 6, 2007, are not to be altered without prior written approval of the Planning

building. The building is generally located at the northwest comer of Eagle and Overland Road in

and core construction of one build* and the associated site work.

Dear Planner:
Please find attached an Application for Design Review and approval on the above mentioned
building. The building is generally located at the northwest corner of Eagle and Overland Road in
the Grandview Station project and the Dorado Subdivision. The project will consist of the shell
and core construction of one building and the associated site work.
The building is 5,209 square feet in size and does *include one drive up window on the east side.
It will be a single story building with roof top mounted HVAC equipment. It will have a stucco
exterior finish and will be accented with color changes. The awnings above the windows will be
fabric or metal.
The building facade 'includes a combination of color changes, reveal lines, cornices, flat roof
elements, awnings above the doors and windows. The facade has been stepped vertically as well
as horizontally to provide relief and variety. There are four colors to be used on the building.
The lower part of the building will have a medium beige stucco. There will be a terra cotta reveal
line and a lighter beige on the top, The cornice on the building will match the color on the lower
part of the building to provide contrast. The awnings will be black in color and are located on
the north and south side of the building

The window frames will be black to match the awnings and the glass will be clear to better display
the retail product in the stores. The side of the building facing Overland Road has been upgrade
to took like the main entries on the north side of the building.
The parking lot is has been located on the north side of the building to be in close proxin-n*ty to the,
main entry for each tenant. A drive up lane is shown along Overland to serve the drive up
window on the east side. We have complied with the Conditional Use requirements and bubble
the drive lane to restrict traffic from proceeding the wrong way through drive lane. We have also
added the requested signage to prevent wrong way traffic. We. have connected the south entry of
the building to the sidewalk on Overland with the. required 8'-0" side walk. In addition, all the
entry points into the building have been cover with an awning and roof combination to provide
protection during adverse weather.
We have completed the Conditional Use Application and we have complete Certificate of Zoning
Compliance Application which is attached to the Design Review Application. We hope this
project will meet with your approval and please feel fi7ee to call if you have questions or concerns
regarding the application.

We have attached the proposed Floor Plan and Elevations changes the owner would like to make to the
approved CZC. In addition, we have attached the original approved Elevations and Floor Plans for your
reference. We need you and staff to let us know if these changes are acceptable under the conditions of the UDC
or if need to take this back to P and Z or City Council. The changes include a revision to the canopy style, a glass
change along the south side so we can have rest rooms in the rear of the store and no glass in the mechanical
room and a change in the parapet to delete the peaked element and go with a horizontal element. We are in a
real time crunch and need to get some direction quickly. Thanks for your help.

I've spoken with management and my analysis I decision, as mentioned below, is correct.
Therefore, you would have to submit application for modification of the existing Conditional Use Permit (MCU) if
you want to push forward with the new elevations. This would, in fact. require a hearing before Planning &
Zoning. As already stated the proposal does not meet the UDC's design requirements for entryway corridors.
Which means that the proj6ct would likely not have the support of Staff.
However, we, Staff, are given the authority under th e UDC to evaluate miaor changes without requiring a MCU

The Eagle / Overland Road intersection is considered an entryway corridor and, therefore, is subject to design
review standards. Upon looking at the new elevations, they do not meet those standards (30% windows,
varying rooflines / planes, awnings / arcades, etc.). Not to mention that the previous elevations were
approved through the CUP process. My inclination is to say that the Applicant would have to go to hearing
before the Planning & Zoning Commission to request a modification of the existing Conditional Use Permit.
The aforementioned concerns are solely mine at this point, so it is possible that Anna and / or Caleb may not
agree with me. I will contact you tomorrow with our decision.
