Proposed Tully Skate Park Rule Change
During the March 14, 2007 Parks and Recreation Commission meeting,
the commission reviewed and revisited the issues in regards to bicycles
on the skate park. The Parks and Recreation Commission recommended
change to the current rules and approved the use of bikes on the skate
park. It was unanimously approved by the commission to be sent
forward to the Mayor and City Council for their approval.
The Parks and Recreation Commission approved the change realizing that
bikes on the skate park is difficult to enforce and that bikes do not
increase the cost of maintenance as originally thought.
The Parks & Recreation Commission and Park Staff are requesting your
approval of the rule change to allow bicycles on the Tully Skate Park.

I am requesting that the Parks and Recreation Commission approve my
recommendation to change the Tully Park Skate Park Rules to allow
bicycles to use the Skate Park. With Commission approval of this
recommendation I will submit a request to the City Council to adopt the
rule change by council resolution.
There has been much discussion of this proposal over the last several
months and the work of the Mayor' s Youth Council regarding this issue
is to be noted. Enforcement of the existing rule to not allow bicycles has
placed an unreasonable burden on Department Park Staff and Police
Department officers with no change in use patterns. The most
reasonable solution to this issue is to allow bicycles on the Skate Park as
that has been the use of the facility in spite of the rule. All other posted
rules will still apply to all users of the facility.

A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
MERIDIAN TO PROVIDE FOR FINDINGS AND TO ESTABLISH SKATE PARK
RULES AND PARKSHEL TER RULES UNDER THE PARK REGULATIONS CODE
AT CHAPTER 13 TITLE 2 FOR THE PARKS AND RECREATION DEPARTMENT
FOR THE CITY OF MERIDIAN; AND PROVIDING AN EFFECTrvE DATE.
WHEREAS, the Mayor and Council have the authority [pursuant to I.e. 950-
302J to establish resolutions not inconsistent with,the laws of the state of Idaho as may be
ex;pedient, in addition to the special powers therein granted, to maintain the peace, good
$ovemrnent and welfare of the corporation and its trade, commerce and industry; and
WHEREAS, the skate park and park shelters are owped and operated by the
/-Parks and Recreation Department of the City of Meridian and are made available to the public
for their enjoyment and pleasure as long as the public abides by the skate park rules and park
shelter rules; and
WHEREAS, the City has authority under the Park Regulations Ordinance Code
at Chapter 13 Title 2 ofthe Meridian City Code to set rules and regulations; and
WHEREAS, the Mayor and Council have deemed it expedient and in the best
interests ofthe City of Meridian to establish skate park rules and park shelter rules for the City of
Meridian to implement guidelines for the appropriate use ofthe skate park and park shelters for
the'public for the City of Meridian. '
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF MERIDIAN, IDAHO as follows:
SECTION 1. Pursuant to Idaho Code ~50..301 et seq.. the Mayor and City Council
hereby adopt the City of Meridian Skate Park Rules and Park Shelter Rules for the Parks and
Recreation Department for the City of Meridian, copies of which are attached hereto as Exhibits
I and 2, respectively, and incorporated as if set forth in full herein. A copy ofthis Resolution and
attached Exhibits 1 and 2 shall beheld on file in the office of the City Clerk.

. Skate safe and have fun - Remember, use of the Skate Park is
at your ow"!i risk.
· Treat everyone with respect.
. Hours of Operation: YS hour before sunrise to Y2 hour after
sunset.
. Skateboards and Inline Skates Only. NO bicycles or
scooters allowed.
. Skateboard helmets are strongly recommended at all
times when skating Of standing on the Skate Park surface.
Elbow, wrist and kneepads are also recommended.
· No glass containers.
· No weapons.
· No alcoholic beverages.
· No smoking.
· Personal Conduct and Behavior:
1. No threats or violence.
2. No graffiti.
3. No littering.
. The City of Meridian is NOT responsible for lost or stolen
items.
. The Skate Park is CLOSED when ice or snow is on the
surface.

· No climbing or hanging from the shelter structure.
· No littering.
· No graffiti.
· No alcoholic beverages allowed except by approved
Park Alcohol Beverage Application and Permit.
· Reservations shall have priority for use of shelter.
· The City of Meridian is NOT responsible for lost or
stolen items.
