Site Plan: The Site Plan prepared by McCarter Moorhouse Company, Inc_, dated June 28, 2006, labeled Sheet C-2 is approved {stamped "Approved" on Septeznber'7, 2006 by the Meridian Planning Department) with the following change (see redline change on plan): 1) UDC 11-4-3.9-B1 requires all outdoor play areas shall be completely enclosed by minimum six-foot {6') non-scalable fence to secure against exitlentry by small children, and to screen abutting properties. The fencing material shall ,meet the swimming pool fence requirements of the Building Code in accord with Title 10 of the Meridian City Municipal Code. 2) UDC-3B-9C-ld states that chainlink fencing with or without slats does not qualify as a screening material. Except in the 1-L and I-H districts, chainlink or cyclone fencing is prohibited within required buffers between different land uses. Chainlink may be used beyond the required buffer. Provide six-foot (6') non-scalable fencing along the south perimeter of the property between the daycare and the Fire Department's existing chainlink fence with slats. The approved site plan is not to be altered without prior written approval of the Planning Department Elevations: The Elevations prepared by McCarter Moorhouse Company, Inc., dated June 28, 2006, are approved with no changes from the Planning Department. Da Care standards: UDC 11-9--3.9 lists specific criteria for day care facilities that serve children. The applicant shall comply with the following: • In determining the type of day care facility, the total number of children cared for during the day and not the number of children at the facility at one time, is the determining factor. The operator's children are excluded from the number. • On-site vehicle pickup, parking and turnaround areas shall be provided to ensure safe discharge and pickup of clients. + The decision-making body shall specify the maximum number of allowable clients and hours of operation as conditions of approval. • The applicant or owner shall secure and maintain a Basic Day Care License from the State of Idaho Department of Health and Welfare-Family and Children's Services Division. • in residential districts or uses adjoining an adjacent residence, the hours of operation shall be between 6:00 a.m. to 11:00 p.m. This standard may be modified through approval of a Conditional Use Permit. • All outdoor play areas shall be completely enclosed by minimum six-foot {6'} non-scalable fence to secure against exit entry by small children and to screen abutting properties. The fencing material shall rrieet the swiixin~.ng pool fence requirements of the Building Code in accord with Title 10 of the Meridian City Municipal Code. • Outdoor play equipment over six feet (6') high shall not be located in a front yard or within any required yard. • Outdoor play areas in residential districts adjacent to an existing residence shall not be used after dusk. Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC l 1-3A-15. Protection of Existin Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B- 10, coordinate with the Parks Department Arborist {Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11-3B-10-C.5. Parkin: The proposed parking areas sha11 be paved and striped in accordance Frith UDC 11-3B. Project engineer/architect shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed "Van Accessible". On-site vehicle pickup, parking and turnaround areas shall be provided to ensure safe discharge and pickup of clients. Day care parking shall be designated on the southwest side of the site. Per CUP- 06-Q16 install signs on both sides of-the entrance to the parking lot, within the landscape planters, that state: "Vehicles must park in designated stalls only". This should prevent cars from parking/waiting in the drive aisles, otherwise blocking parked cars from exiting the site efficiently. All parents/guardians should be required to park in a stall and go in to pick-up the children. Handicap-Accessibility: The structure, site improvements and parking must be in compliance with all federal handicap accessibility requirements. AC`HD AcceptanceM All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACRD requirements, a new site plan shall be submitted to the City of Meridian Planning Department staff for approval prior to the issuance of a building permit. All business signs will require a separate sign permit in compliance with UDC I i~3D. Trash Enclosure: Any dumpster(s) must be screened in accordance with UDC-1 i-3A-I2. Trash enclosures must be built in fine location and to the size approved by SSC. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. A written certificate of completion shall be prepared by the landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. The Certificate of Completion shall verify that all landscape improvements, including plant materials and sprinkler installation, are insubstantial compliance with the approved landscape plan. A Temporary Certificate of Occupancy may be obtained by providing surety to the Cityrn the form of a Letter of Credit or cash in the amount of 1 10% of the cost of the remaining improvements. A bid must accompany any request far Temporary Occupancy. Our building would be approximately 3190 square feet and be esthetically pleasing by using a variety of materials in accordance to the requirements of the subdivision. The ACRD Commission will not hear this item unless the site plan is changed in such a manner as to require Commission review. However, ACHD receives many calls from neighbors of day care centers concerning the volume of traffic and the number of parked vehicles near existing day care centers. Each parent typically makes two round trips per day (i.e. four one-way trips). The Institute of Transportation Engineers (ITE) data shows that a typical day cares created 4.52 vehicle trips per day per student. The proposed SS student facility can be expected to generate 262.16 total vehicle trips per day. No traffic impact fees will be required by the day care. All future design plans and construction shall be in accordance with the Ada County Highway District Policy Manual, ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACHD Ordinances unless specifically waived in writing by the District.
