Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance withthe
Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks
DepartmentArborist (Elroy Huf� 888-3579) for approval of protection/relocationmeasu=fortheexistingtrms
prior to construction. Any severely damaged tree must be replaced in compliance, with UDC 11 -3B -10-C.5,
Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-3B. Project
engineorlarchitect shall certify that the number and size ofhandicap-accessibIQ spaces conforms to the Americans
with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance with ADA standards.
Curbin : Per UDC 11-313-51, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas,
must be, protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cutto allow for
storm water runoff.
Sidewalks: All sidewalks shall be constructed in accordance with 11 -3A- 17. Sidewalks shall be constructed prior
to occupancy.
Drainage. Storm water drainage swales shall not have a slope steeper than 3. 1, shall be fully vegetateA and shall
be designed in compliance with TJDC 11-3B-1 I and UDC 11-3A-18.
Fencing: Any required or proposed fencing shall be installed with current fencing standards as defmcd in UDC
11-3A-7.
- Lighting shall not cause glare or impact the traveling public or neighboring development and
comply with fighting standards as defined in UDC 11-3A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with TJDC I 1-3D.
TrashEnclosure: All dumpster(s) must be screened in accordance with UDC -1 1-3A- 12. Trash enclosures must
be built in the location and to the size approved by SSC.
Handicgp-Accessibilitv: The structure, site improvements and parking areas -mu t be in compliance with all
federal handicap -accessibility requirements.
ACHD AccWtance: All impact fees, if �ny, shall be paid prior to the issuance of a building permit. If any
changes must be made to the site plan to accommodate the ACHD requirements, a now site plan shall be
submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit.
Certificate of Oc=M- All required improvements must be complete prior to obtaining a Certificate of
Occupancy. A written certificate of completion shall be -prepared by the lagdscape architect, landscap
desigger or qualified nurstaman responsible for the landscape plan upon completion of the landscap
installation. The Certificate of Completion shall verify that all landscape improvements, including plantmatetials
and sprinkler installation, Xe in substantial compliance with the approved landscape, plan. A Temporary
Certificate of Occupancy m6y be obtained by providi�g surety to the City in the form of a Letter of Credit or cash
in the amount of 110% of the cost of the remaining improvements. A bid must accompany any request for
Temporary Occupancy.
Plan Modifications.' The Site Plan and Landscape Plan are approved as submitted (stamped "Approved on
September 1, 2006), and are not to be altered without prior written approval of the Planning Department. No
significant field changes to the site or landscape plans are permitted; prior written approval of all changes is

The Amke Subdivision was approved September 20, 2005. The approval process
included annexation into the City of Meridian, Rezoned to R-40, (to include that "all set
'backs be measured from the external boundaries of the project") and an approved
Conditional Use permit to include but not limited to the following:
1. 18 Unit Townhouse Subdivision, consisting of 6 tri-plexes buildings and 18
individual but attached building lots.
2. Private roads within the �ubdivision.
3. Approved landscape Plans Pressurized Irrigation system to be drawn from an
existing well with a 2 inch looped system for future tie in to Nampa Meridian
Irrigation.
4. 20 FT Landscape easement/buffer contiguous to Pine Ave,

Staff has reviewed this submittal and offers the following comments:
APPLICATION SUMMARY & LOCATION
The applicant, Michael Amke, has applied for final plat modification approval to modify the approved
fencing in Arnke Subdivision. The approved fencing shown on the landscape plan for Arnke Subdivision
is six-foot solid vinyl. The applicant is requesting approval to allow the existing chain link -fencing with
privacy slats along the east and north boundaries to remain and is proposing to plant vegetation along the
east and north boundaries to add aesthetic appeal to the area. Also, the applicant is requesting the access
to the east, located between Arnke Subdivision and the LDS seminary, be allowed a chain link fence gate
in lieu of pipe bollards. The fencing along the west and south boundaries will be constructed of six-foot
vinyl material.
Arnke Subdivision is located at 2070 W. Pine avenue in the NE 1/4of T. 3N., R. I W., Section 11. The
site has already been platted.
STAFF ANALYSIS & RECOAlWNDATION
As stated ' above, the chain link fencing abutting Arnke Subdivision on the east and north boundaries are
already constructed. The fencing to the east boundary has been constructed by the -LDS seminary and the
fencing on the north boundary has been constructed by the school district. The applicant has been in
contact with the LDS seminary and the school district and they do not wish to have their fences replaced.
Joe Silva with the Meridian Fire Department has approved the applicant's request to use a chain link
fence gate in lieu of pipe bollards, if the following conditions are met: 1.) The emergency access road is
to be 201 ' wide and capable of supporting 75,000lbs; 2.) The emergency access road is approved to have a
20' (2 x 10' sections) wide cyclone fence gate equipped with a Knoxbox padlock ordered thru the
Meridian Fire Department.
The Unified Development Code (UDC) does not have a requirement for permanent perimeter fencing..
Therefore, staff supports the change in materials to chain link fencing with privacy slats and vegetation
along the -east and north boundaries, and the change for the chain link fence gate in lieu of pipe bollards.
Staff recommends Wproval to modify the approved fencing for Arnke Subdivision (MFP-06-004). as
proposed by the gpplicant.

Site/Landscape Plan: The Site/Landscape Plan prepared by The Land Group, on December 23, 2005, labeled

Elevations: The elevations for the townhouse units are approved as shown on the plans stamped "Approved"on
September 1, 2006. The townhouse units shall be constructed as shown on the approved elevations.
Irrigatt : An underground, pressurized irrigation system must be installed to all landscape areas per the
approved specifications and in accordance with UDC I 1-3A- 15.
Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance witlithe
Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks
Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocationmeasures for the existingtrees
prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11 -3B -10-C,5.
Parking: The proposed parking areas shall be paved and striped in accordance with LTDC 11-313. Project
engmer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans
with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance with ADA standards.
Corbin : Per UDC 11-3B-51, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas,
must be. protected by curbing, wheel stops, or other approved protective devices, Curbing maybe cut to allow for
storm water runoff.
Sidewalks: All sidewalks shaU be constructed in accordance with I I -3A- 17. Sidewalks shall be constructed prior
to occupancy.
Drainage: Storm water drainage swales shall not have a slope steeper than 3: 1, shall be fully vegetated, and shall
be designed in compliance with UDC 11-313-11 and UDC 11-3A-18.
Fencing: Any required or proposed fencing shall be installed with current fencing standards as defined in UDC
11-3A-7.
Li : Lighting shall not cause glare or impact the traveling public or neighboring development and
comply with lighting standards as defined in UDC 11-3A-11.
Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in
compliance with UDC 11-31).
TrashEnclosure: All dunipster(s) must be screened in accordance with UDC -I 1-3A-12. Trash enclosures must
be built in the location and to the size approved by SSC.
Handicap-Accessibifity: The structure, site improvements and parking areas must be in compliance with all
federal handicap -accessibility requirements.
ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. N any
changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be
submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit.
Certificate of Oc "uancy: All required improvements must be complete prior to obtaining a Certificate of
Occupancy. A written certificate of completion shall be prepared by the landscape architect, landscape
desi2ner or gualified nurseryman responsible for the landscape Wan upon completion of the landscape
installation. The Certificate of Completion shall verify that all landscape improvements, includingplantmaterials
and sprinkler installation, - are in substantial compliance with the approved landscape plan. A Temporary
Certificate of Occupancy may be obtained by providing surety to the City in the form of a Letter of Credit or cash
in the amount of 110% of the cost of the remaining improvements. A bid must accompany any request for
Temporary Occupancy.
Plan Modifications: The Site Plan and Landscape Plan are approved as submitted (stamped "Approved on
September 1, 2006), and are not to be altered without prior written approval of the Planning Department. No
significant field changes to the site or landscape plans are permitted-, prior written approval of all changes is
required.

I received your fax this morning and just wanted to let you know that I
still need the following items in order to process & approve your
Certificate of Zoning Compliance application:
* Elevations of all townhomes labeled as to which lots they will be
built on
* Elevations must include brick/stone on the rear of ALL structures
As soon as you can get these submitted, I'll issue your CZC. Give me a
