The list I provided accurately reflects the deficiencies in the plan that need to be addressed in order for
the project to be deemed consistent with the Comp Plan, which is consistent with discussions at the
previous (3) pre-application meetings for this project. Please review the notes from these meetings and
the Comp Plan sections noted below for the Mixed Use and Mixed Use – Regional designations as well as
the Goals and Objectives of the Plan for added clarification on these comments. It would be helpful if
you could come up with some changes to the plan to discuss at our meeting that address these
comments in order for a more productive meeting since we’ve already reviewed and discussed this
general plan several times.

demonstrates consistency with the guidelines in the Comprehensive Plan for Mixed-Use
designated areas (see pgs. 3-13 thru 3-15) and specifically the Mixed Use – Regional
(MU-R) designation (pgs. 3-18 thru 3-19). It’s Staff’s opinion the development plan
reviewed at that time and submitted with this application does not demonstrate
consistency with the Comp Plan for the following reasons:
1. Although a mix of uses are proposed, the development is predominantly high-
density residential with a small amount of office and commercial uses. No
anchor uses with a regional draw or public/quasi-public uses are proposed or
land preserved for such, as desired.
2. The project isn’t designed in accord with Figure 3D in the Comp Plan
– residential uses are proposed along most of the frontage adjacent to US 20-26
rather than commercial uses as desired.
3. Uses aren’t well integrated and the buildings in the commercial portion of the
site aren’t arranged well around common, usable area such as a plaza or green
space as desired. Open space appears to be largely remnant pieces, not
consolidated or designed as focal features. All spaces proposed necessitate
pedestrians crossing vehicular use areas and are not pedestrian oriented or
integrated.
4. A daycare isn’t desired in such close proximity to US 20-26 due to vehicle
emissions from the busy roadway and health concerns with children playing
outside; office/retail would be better in this location with the daycare internal
to the development or along Black Cat.
5. Neither a 25’ wide buffer is proposed as required on the commercial portion of
the site adjacent to residential uses, nor is Alternative Compliance proposed for
elevated treatments (e.g. hardscape & tree wells with pedestrian amenities or
enhanced landscaping).
6. A pedestrian circulation plan should be submitted.
7. Demonstrate how the entire development will maintain a cohesive appearance
(no concept details on the commercial portion were submitted; Staff
recommends exhibits that include land uses, massing and architecture).
8. Submit a phasing plan demonstrating how the commercial uses will be
integrated into timing of residential development.
As proposed, I can’t provide a positive recommendation to the Commission on this
project. Would you like to request continuance in order to make revisions to the plans
that are consistent with the Comp Plan or would you like to proceed as-is with a
recommendation of denial?
