On behalf of Trilogy Development,please accept the subject applications and support
materials for Blayden Subdivision, located west of N. Black Cat Rd and south of W.
Chinden Blvd. (4N, 1 W, Section 28) The site consists of 10 parcels to make up the 24.98
- acre project.

Subdivision design has been developed to be consistent with the guidelines in the
Comprehensive Plan for Mixed Use—Regional designation(MU-R).
We are requesting approval of a preliminary plat with 26 buildable with 11 common lots
on 24.98 acres with an overall density of 13.41 dwelling units per acre.

Conditional Use Permit:
A Conditional Use Permit is required for the multi-family portion of the development
consisting of 312 multi-family units on 14.92 acres in the R-40 zoning district. This
computes to a density of 20.91 dwelling units per acre and excludes ROW along both W.
Chinden Blvd. and W. Ramblin Drive. The preliminary plat request includes 26
buildable, 11 common lots with 335 dwelling units on 24.98 acres with an overall density
of 13.41 dwelling units per acre.

pool, walking trails/pathways, picnic area, additional 5% Open Space and 50' x 100'
open grassy area.

Additionally, the design includes a 25' wide landscape buffer on the commercial portion
of the site, a 35' wide street buffer along Chinden Blvd and Black Cat Rd, and a 20'wide
buffer along W.Ramblin Street. A noise abatement wall is provided along residential
portion of development along Chinden Blvd.
Neighborhood Meeting:
A neighborhood meeting was held at Meridian Library's Orchard Park location on June
21, 2023 at 6:00pm. Property owners withing 500 feet of the subdivision boundary were
notified of the meeting by mail.An attendance sheet from the meeting is included with
our application. The concerns included fencing on the south side of the project, ingress
and egress, elementary school serving the project and concerns of loss of view from a
neighbor's Fairbourne property.
Summary:
We are pleased to submit the applications for Annexation, Zoning, Conditional Use
Permit, and Preliminary Plat approval for Blayden Subdivision. We look forward to
