Narrative and Calculations Table Describing the Temporary Use
Kastera Homes has signed a contract to acquire the entire 182 acre site known to City of
Meridian officials as the Tanana Valley Subdivision. Kastera Homes will now develop this fine
addition to the City of Meridian as Cavanaugh. Tills property has already been annexed into the
City of Meridian with an approved preliminary plat and a development agreement.
Kastera Homes has contracted with G & B Concrete Company, McManus Construction
Company, JUB Engineers, and the Nampa Meridian Irrigation District to begin construction
activities at Cavanaugh. The initial construction involves lining the Ridenbaugh Canal
throughout this property during February and March 2007 before water enters the canal this
spring. Right after canal lining, off-site sewer and water utility construction will begin.
In accordance with Meridian's Unified Development Code, Article E., we are applying for a
temporary use permit to use the existing home on the property as a teillporary construction
facility (11-3E-7) and a real estate sales office (11-3E-6). When construction of Cavanaugh is
complete, we will apply to the City of Meridian for a permanent permit to convert this temporary
construction and sales office facility into a full service community center available to all
residents of Cavanaugh. However, this permit request is only for a temporary construction
facility as allowed by the City of Meridian in Article E. The temporary use permit will begin on
February 27, 2007 and end on February 27, 2008. The existing building will not be enlarged.
The existing home on the Cavanaugh property has two points of access to public roads, paved
parking for workers, plus ample paved areas for visitor parking and storage of trucks and
equipment. This is an ideal temporary use for the existing home. This temporary use permit
allows our company to recycle an existing building facility for adaptive reuse in accordance with
the Meridian Comprehensive Plan.
