of approval for AZ -02-010, PP -02-009, CUP -02-012,, SEP -06-002 and CUP -06-008 applications associated
with this'site. The issuance of this CZC does not release the applicant from any previous requirements of the
other permits issued for this site.
Landscq r-ff-%,t
.p I he Landscape Plan prepared by Tomlinson Designs, on March 15, 2007, is approved (stamped
"Approved" on April 3, 2007 by the Meridian Planning Department) with the following changes/notes:
1) Provide I additional tree within the 5 -foot wide landscape buffer along the eastern property
boundary per UDC 11 -3B -8C.
Other than the above-mentioned changes, the approved landscape plan is not to be altered without
prior written approval of the Planning Department. No field changes to landscape plan permitted; prior
written approval of all material changes is required. Prior to final inspection and sign off for this
project, a written certificate of completion shall be submitted to the Planning Department, prepared by
a landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan
upon completion of the landscape installation. The Certificate of Completion shall verify that all
landscape improvements, including plant materials and sprinkler installation, are in substantial
compliance with the approved landscape plan.
Site Plan: The Site Plan prepared by Tomlinson Designs, on March 15, 2007, is approved (stamped
"Approved"' on April 3, 2007 by the Meridian Planning Department) with the following changes (see redline
changes on site plan). -
1) All parking areas adjacent to the sidewalk around the building shall_ be provided with a
substantial wheel restraint to prevent cars from overhaneing beyond the designated par
stall dimensions per UDC 11 -3C -5B3.
Except for the changes mentioned above, the approved site plan is not to be altered without prior
written approval of the Planning Department.
NOTE,-. The type of construction used on the wall(s) of the proposed building may not be in
accordance with current building codes. Openings (doors, windows, etc.) and their
protection may need to be in different locations and constructed to meet current code. This
note is based on the lot fines proposed with Hastings Subdivision #2 and shown on the
submitted site plan. With the recordation of Hastings Subdivision 92 a minimum 20 -foot
front and rear setback and 10 -foot side setback shall be maintained to the proposed
building, as proposed.
Elevations- The Elevations prepared by Tomlinson Designs, on March 12,2007, are approved with no changes
from the Planning Department.
Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the
approved specifications and in accordance with UDC 11 -3 A- 15.
Protection - of Existing Trees: Any existing trees on site must be protected or mitigated for *in accordance with
the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the
Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/re location measures for the
existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC I I -
3B -10-C-5.
Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-3B. Project
engineer/architect shall certify that the number and size of handicap -accessible- spaces conforms to the

Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA
and signed accessible.
Cu : Per UDC 11-3B-51, all landscape areas adjacent to driveways, parking lots, or other vehicle use
areas,, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to
allow for storm water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with I I -3A- 17. Sidewalks shall be constructed
prior to occupancy.
Dra Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and
shall be designed in compliance with UDC 11 -3 B- I I and LTDC 11 -3 A- 18.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and
comply with lighting standards as defined in UDC 11-3A-11.
Signaae: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with UDC 11 -31).
Trash Enclosure: All dumpster(s) must be screened in accordance with LTDC-1 1-3A-12. Trash enclosures
must be built in the location and to the size approved by SSC.
Handicap -Accessi : The structure, site improvements and parking areas must be in compliance with all
federal handicap -accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any
changes must be made to the site plan to accommodate the ACHD requirements,, a new site plan shall be
submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit.
Certificate of Occoanc : All required improvements must be complete prior to obtaining a Certificate of
Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is
unlawful to use or occupy any building or structure until the Building Official has issued a certificate of
occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building
Department (208) 887-2211 after inspections are complete and the field inspection record is returned to the
Building Department.
Plan Modifications: Except for the changes mentioned above, the approved Site Plan and Landscape Plan
stamped "Approved"' on April 3, 2007, are not to be altered without prior written approval of the Planning
Department. No significant field changes to the site or landscape plans are permitted; prior written approval of
all changes is required.
Note: If the plat for the subdivision in which this property lies has not been recorded, all subdivision
improvements shall be installed prior to occupancy of the first structure in the subdivision.

This building is one of the six buildings located in the Lochsa Business Park, Hastings
Subdivision, developed by R.S. Hosac Lac. Two of the buildings *in this development
have already been constructed in Phase 1. This buildm*'g,, included in Phase IL will meet
the high standards of design set by the existing structures. Form, materials, and the colors
proposed are intended to be in the same genre of those existing in order to promote
consistency throughout development. Small deviations *in shape and design allow this
building to be identifiable to the user while navigating the business park. By being
located directly adjacent to the Lochsa Falls residential development, high volume traffic
is expected so the orientation of the building on the site promotes ideal traffic circulation.
The use of well planned landscaping that will tie the entire site together.
This building does not front an entrance corridor so an Administrative Design Review is
not necessitated. However, other buildings in this development do align. with the Chinden
road entrance corridor to the city of Meridian. This building is held to the same high
standard of design as the adjacent buildings M* order to promote the b e"autification of the
community.

Building #3
The following report is intended to verify the accuracy and completeness of the installed
landscaping per the landscape plan dated 5/17/07 for Lochsa Falls Business Park building #3. This
building is located on Lot 6, Block I of the Hastings subdivision #2. On 10/18/2007, per the
request of Steed construction, Tomlinson Designs inspected the installed landscaping for building
#3.
Findings:
• The two 2 1/2 " cal. Maple trees were installed per plan in count and location
• The two 2 V2" cal. Desert Ash trees were installed per plan in count and location
• The one 2 Y2" cal. Seedless Ash tree was installed per plan in count and location
• The planting beds along the East, North, and West sides of the building was installed per
plan in size and shape. There is an acceptable amount of vegetation substitution. All
vegetation installed in the planting beds was done in a manner to promote healthy growth,
aesthetically pleasing variety, and ground coverage that complies with current city
ordinances.

In response to your request for comment, the Ada County Highway District (ACHD)
Planning Review staff has reviewed the submitted application and site plan for the item
referenced above. It has been determined that there are no site specific requirements for
you at this time due to the fact that the proposed development has no frontage on an
ACHD roadway. Everest Lane is a private roadway and Chinden Boulevard is under Idaho
Transportation Department (ITD) jurisdiction.
If the site plan or use should change in the future, ACHD Planning Review will review the
site plan and may require improvements to the transportation system at that time.
Prior to final approval you will need to submit construction plans to the ACHD
Development Review Department to insure compliance with the conditions identified
above or for traffic impact fee assessment. This is a separate review process that requires
direct plans submittal to the Development Review staff at the Highway District.
A traffic impact fee will need to be assessed by ACHD and will be due prior to the
issuance of a building permit. Contact ACHD Planning & Development Services at
387-6170 for information reaardina imoact fees.
Prior to the construction or installation of any roadway improvements (curb, gutter,
sidewalk, pavement widening, driveways, culverts, etc), a permit or license agreement
must be obtained from ACHD.

This Certificate of Zoning Compliance was previously approved April 3, 2005. The
site and landscape plan have been revised to accommodate a water easement on
:the east side of the lot. The building has been moved 11 feet to the west, which also
eliminated landscaping on the western perimeter. The revised plan was approved
June 5, 2007.
