Dear Planning Division,
Trilogy Development, LLC is requesting Annexation, Rezone and Preliminary Plat
approval for Farmstone Subdivision.
The enclosed applications have been submitted in accordance with the requirements of
the City of Meridian. The development has also been designed to be in compliance with
Unified Development Code (UDC), Ten Mile Interchange Specific Area Plan(TMISAP),
Pathways Master Plan, and FLUM (Future Land Use Map).
Location:
The site address is 820 S. Black Cat Road(S. Black Cat Rd and 1-84), is 27 acres in size
and encompasses parcel number S 1215325450. The site is located north of I-84 and east
of S. Black Cat Road. A vicinity map identifying the site location is included with this
application. The site is currently surrounded primarily by agriculture and limited
residential.
Rezone:
Existing zoning -RUT
Proposed zoning—M-E (Mixed Employment)
Light Industrial and Flex Space are permitted uses in the M-E District.
Preliminary Plat:
We are requesting approval of a preliminary plat with 6 buildable lots on 27.59 acres.

Buildings 1, 2,3 and 4 are partial 2-Story Flex buildings ranging in size from 42,560 sq
ft to 69,160 sg ft and offer considerably more parking provided than is required. Intended
uses for these buildings are office and storefronts.
Building 5 is 185,760 sq ft—Light Industrial, 4 Loading Docks, 270 Parking Spaces -
almost three times the required.

Plaza
Farmstone Subdivision will contain a Plaza located between Buildings 1 and 2. This
plaza will feature a monument designed as a replica of the Silos from this property along
with a sign that will provide information on the history of the Silos.

The Plaza will also contain benches, a pergola and landscaping—offering a visually
appealing entrance to the site as well as a central plaza/gathering area for employees and
clients.
Streets and Utilities:
Vanguard Way on the north end of the project will provide access to S. Black Cat Road,
connectivity to Avani Subdivision to the north as well as future development eastward.

Landscaping:
10' wide multi-use pathways will be incorporated in accordance with the Pathways
Master Plan. A pedestrian crossing will be provided across S. Black Cat Rd at the
collector street along the north boundary. Additionally, there will be a 25' wide street
buffer along S. Black Cat Rd and a 20' wide buffer along the collector street—Vanguard-
at the north boundary. All landscaping and streetscaping will be consistent with the Ten
Mile Interchange Specific Area Plan.
Neighborhood Meeting:
A neighborhood meeting was held at the Meridian Library on Cherry Lane on July 6,
2023 at 6:00pm. Property owners within 500 feet of the subdivision boundary were
notified of the meeting by mail. No one attended the meeting or provided comments by
other means.
Summary:
The preliminary plat has been thoughtfully designed to be consistent with the UDC,
TMISAP and Pathways Master Plan. This new light industrial and office/flex space
development will provide employment opportunities for the area. Additionally, the plan
has also been adapted to add a smaller user providing greater synergy with the planned
residential densities.
