Mission:
The Meridian Parks & Recreation Commission is a volunteer citizens' group that is created
and empowered to advise the City on issues relating to park facilities and recreation
programs of the City. Their mission is to gather input from staff and other qualified personnel
on issues relating to the creation and design of public parks and open spaces; to listen to
public input; and to provide advice and recommendations on parks and recreation related
matters to the Mayor and City Council.

2023 All-Commission Goals:
1. Support the design and construction of Discovery Park Phase 2, including the skate park
and bike park.
2. Support development of a connected pathway system across the City of Meridian, with
focus on developing projects for future construction.
3. Participate in the design and programming of a new Community Center.
4. Finalize the development of the Comprehensive Park System Master Plan Update and
support ongoing implementation.
5. Participate in the partnership with the Meridian Arts Commission to add theming and
identity reinforcing art in Meridian parks and along pathways. Focus this year on Seasons
Park, Ten Mile Trailhub, and Discovery Park.
6. Support future improvements at Lakeview Golf Course, including clubhouse/patio
improvements.
7. Pursue improved tools and opportunities to engage citizens and stakeholders.
8. Provide feedback on the design for new playground at Tully Park.
9. Discuss and provide input on efforts to manage operations of the Meridian Pool.
10. Engage other task forces, commissions, entities, and agencies through workshops and
other outreach for partnership opportunities.
11. Continue to foster greater Commission involvement/presence in community events
whenever appropriate.

KIM WARREN, PATHWAYS PROJECT MANAGER
1. Rail With Trail
A consultant has been hired to complete the full pathway design process and
construction documents to federal standards.
The State and Local Agreement document is complete – pending approval.
I will set up a meeting with Community Development and Legal to discuss the
upcoming land trade plus any legalities or code issues we need to be aware of.
I checked in with FOCAF (local Head Start organization) to see how their side of
the proposed trade is coming along.
2. Linder and Ustick Sidewalk Widening– Five Mile Pathway
The construction contract has been awarded (BriCon).
The anticipated start date for construction is early April/after work at Lakeview
Golf Club is complete.
Coordination with Ada County Paramedics regarding construction timing.

This project is contracted for construction (BriCon) this spring.
Construction will begin after the Linder and Ustick project is complete;
anticipated late April.
4. Urban Land Institute – Final Report
A draft report was received from ULI Panel in mid-February.
Staff reviewed and returned comments /edits to ULI.
5. Fivemile Creek Pathway – Ninemile crossing to Quartet (Segment D)
Final design plans, permits are complete.
I met with ACHD maintenance leads to coordinate the pathway across ACHD
property – timing, implementation, construction access for City’s bridge
installation etc.
I am working with adjacent property owners on encroachment to the NMID
easement along Fivemile Creek to clear the way for pathway construction.
6. Trailhub Naming – Theming, Placemaking
I revisited some preliminary logo designs from 2021.
I met with the Director, Arts Coordinator, and Facilities Superintendent to
discuss a plan for moving forward with naming the trailhub.
I am working on rough revisions to concepts per discussion.
7. Plan Review -
I was reinstated in the plan review workflow and have attended Pre-Application
Meetings.
I reviewed/facilitated pathway easements – Foxcroft Subdivision pathway and
bridge agreements in particular.
I issued pathway conditions for development, generally working to catch up on
development application backlog.
8. Interagency Coordination
I attended a FACTS (Foundation for Ada County Trail System) coordination
meeting.
Active Transportation Workgroup.
JAIME DEL BARRIO, VOLUNTEER PROGRAM COORDINATOR
1. February 2023 Volunteer Hours – The total amount of volunteer hours: 258.5
Front Desk Volunteers: 218.5 hours
Park Ambassadors: 37 hours
Special Events & Projects: 3 hours
2. Park Ambassador Program – I am recruiting and updating information and
material for the upcoming season when this program launches in mid-April. I am
working with our Parks crew to revamp this seasonal program to more parks than
just Kleiner.

3. Volunteer Appreciation Luncheons – The first volunteer appreciation luncheon
happened mid-February and raffled out prizes for our volunteers for their hours put
in 2022. More luncheons to come throughout the year targeting just the Park
Ambassadors, since there was low turnout for the ambassadors.
JAKE GARRO, FACILITY MANAGER (HOMECOURT & LAKEVIEW GOLF CLUB)
1. Facility Operations – Hours are Monday – Friday 7:00 a.m. – 10:00 p.m.; Saturday –
10 a.m. to 6 p.m.; and Sunday – 12:30 p.m. to 8 p.m.
MPR Winter Coed Volleyball is taking place at the Homecourt on Monday and
Thursday. This league will conclude mid-March.
MPR Adult Basketball is being held Monday through Thursday, which began in
December. This league will conclude in mid-March.

I AM ELITE Basketball Camp – April 28 – 30 (tentative as of 2/28/23)

3. Community Education/Court 5 – Court 5 is consistently scheduled throughout the
week each day for community education classes. Classes include gymnastics,
tumbling, cheerleading, pickleball, and martials arts. Classes do take place during
the weekend hours in Court 5 as well, typically during the afternoon hours on
Sunday.
4. Community Athletic Groups – I am working to finalize the practice schedule for
April 2023 through May 2023. Practices typically take place each evening Monday –
Friday, from 4:30 p.m. to 10:00 p.m. Two of our youth sporting groups that reserve
evening space for practices have concluded their seasons in February. This will
allow for more open community space in the evenings. Currently, I am working
with other groups who are seeking space beginning in March through the summer
months. I hope to have those schedules finalized mid-March.
5. Homecourt Memberships vs Punch Passes – I am seeking a better solution for
patrons that use the facility membership at the Meridian Homecourt. Due to the high
volume of facility rentals we have at the Homecourt, as a department, we are
seeking a better option for patrons. We are seeking to possibly move to a 30-day
punch pass option as opposed to a 30-day membership with an expiration date.

6. Lease Agreement ReSurge Church – Our current lease agreement with ReSurge
Church is set to expire September 30, 2023. We are currently seeking a price per
square foot to begin negotiations for a new monthly rental fee.
7. Lakeview Golf Course Seasonal Positions – I am working with Ryan Roberts at
Lakeview Golf Club in the hiring process. I am also training Ryan on the process of
E-Recruitment as it relates to screening applicants, interviews, and bringing
employees onboard as City employees.
JENNA FLETCHER, RECREATION COORDINATOR (CLASSES & CAMPS)
1. 2023 Winter/Spring Classes – Winter/spring classes have started. These classes
will run through May 2023. We have also moved some youth art classes into the
Meridian Pool and continue to run classes at the Meridian Community Center and
Meridian Homecourt.
2. 2023 Summer Guide – The Summer 2023 Activity Guide is in production. This
guide will cover classes and camps from June 2023 through August 2023. Returning
instructors have submitted their class proposals, and this week new class proposals
are due. Classes this summer include: tennis, multiple youth art classes with
different mediums, dance, cheer, adult fitness, disc golf, youth sports camps, Legos,
kendo, and much more! The guide will release the first week of April.
3. Community Center/Meridian Pool – As of right now, we will still be able to hold
classes at our current Community Center through December 2023. Our youth art
classes have moved over to the Meridian Pool location, and some new summer
classes will also be held at the Meridian Pool. Everyone else will keep their classes at
the Community Center or Meridian Homecourt. We will still continue to evaluate
our class space needs.
4. Summer Camp 2023 – Summer Camp is in the early planning stages. I will hire a
Camp Coordinator hopefully within the next month. This person will be tasked with
creating the schedule, booking field trips, activities, etc. They will also help me with
hiring the rest of the staff. We are hoping to hire enough to run at TWO schools this
summer. All camps will be dependent on whether or not we have adequate staffing
to safely run camps. We will decide at the end of April on whether or not camp will
be able to run safely.

RENEE WHITE, RECREATION COORDINATOR (SPECIAL EVENTS)
1. Unplug and Be Outside – I am moving full steam ahead
with planning a fun week’s worth of arts, sports, and
recreation to get our citizen active and connected. The
kick-off has been moved to Saturday, May 13. Field Day is
Wednesday, May 17, and classes will take place all week
long. Stay tuned for the final schedule.
Idaho Central Credit Union has stepped up to sponsor this
year’s event. We will use those funds to market the event
and purchase giveaways for participants. Our list of
activities is growing, and I am continuing to reach out.

2. Sparklight Movie Night – This season will feature six popular kids’ movies, every
OTHER Friday evening. Sparklight has renewed their title sponsorship with a 5-
year commitment. I am continuing to secure sponsors for this season, with only 2
of the 14 left to fill. Both our season sponsors – CWI and Advanced Therapy - have
returned. We will boost our promotion
this year to ensure the community
understands the new dates and to
encourage them to attend Kleiner Park
Live on the alternating Fridays.
3. Kleiner Park Live – Returning after a brief hiatus, the outdoor concert series
Kleiner Park Live will take place every
other Friday night – opposite of Movie
Night. I am excited to share that I have
secured a title sponsor. Once I get the
contract signed, I will make an official
announcement.
We have secured all 6 bands: Billy Blue
Band, The Last Call, Casio Dreams, Jukebox,
Push2Play, and The Notables. Save the
date and join us: June 9 & 23, July 7& 21,
August 4 & 18.
4. Gene Kleiner Day: Meridian Symphony Orchestra is returning for a fun outdoor
performance on Saturday, June 10 at 7pm. This is always a special performance.

MAGGIE COMBS, RECREATION COORDINATOR (SPORTS)
1. 2023 Winter Volleyball League – League play is underway, and we are closing in
on the end of season tournament. Games are being played Monday through Friday at
Homecourt and the local schools.
2. 2022-2023 Winter Basketball League – This league is in the end-of-season
tournament. They are coming to the end of their season.
3. 2023 Meridian Del Drake Senior Wood Bat League – Seniors 60+ are able to
register for Monday night, Tuesday Morning, Wednesday Night, and Wednesday
Night Designated Substitute Player. Registration will close on Wednesday, March 29.
4. 2023 Spring/Summer Softball League – We are opening Spring/Summer Softball
League registration for the Coed and Men’s teams. Players must be at least 18 years
of age to play on a team. The registration deadline is March 7 with spots open on a
first-come, first-serve basis and not guaranteed until payment is received in full.
Play will start the week of April 3.
5. 2023 Spring Volleyball League – League registration closes on February 28, as
spots are on a first-come, first-serve basis and not guaranteed until payment is
received in full. Play will start the week of March 27.
6. 2023 Adult Sport Program Scorekeeper – We are currently looking for more staff
to help keep score during the 2023 sports season. The job is open on the City
website.
