this CZC does not release the applicant from any previous requirements of the other permits issued for this site.
Landscavig: The Landscape Plan prepared by WD Waite Architects, LLC, on March 16,2007, labeled Sheet L-1,
is approved (stamped "Approved" on March 14, 2007 by the Meridian Planning Department) with the following
changes/notes:
1) Place 2 additional trees (1 -deciduous and 1 -conifer) alont! the southernDroDertv boundary to
create a barrier that allows trees to touch at the time of tree matuEj!y per UDC 11-3B-9CIb, for a
buffer between land uses.
2) Fencin LiFis recommended alon ey the southDrODertv boundary to create more of a buffer between
the commercial and the future residential uses.,
Other than the above-mentioned change, the approved landscape plan is not to be altered without prior
written approval ofthe Planning Department. No field changes to landscape plan permitted; prior written
approval of all material changes is required. Prior to final inspection and sign off for this project a written
certificate of completion shall be submitted to the Planning Department, prepared by a landscape architect,
landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the
landscape installation. The Certificate of Completion shall verify that all landscape improvements,
including plant materials and sprhMer *installation, are in substantial compliance with the approved
landscape plan.
Site Plan: The Site Plan prepared by WD Waite Architects, LLC,, on March 5, 2007, labeled Sheet A-1, is
approved (stamped "'Approved" on March 14, 2007 by the Meridian Planning Department) with the following
changes (see redline changes on site plan):
11. Install wheel restraints in all parldng spaces adjacent to a sidewalk to prevent cars from
overhanging onto the sidewalk bnond the designated parking stall dimensions, per UDC 11 -3C -
5B3.
Except for the changes mentioned above, the approved site plan is not to be altered without prior written
approval of the Planning Department.
Elevations: The Elevations prepared by VVD Waite Architects, LLC (Sheet A-3_, dated 3-5-07) are approved with no
changes from the Planning Department.
Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved
specifications and in accordance with UDC I I -3A- 15.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the
Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks
Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees
prior to construction. Any severely damaged tree must be replaced in compliance with UDC I I -3B- I O -C.5.
P The proposed parking areas shaU be paved and striped in accordance with UDC 11-3B. Project
engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans
with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed
accessible. Wheel restraints are reguired to prevent cars from encroaching beyond the designated parldne
staU dimensions.
C : Per UDC. I 1-3B-51, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas,
must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for
storm water runoff.
Sidewalks.- All sidewalks shall be constructed in accordance with I I -3A- 17. Sidewalks shall be constructed prior
to occupancy.

In -:. Storm water drainage swales shall not have a slope steeper than 3 1, shall be fully vegetated, and shall
be designed in compliance with UDC I I -3B- I I and UDC I I -3A- 18.
Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and
comply with lighting standards as defined in UDC 11-3A-11.
Sipage: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with UDC I 1 -31).
Trash Enclosure: All dumpster(s) must be screened in accordance with LJDC- I 1-3A- 12. Trash enclosures must be
built in the location and to the size approved by SSC.
HandicaD-Acces : The structure, site improvements and parldng areas must be 'in compliance with all federal
handicap -accessibility requirements.
ACHD Acce-Dtance: All impact fees, if any, shall be paid prior to the issuance of a building permit Ifany changes
must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the
City of Meridian Planning staff for approval prior to the issuance of a building permit.
Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of
Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is
unlawful to use or occupy any building or structure until the Building Official has issued a certificate of occupancy.
A certificate of occupancy or temporary certificate of occupancy is obtained from the Building Department (208)
8 87-2211 after inspections are complete and the field inspection record is returned to the Building Department.
Plan Modifications: Except for the changes mentioned above, the approved Site Plan, Landscape Plan stamped
on March 14, 2007, and Elevations, and are not to be altered without prior written approval of the
Planning Department. No significant field changes to the site or landscape plans are permitted-, prior written
approval of all changes is required.
Note-. If the plat for the subdivision 'in which this property Res has not been recorded, all. subdivision
improvements shall be installed prior to occupancy of the first structure in the subdivision.

This narrative is intended to comply with the City of Meridian requirements for a CZC
application regarding the above mentioned propel ty. We intend to construct a tenant
improvement for Healthy Habits which is an office use. The building department has
required a vestibule for this project and we request a CZC for the vestibule to go in the
front of the existing building, partially on the exterior of the building. The front elevation
of the existing building will not change much because we are constructing the vestibule
beneath the existing overhang, the side elevation also will not change much because there
are existing columns that will cover much of the proposed construction.

Zoning Commission and City Council recommend a waiver from the
Zoning Ordinance to reduce the required landscape buffer along the
Cemetery (to the west) and Medimont Subdivision (to the cast) to only
five feet, in order to accommodate the placement of garages but requires
solid fencing.
9. According to the Landscape Ordinance, the western boundary of Lots 1,
2, 4, and 6 of Block I a 20 -foot landscape buffer is required between the
different land uses. Changes to the site plan shall be made, or the
applicant may make a request. to the Commission and Council, at the
public hearing, to reduce the landscape setback between different land
uses. The Council and Commission may reduce the setback based on
the fact that this application is a PD, which would allow a reduction in
setback requirements if the Council and Commission find that it would
be appropriate. The Planning and Zoning Commission and City
Council further recommend that the buffer be reduced to 5' adjacent to
Stonebridge Subdivision, and reduced from 20' to 10' on the westerly
boundary.

on parking lots, with 10' setbacks for other sides and 20' between

the City of Meridian Zoning and Development Ordinance.
