Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbing: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. PROJECT DESCRIPTION The project proposes to convert an existing residence into a limited hours restaurant/coffee shop. The street side walks, lawn and landscaping will remain 'as is' (see photos). The front (street face) of the building will remain 'as is' with the exception of adding handrails to the porch. The left and right sides will be re-faced with a fire resistant (Hardy Board) type of lap siding which will be very similar to what is existing. A wood ramp will be added to the left side of the building to allow access for disabled persons. The garage door will be removed and replaced with an exit door and window. The remaining area will be finished with siding to match what is existing. The remainder of the rear (alley facing} wall will remain 'as is'. The existing concrete drive will be slightly enlarged to provide a loading surface for a dumpster. The dumpster will be enclosed with a 6' tall, 1x4, dog-eared wood fence, similar to neighboring properties. The drive will be striped to provide 1 standard parking stall and one accessible stall. Remaining parking will be provided by agreement with the City. This project will provide a much needed downtown restaurant and will encourage additional mixed-use development in the O-T zone furthering the goals of the City's Master Plan. Following proposed renovation and conversion of the garage area, the square footage will. be 2,974. According to City of Meridian Uniform Development Code, Chapter 3, Article C, the requirement for off-street parking is one parking space for every five hundred gross square feet of floor area. Under this code, six parking spaces would be mandated for the restaurant. Due to the small nature of the lot at 39 E State Ave, it is not possible f ar the proposed breakf ast restaurant to comply with this section of the parking code. A request f or alternative compliance is therefore being sought. Although the square footage of the house at 39 E State Ave will be 2,974, only 1,983 of that footage will be on the main Haar. The remaining area is comprised of basement. The basement is down a full flight of stairs. Due to the inconvenience, inaccessib' 'ty, and possible liab' 'ty of the stairs, the basement will not be used as part of the restaurant. it is therefore respectfully requested that only the main floor of the house X1,953 square feet} be used to calculate the requirement for off-street parking. ft is suggested that the ' 'ted hours of operation for the proposed breakf ast restaurant, plus the availabili of on-street and ublic arkin spaces in the vicinity render the use of such spaces a viable option. Due to the early hours of operation, the proposed breakfast restaurant wx nat likely be competing with patrons of other businesses f or on-street and~or public parking. It is esti~m.ated_the majority of the breakfast restaurant business will conclude by 10:30 A.M.
