Good day! I wish to upload a ‘public comment’ letter (attached) to the Costco Development CUP agenda item on Thursday May 4
Planning & Zoning Meeting agenda.
I don’t see a way to add / upload this document myself. Can you assist?
I do see that the agenda item is marked as pending another continuance, but I also know the ‘Public Notice’ signage still appears on
the Costco property. I know it’s been held over for several meetings. I plan to attend the Planning & Zoning meeting in public to hear
that discussion around the continuance.

As the elected HOA Board of Directors for the 572 homeowners of the Bainbridge subdivision,
we wish to communicate our OPPOSITION to several elements of the petition by Costco to
adjust the Conditional Use Permit related to the Meridian Costco at Ten Mile and Chinden.
Our subdivision is located to the immediate south and south-west of the Costco development.
Bainbridge is bounded on the north side by North Tree Farm Way, West Lost Rapids Drive and
West Chinden Blvd / Highway 20, and to the east by North Ten Mile Road, and to the west by
North Black Cat Road. Only the communities of Cadence at Bainbridge and Olivia Apartments
are more impacted by the Costco development and the changes they seek to the existing CUP.
Our primary objection is related to the possibility of ANY truck or delivery traffic utilizing North
Tree Farm Way or West Lost Rapids Drive, either upon exiting OR entering the Costco
development via the southeast access road (on the immediate east side of Olivia Apartments).
Currently, during the early morning hours and several times a week, semi-trucks and other
delivery vehicles exit the Costco development to the SE corner, immediately east of Olivia
Apartments. Generally, those vehicles turn east on West Lost Rapids Drive to utilize the
intersection of North Ten Mile and West Lost Rapids Drive to travel southbound on North Ten
Mile toward 1-84.
However, some of those delivery vehicles turn west on West Lost Rapids Drive, through our
community, past Keith Bird Legacy Park and Cadence at Bainbridge, and exit using the
intersection of North Tree Farm Way and Chinden Blvd.
Any truck or delivery vehicle that does NOT exit the Costco development to the Northwest exit,
as outlined in the existing CUP, adds considerable noise pollution to the communities impacted.
Adjusting those delivery hours as requested translates into significant noise to sleeping
residents and families in multiple communities, including our own community of Bainbridge.
As the Costco property is further developed and the widening of Highway 20 to 1-84 at Caldwell
is completed, we anticipate a large increase in the number of semitrucks and other delivery
vehicles using the North Tree Farm /West Lost Rapids Dr entrance and exit path.
We, and other neighborhood residents, are repeatedly assured that the Costco footprint and
disruption to our communities and property valuations would be kept to a minimum. We
believe any change to the existing CUP erodes those assurances.
In addition to OPPOSITION to the Costco request to amend /adjust or revoke the existing CUP,
we would like to see stronger action and street signage, including pavement markings, to make
it clear that semi trucks may NOT utilize North Tree Farm Way or West Lost Rapids Drive, either
entering via the Chinden Blvd / North Tree Farm Way intersection OR via the North Ten Mile/
West Lost Rapids intersection.
We ask you to either reject the CUP amendment entirely, or—at minimum—take strong steps to
ensure the flow of semi truck traffic as originally intended instead of through our communities
and past our public parks.
