Lake Hazel Road, Meridian, Idaho Wednesday, April 12, 2023 at 5:30 PM Mission: The Meridian Parks & Recreation Commission is a volunteer citizens' group that is created and empowered to advise the City on issues relating to park facilities and recreation programs of the City. Their mission is to gather input from staff and other qualified personnel on issues relating to the creation and design of public parks and open spaces; to listen to public input; and to provide advice and recommendations on parks and recreation related matters to the Mayor and City Council. Support the design and construction of Discovery Park Phase 2, including the skate park and bike park. 2. Support development of a connected pathway system across the City of Meridian, with focus on developing projects for future construction. 3. Participate in the design and programming of a new Community Center. 4. Finalize the development of the Comprehensive Park System Master Plan Update and support ongoing implementation. 5. Participate in the partnership with the Meridian Arts Commission to add theming and identity reinforcing art in Meridian parks and along pathways. Focus this year on Seasons Park, Ten Mile Trailhub, and Discovery Park. 6. Support future improvements at Lakeview Golf Course, including clubhouse/patio improvements. 7. Pursue improved tools and opportunities to engage citizens and stakeholders. 8. Provide feedback on the design for new playground at Tully Park. 9. Discuss and provide input on efforts to manage operations of the Meridian Pool. 10. Engage other task forces, commissions, entities, and agencies through workshops and other outreach for partnership opportunities. 11. PARKS & RECREATION DEPARTMENT STAFF REPORTS April 12, 2023 JAIME DEL BARRIO, VOLUNTEER PROGRAM COORDINATOR 1. March 2023 Volunteer Hours – The total amount of volunteer hours: 327.5  Front Desk Volunteers: 261.5 hours  Park Ambassadors: 35.5 hours  Special Events & Projects: 30.5 hours JAKE GARRO, FACILITY MANAGER (HOMECOURT & LAKEVIEW GOLF CLUB) 1. Facility Operations – Hours are Monday – Friday 7:00 a.m. – 10:00 p.m.; Saturday – 10 a.m. to 6 p.m.; and Sunday – 12:30 p.m. to 8 p.m. 2. Upcoming Facility Reservations –  West Coast Elite Basketball – April 15, 16  Idaho Select Basketball Camp – May 13, 14 3. Community Education/Court 5 – Court 5 is consistently scheduled throughout the week each day for community education classes. Classes include gymnastics, tumbling, cheerleading, pickleball, and martials arts. Classes do take place during the weekend hours in Court 5 as well, typically during the afternoon hours on Sunday. 4. BAPA Parkinson’s Clinic – Members of BAPA (Boise Area Pickleball Association) will provide a Pickleball Clinic to individuals with Parkinson’s Disease. 5. Community Athletic Groups – I am working to finalize practice schedules through May 2023. Practices typically take place each evening from Monday through Friday, 4:30-10:00 p.m. Page 36 Item 6. Homecourt Memberships vs. Punch Passes – I am seeking a better solution for patrons that use the facility membership at the Meridian Homecourt. Due to the high volume of facility rentals we have at the Homecourt, as a department, we are seeking a better option for patrons. We are seeking to possibly move to a 30-day punch pass option as opposed to a 30-day membership with an expiration date. 7. Lease Agreement ReSurge Church – Our current lease agreement with ReSurge Church is set to expire September 30, 2023. We are currently seeking a price per square foot to begin negotiations for a new monthly rental fee. We are currently seeking written information detailing the price per square foot for industrial space from Alder Industrial. 8. Lakeview Golf Course Seasonal Positions – I am working with Ryan Roberts at Lakeview Golf Club in the hiring process. I am also training Ryan on the process of E-Recruitment as it relates to screening applicants, interviews, and bringing employees onboard as City employees. 9. Lakeview Golf Course Data Collection - I am working with course staff and our Finance team to collect relevant data to aid in the budgeting process for future golf budges, pricing, golf management, and maintenance decisions. 10. Concession Stand/Snow Cones – I am beginning to communicate with contracted vendors that operate concession stands and/or snow cone stands in our parks. An initial email has been sent to those owners/operators seeking potential opening dates. An email also served as a reminder regarding payment due dates and potential special events to be held in Meridian City parks. SKYLER COOK RECREATION COORDINATOR 1 (SPORTS & EXTERNAL EVENTS) 1. Sports Leagues & Tournaments  Spring Cornhole registration is open until April 16th o League will begin play on April 24th at Settlers Park o End of season tournament Saturday, June 3rd CASSANDRA SCHIFFLER, ARTS & CULTURE COORDINATOR 1. Performing Arts Project Proposals  The Arts Commission juried applications for the RFP for Youth Performing Arts Proposals and selected two projects for funding at $3,500 each: o The Huckleberry Star Theater will receive funding covering cast fees and enabling three promotional performances in the City of Meridian. o The Treasure Valley Children’s Theater will receive funding for subsidizing registration fees for youth involved in the program and supporting production and operational costs, allowing them to present all performances of The Grunch for free.  I am working on getting the agreements and paperwork in place for funding both projects. 2. Initial Point Gallery  The April exhibit currently on display at Initial Point Gallery is a group show by artists in the Treasure Valley Artist Alliance (TVAA).  I’m working with the West Ada School District for their upcoming student show in May.  The Call to Artists for displays at the gallery in 2024 is now open! Public Art Projects  Pool Mural: A new mural project by Sector Seventeen is currently being installed at the Meridian Pool. A ribbon cutting is planned for May 19 at 12:00 PM.  Tully Skatepark Murals: A ribbon cutting for the Tully skatepark murals is planned for May 19 at 4:00 PM with a skate competition hosted by Prestige Skate. Parks & Recreation Department Staff Reports ~ April 12, 2023 Page 4 of 5 Persons desiring accommodation for disabilities related to documents and/or hearings: Please contact the City Clerk’s Office at 888-4433 at least 48 hours prior to the meeting.  Mosaic Sculptures at Fivemile Creek Trailhub: The public artwork by Nevada artist Eileen Gaye is nearing the 50% fabrication completion and planned for installation at the Fivemile Creek Trailhub this summer in June/July.  Discovery Park Public Art: I am working with three different artists and artist teams on multiple proposals for new public art projects at Discovery Park. All of their proposals are due April 28.  Two Year Workplan: I am drafting a two-year workplan for public art projects, based on the Public Art Committee’s prioritization list of public art projects.  Transit Shelter Public Art: I am working with Valley Regional Transit to develop a new potential public art project at the Meridian transit shelters. We currently have two shelters, one at 3rd and Pine, and one at Ten Mile Crossing.  Traffic Box Wraps: The Arts Commission will jury awards for the West Ada School District’s annual art show, and the student awardee’s artworks will be reviewed for recommendation into the traffic box program for 2023. A special traffic box will be wrapped with artwork by the high school student, Terry Binder, that died at Ten Mile and Pine will be installed at that intersection soon. Historic Preservation Projects  May is Preservation Month: We will have an event featuring a presentation and guided walking tour at 6:00 PM on May 17 starting at City Hall, and history signage displayed at various sites during Unplug and Be Outside Week.  Egger’s Farmstead: HPC is considering preservation options for the historic Egger’s Farmstead with the last remaining double silo structure in the valley. A developer recently purchased the property and will likely tear down the historic structures for residential development. We are contracting with HullFilm to add the site to the Virtual 360 Tour: https://hullfilm360.com/projects/meridian/tour13/  Downtown Historic Reconnaissance Survey: We are contracting with TAG Historical Research and Consulting to complete Phase II of a reconnaissance- level survey of approximately 37 city blocks in downtown Meridian to document and identify potentially eligible properties the National Register of Historic Places.  Meridian Speedway Nomination to the Historic Registry: SHPO has begun work to revise the nomination and is working with their contacts at NPS to resubmit the nomination with the revisions. New Meridian Arts Commissioners and Historic Preservation Commissioners  The Arts Commission has three new nominees to be appointed to the Commission.  The Historic Preservation Commission has two new nominees to be appointed.  I am working on orientation materials for the new commissioners, and will be meeting with each one to orient them and answer any questions they may have.
