All, After reviewing the Driftwood Subdivision staff report and recommended conditions of approval, we express our concurrence—with the EXCEPTION of the requirement for a public multi-use pathway/easement. As noted in the attached email/graphics to Kim Warren, City Pathways Project Manager, we have requested that the pathway requirement be withdrawn. Thus, we re-state that request for consideration by the Planning & Zoning Commission for the reasons noted in that email; and that all pathway-related conditions be deleted. Specifically: - Conditional Use Permit Conditions 1.8.d and 1.8.i; and - Preliminary/Final Plat Conditions 2.1.c and 5. The staff report was emailed to us late Saturday night th and posted on the City’s website Monday morning—a “light” pre-4 work day. Thus, we are addressing issues from that staff report much later than anticipated. th In particular your requirement, posted late Friday afternoon, June 30, for “a public access easement for a pathway connection from…Cooper Lane through the subject property to the sidewalk at Venable Ave.” Pathway Requirement Concerns - There is no pathway denoted in the City’s Master Pathways Plan Map in that area. - You did, however, require a pathway thru Wood Rose Apartments immediately west of Driftwood as an extension of an existing pathway. - Connecting the Wood Rose pathway (approx. 90 feet north of the Ustick Road sidewalk) to Driftwood’s private drive is challenging and functionally questionable. To illustrate st The 1 attachment, an aerial graphic, shows the relationship of the two projects at their 95’ +/- common boundary. It also illustrates the “gap” between Wood Rose’s required pathway terminus and Driftwood’s private street which ends at a storm drainage facility. nd The 2 three-page attachment is more specific, with site plans and subdivision plat: - page 1 is Wood Rose’s site plan showing the pathway location and terminus at a private lane just north of Ustick. - page 2 is Driftwood’s three-lot final plat showing the “gap” between the two alignments. - page 3 depicts the cross-access between the two projects at Cooper Lane and the parking lot layout which renders a smooth pathway transition impractical; particularly so, with the Ustick sidewalk just a short distance from the Wood Rose pathway terminus. Thus, we respectfully request that this late, and challenging pathway requirement be withdrawn as a condition of approval for Driftwood Subdivision. Michael D.
