Dear Mr. Parsons,
On behalf of Ultra Clean Express Car Wash(Ultra Clean)and current property owners,we are pleased to apply for
a Conditional Use for an Ultra Clean car wash at the southeast corner of Fairview Ave and NE 5th Ave.
Site and Background Information
The subject property is located at 715 E. Fairview Ave in Meridian,identified as parcel number 51107212505,and
is approximately 3 acres.The zoning designation forthe property is C-C(Community Business District).It is adjacent
to developed properties to the west, south and east which includes office, retail, and auto center uses. To the
southwest of the property lies Creekside Arbour Apartments.To the north,across E Fairview Ave,are commercial
uses such as restaurants and banks. The Five-Mile pathway and Five Mile Creek run along the western boundary
of the parcel.

Ordinance Conditions
In 2002 the Meridian City Council approved a rezone for the 3.35-acre property which changed the zoning
from Medium-Density Residential (R-8)to the Community Business District(C-C).A specific condition was
included in the ordinance that required all future uses on the property to obtain a conditional use permit.This
is regardless of whether the C-C District allows for a use by right. In order to move forward with the certificate
of zoning compliance and the design review applications,we are seeking approval of the conditional use. In
addition to this requirement,another condition was added which required that any future uses accommodate
a pathway through the area.The Five Mile Creek Pathway has already been paved through the property,so
this condition is no longer applicable.The final condition that will need to be adhered to requires that the
dedication of an easement paralleling Five Mile Creek for future sanitary sewer relief main.The condition does
allow for flexibility in location and determination upon review of development site plans.Therefore,we are
extending sewer to the 15,000 sq.ft. building and the location will allow connection to any future buildings
and beyond as development progresses. — — — —

subdivisions and commercial uses in the area.The
building will encompass approximately 5,600 square
feet with surface parking,dedicated station stalls for —
vacuum bays,and three stacking lanes for incoming
customers.The parking plan has been designed in III
accordance with City Code and to facilitate efficient

and safe pedestrian and vehicular circulation.Our ,
proposal includes 24 parking stalls,20 drying station
stalls,three standard parking stalls for employees,
and 1 ADA stall ensuring accessibility.

propose a full 30' wide access approach to Fairview
Avenue for ingress and egress. From there, a 25'
wide drive aisle is proposed throughout the site to

is permitted in the"Allowed Uses in the Commercial
Districts"table 11-213-2.A car wash facility at this location will serve the community and adjacent residences.The
use is also compatible with the Commercial future land use designation.The site and landscape plans have been
designed in alignment with the dimensional standards and previous approvals.

In accordance with 11-213-3, the
car wash hours of operation will be from 7 a.m.to 9 p.m.,seven days a week.The site will hook up to municipal
water and sewer services. Specific use standards for vehicle washing facilities require sufficient stacking lanes
separate from circulation lanes needed for access and parking lanes.As noted previously,our site plan reflects
this requirement, and the stacking lanes are not within 10 feet of any residential district. The car wash is
compatible with this location, given its adjacent „E
commercial uses. —°�°--
A portion of the subject property is proposed to

city requirements and obtain a certificate of zoning
compliance and design review approval before
development may occur.

The enclosed landscape plan details the proposed 1
perimeter and site landscaping to Fairview

and the Five Mile Pathway and internal to the car wash
site. A 50' irrigation easement for the Five Mile Creek IF

includes a 20' pathway easement for the Five Mile
Pathway on the west boundary of the site.Vegetative
groundcover including shrubs, trees and grasses are
included on the north, south and west boundaries ofthe site.
Building Elevations
Elevations for the proposed carwash building are \�� ��•�
enclosed.The proposed building has been designed to
integrate with and complement existing developments
in the area while supporting Meridian's Architectural Standards Manual.
Proposed building materials include natural stone, burnished CMU, cedar rendition metal cladding, and other
natural materials. Modulation and articulation are proposed on all facades, with belly bands, awnings, metal
cladding designed to look like cedar, glazing and other architectural features included. As depicted in the
attached elevations,the color scheme will include various browns,tans,and other warm earth tones.

Conclusion
With the conditional use proposal discussed herein, we believe that the Ultra Clean carwash project will
complement surrounding residential, industrial, and commercial uses, is consistent with the City's goals for this
area,and will provide a convenient and accessible service in this part of Meridian.
