We just spoke at the post office about finding a location for our mailbox for the small development project we are doing in Meridian. Thank you for speaking with me this afternoon and offering to help us with this. I have attached the document that has been submitted for our hearing with the city on April 9th that shows the location and proposed development. The city staff are requesting a letter from the Post office to submit along with our project. Stacy Hirsch has been the lead at the city for us (shersh@meridiancity.org) Below is the notice the gave us. When you have located the best location for the mailbox let me know. Julie Bingham 208-860-6207 3 CBU Requirements: 1) Loca?on Requirements: a. Please ensure the mail carrier can CONSISTENTLY park NEAR the CBU loca?on to efficiently park/deliver i. Carrier should be able to park safely (i.e. not obstruc?ng traffic, clear view to pull in/out of parking area, etc) ii. Depending on loca?on (i.e. street or clubhouse parking lot) we may ask that ‘No Parking’ signs be posted, OR lines on the pavement/parking area be put down so the carrier always has a place to park near the CBUs iii. **Meridian Post Office management will have to CONFIRM the loca?on prior to permanent placement*** 1. When a loca?on is iden?fied, please mark it on a Plat Map or Site Map and email to us @ 83642MeridianID-Postmaster@usps.gov . We will respond back if it is approved, or if we have concerns. a. A member of management may have to physically verify the loca?on prior to approval 2) CBU Requirements (examples next pages): a. 5:1 mailbox to parcel locker ra?o (see last page) must be met before delivery will start b. Outside numbering for mailboxes & parcel lockers must be sequen?al from one CBU to the next (See pg. 2 for example) i. Let us know the ‘size’ of each CBU unit planned for the loca?on, a. (ie 2-(8)unit_(2)P CBUs, 4-(16)unit_(2)P CBUs, and 2-(4P)_standalone CBUs) ii. IF different size CBU units at the same loca?on: a. Let us know the ‘order’ so we can number/diagram to match the loca?on layout (ie smallest CBU to biggest CBU, largest CBU to smallest CBU, etc) c. Safety: Spacing should give a safe distance from curb and uneven surfaces so the carrier can open the CBU doors and service them without poten?al of tripping or twis?ng their ankle 3) Mailbox Address Assignments: a. A?er the City/County has assigned addresses to the lots, please email us a finalized list of the assigned addresses b. The Meridian Post Office will be responsible for assigning addresses to the CBU Mailboxes c. We will assign the addresses according to our Address Management System’s (AMS) criteria before they can be validated and added to a route. i. We will email the mailbox assignments and CBU diagrams back to you so that keys can be handed out to residents (See pg. 3) RE: Developments containing CBU/NBU units Property Developers and Property Managers: In July 2022, due to increasing parcel/package volumes, the USPS updated its policy to require new developments with CBU/NBU units (aka centralized delivery) to maintain a 20% parcel locker ra?o. That is, for every 5 mailbox slots in a CBU/NBU unit, there must be 1 parcel locker (5:1); as per the Postal Opera?ons Manual (POM)**. The Meridian, ID Post Office is ac?vely enforcing this updated policy. The 5:1 ra?o will be enforced for ALL future projects and developments that establish CBU/NBU units for centralized delivery. The Meridian, ID Post Office will be requiring this ra?o before beginning any mail delivery to new developments. Established and current developments will be evaluated on a case-by-case basis. The United States Postal Service must make every effort to deliver in the most efficient manner. If parcel volumes are such that a carrier must make excessive trips to homes for parcel delivery, we may stop mail delivery un?l the necessary parcel lockers are installed.
