Broadway Ave. Meridian, ID 83642 Subject: Reveille Ridge Subdivision Applications for Annexation,Rezone, Preliminary Plat Dear Planning Division, On behalf of Trilogy Development LLC, we are requesting Annexation, Rezone and Preliminary Plat approval for Reveille Ridge Subdivision. This 59.969-acre site includes 4 parcels and is located at 7355 S. Eagle Rd in Meridian, ID 83642. A vicinity map identifying the site location is included with this application. Annexation and Zoning The current zoning of the parcels is RUT, we are proposing annexation into the City of Meridian with zoning of R-8 on 34.691 acres and R-15 on 25.278 acres with no variance requests for these zones. The property to the West is Discovery Park, a 77-acre city park. Properties to the North are zoned R-8 and R-2. The property to the South is zoned RUT. The future land use map (FLUM) designates this site as medium-density residential on the West and low-density residential on the East. Given the adjacency of the large, amenity-rich city park and its' community appeal, we feel that an R-15 zoning on the Western portion of the site is both an appropriate design and an ideal opportunity to provide the community with a mix of housing options. This portion of the site will be 30.02 acres with a density of 5.3 units per acre. This is well within the density range requirement for medium-density residential designation -which allows for dwelling units at gross densities of three to eight dwelling units per acre. On the Eastern side of the subdivision, we are requesting an R-8 designation with larger lots abutting the neighboring RUT properties, in order to provide a suitable transition. This portion of the site will be 29.75 acres with a density of 2.96 units per acre. This meets the requirements for the low-density residential designation of less than 3 units per acre. 1119 E. Reveille Ridge will offer a range of housing options, from single-family homes to townhouses (front and alley load) and duets, making it an ideal destination for individuals and families looking for a place to call their own. Phase 1, along the southern boundary, will provide primary access to Eagle Road and secondary access to the west - connecting to Discovery Park Road. Phase 2 will be in the northeast. Phase 3 is centrally located around the pond and Phase 4 is in the northwest. Access Subdivision access will come from E. Vantage Pointe, a collector street, to S. Eagle Road per the Master Street Map. The collector street continues through the site from S. Eagle Rd to Discovery Park Road on the west side of the subdivision. Another access street on the north will provide connectivity, accessibility, and continuity to neighboring subdivisions. On the south boundary there are two points for future connections. Three additional access points have been provided to the east at the direction of Planning and Zoning Staff for future connections should those parcels develop. Open Space There will be 38 common lots in the subdivision, covering 14.79 acres or 24.74%. The subdivision has 11.77 acres of usable open space, which exceeds the requirement of 8.97 acres or 15%. Neighborhood Meeting A neighborhood meeting was held at Discovery Park on June 15, 2023 at 6:00pm. Property owners within 500 feet of the subdivision boundary were notified of the meeting by mail.
