AND C., PROVISIONS FOR FLOOD HAZARD REDUCTION - ANCHORING, CONSTRUCTION MATERIALS AND METHODS, BY THE ADDmON AND ELIMINATION OF WORDS WITHIN THOSE SECTIONS, AND BY THE ADDmON OF A NEW SUBSECTION 10-6.5 A. 6. CRAWLSPACES; AND BY AMENDING SECTIONS 10-6-5 B. 1. 8. AND b. PROVISIONS FOR FLOOD HAZARD REDUCTION - SPECIFIC STANDARDS - RESIDENTIAL CONSTRUCTION BY THE ADDmON AND/OR ELIMINATION OF WORDS WITHIN THOSE SECTIONS; AND PROVIDING AN EFFECTIVE DATE. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF MERIDIAN, ADA COUNTY, IDAHO: SECTION 1: That Section 10-6-2 DEFINITIONS - LOWEST FLOOR of the Meridian City Code, be, and the same is hereby amended to read as follows: 10-6-2 DEFINITIONS: LOWEST FLOOR: The lowest floor of the lowest enclosed area (including basements but excluding allowable below grade crawlspaces). An unfinished or flood resistant enclosure, usable solely for parking of vehicles, building access or storage, in an area other than a basement area, is not considered a building's lowest floor; provided, that such enclosure is not built so as to render the structure in violation of the application nonelevation design requirements of this Chapter found at subsection 1O-6-5BI of this Chapter. AMENDING ORDINANCE NO. 01-928 FLOOD DAMAGE PREVENTION AND FLOODPLAIN SECTION 2: That Section 10-6-5 A. 1. a PROVISIONS FOR FLOOD HAZARD REDUCTION - GENERAL STANDARDS - ANCHORING of the Meridian City Code, be, and the same is hereby amended to read as follows: 10-6-5 PROVISIONS FOR FLOOD HAZARD REDUCTION: A. General Standards: In all areas of special flood hazard, the following standards are required: 1. Anchoring: a. All manufactured homes must likewise be anchored to prevent flotation; collapse or lateral movement, and shall be instal1ed using methods and practices that minimize flood damage. Anchoring methods may include, but are not limited to, use of oyer-the-top or ftame ties to ground anchors (reference FEMA's "Manufactured Home Installation in Flood Hazard Area" guidebook for additional techniques). General Standards: In all areas of special flood hazard, the following standards are required: 2. Construction Materials And Methods: a. SECTION 4: That Section 10-6-5 A. PROVISIONS FOR FLOOD HAZARD REDUCTION of the Meridian City Code, be, and the same is hereby amended by the addition thereto of a new subsection 6., and to read as follows: 10-6-5 PROVISIONS FOR FLOOD HAZARD REDUCTION: A. General Standards: In all areas of special flood hazard, the following standards are required: 6. Crawlspaces: Jh The interior grade of a crawlspace sha11 not be more than 2 feet below the lowest adjacent exterior !!Tade. !1. The heil!ht of anv below grade crawlspace. measured from the interior grade of the crawls\,ace to the top to the crawlsDace foundation wall shall not exceed four (4) feet at any point. !<.. An adeauate drainage system that remoyes floodwaters ITom the interior of the crawlspace within a reasonable time after a flood eyent shall be required for all homes with a below @fade crawlfiPace. The design of the drainage plan shall be approyed by the public works department prior to the issuance of a buildin~ Dermit. !l The velocity of floodwaters at the building site shall not exceed 5 feet per second for any crawlfiPace. !t. Below grade crawlspace construction in accordance with the requirements listed aboye will not be considered basements. f. Applicants building below grade crawlspaces within the floodplain shall be notified that flood insurance premiums will not be able to be detennined by agents using the NFIP Flood Insurance Manual. SECTION 5: That Section 10-6-5 B. 1. a and b PROVISIONS FOR FLOOD HAZARD REDUCTION - SPECIFIC STANDARDS - RESIDENTIAL CONSTRUCTION of the Meridian City Code, be, and the same is hereby amended to read as follows: 10-6-5 PROVISIONS FOR FLOOD HAZARD REDUCTION: B. Specific Standards: In all areas of special flood hazard where base flood elevation data has been provided as set forth in subsection 10-6-3B or subsection 1O-6-4C3 of this Chapter; the following provisions are required: 1. Residential Construction: a. New construction and substantial improvement of any residential structure shall haye the lowest floor, excluding approyed below grade crawlspaces iook:uiiag basemeøt, elevated to or aboye base flood elevation. b. Fully enclosed areas. other than allowable below grade crawlspaces wlùch below the lowest floor that are subject to flooding are prolùbited, or shall be designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit offlood waters. Designs for meeting this requirement must either be certified by a registered professional engineer or arclùtect or nrust meet or exceed the following minimum criteria: I) A minimum of two (2) openings having a total net area of not less than one square inch for eyery square foot of enclosed area subject to flooding shall be provided. 2) The bottom of all openings shall be no lùgher than one-foot (I) aboye grade. 3) Openings may be equipped with screens, louyers, or other COyerings or devices; provided, that they permit the automatic entry and exit of floodwaters. SECTION 6: All ordinances, resolutions, orders or parts thereof in conflict herewith are hereby repealed, rescinded and annulled. SECTION 7: VALIDITY: The Meridian City Council hereby declares that any section, paragraph, sentence or word of tlùs Ordinance as adopted and amended herein be AMENDING ORDINANCE NO. 01-928 FLOOD DAMAGE PREVENTION AND FLOODPLAIN 4 declared for any reason to be inyalid it is the intent of the Meridian City Council that it would have passed all other portions of this ordinance independent of the elimination hereftom of any portion as may be declared invalid. SECTION 8: DATE OF EFFECT: This Ordinance shall be in full force and effect within one (1) month after its passage, approval and publication, according to law.
